8일(현지시간) 태국 투자청(BOI)에 따르면, BOI 위원회는 차세대 미래산업 투자를 장려하기 위해 19억9000만 달러 규모의 첨단 전자·AI인프라 투자 프로젝트를 최종 승인했다. 이 승인 명단에 한국 두산그룹의 태국 고성능 반도체 소재 공장 설립 안건이 핵심 프로젝트로 포함됐다.
두산은 태국 사뭇프라칸주 방보 지역의 아라야 산업단지에 1억3500만 달러(1800억원)를 투입, 독자적인 생산기지를 구축한다. 공장은 연내 착공에 돌입해 오는 2028년 하반기 양산을 목표로 한다.
South Korea’s Doosan Group has secured a critical foothold in the restructuring of the global AI data center supply chain, backed by the Thai government’s approval for advanced industries. This comes as global Big Tech companies accelerate their 'China Plus One' strategies to reduce reliance on China, leading to Thailand being selected as a primary hub for ASEAN high-tech manufacturing.
On the 8th (local time), according to the Board of Investment of Thailand (BOI), the BOI Board finalized the approval for advanced electronics and AI infrastructure investment projects totaling $1.99 billion (approximately 66.3 billion baht) to promote next-generation industries. Concurrently, Doosan Group’s project to establish a high-performance semiconductor materials plant was included as a core venture in this approval wave.
Doosan plans to invest $135 million (approx. KRW 180 billion) in the Araya Industrial Estate, located in the Bang Bo district of Samut Prakan province, to build an independent manufacturing base. Construction is set to break ground within the year, aiming for full commercial mass production by the second half of 2028.

CCL은 반도체칩 간의 미세신호를 전달하는 전기회로의 기반재 역할을 하는 핵심 부품이다. 특히 폭발적인 연산 속도를 감당해야 하는 고성능 AI 데이터센터는 엄청난 고열과 신호 손실을 견뎌내야 하기 때문에 고부가가치 하이엔드 CCL 수요가 폭증하고 있다.
두산은 태국 생산기지를 통해 글로벌 IT 대기업의 공급망 다변화 수요에 직접 대응한다는 방침이다.

The 73,000-square-meter facility being developed by Doosan in Thailand will manufacture Copper Clad Laminate (CCL), a foundational material used in printed circuit boards (PCBs) for AI servers and high-speed networking equipment.
CCL serves as a core component acting as the base infrastructure for electric circuits that transmit microscopic signals between semiconductor chips. High-performance AI data centers, which must handle explosive computational speeds, must withstand extreme heat and minimize signal loss. Consequently, global demand for high-value, high-end CCL is surging. Doosan aims to leverage this Thai production hub to directly address the supply chain diversification needs of global tech giants.

두산의 태국 진출은 한국 정부의 강력한 정책금융 지원이 뒷받침됐다. 한국수출입은행은 두산의 태국 고성능 CCL 공장 구축 프로젝트를 마중물 삼기 위해 1억1000만 달러(한화 1600억원) 규모의 금융을 지원했다.
국가 핵심전략산업의 글로벌 주도권 확보를 위해 추진된 이번 지원은 단순히 소재 공장에 머무르지 않는다. 수출입은행은 두산전자의 태국 진출을 시작으로, 두산그룹의 AI가치사슬 전반(반도체 후공정의 ‘두산테스나’, 물리적 AI영역의 ‘두산로보틱스’)에 대한 수출입금융 확대를 예고했다.
나아가 미래 에너지 인프라인 소형모듈원자로(SMR) 전문 기업 ‘두산에너빌리티’와의 금융협력도 논의 중이다.

Doosan’s expansion into Thailand has been reinforced by strong policy financing support from the South Korean government. The Export-Import Bank of Korea (Eximbank) provided a financial facility of $110 million (approx. KRW 160 billion) to catalyze Doosan’s high-performance CCL plant project.
Designed to secure global leadership in national strategic industries, this support extends far beyond a single materials factory. Beginning with Doosan Electro-Materials' entry into Thailand, Eximbank has signaled an expansion of export-import financing across Doosan Group's broader AI value chain, including 'Doosan Tesna' in semiconductor back-end processing and 'Doosan Robotics' in physical AI. Furthermore, financial cooperation with 'Doosan Enerbility,' a specialist in small modular reactors (SMRs) for next-generation energy infrastructure, is actively being discussed.
