[미디어펜=편집국]K-방산의 수출 품목이 전차와 자주포, 미사일에서 ‘군 통신망’으로 넓어질 가능성이 커지고 있다. NATO(북대서양조약기구)가 올해 처음으로 군용 5G 통신의 공통 표준을 마련하면서 한국 업체들이 유럽 군 통신시장에 진입할 수 있는 새로운 통로가 만들어지고 있어서다.
주목되는 기업은 한화시스템이다. 한화시스템은 한국정보통신기술협회(TTA)와 인공지능(AI) 기반 5G 전술통신체계 개발에 착수했다. 핵심은 단순히 군 통신망을 5G로 바꾸는 것이 아니다. 개발 단계부터 3GPP 이동통신 규격과 NATO 통신 표준을 반영해 해외 군과의 상호운용성을 확보하겠다는 전략이다.
해외 기술전문매체 테크타임스는 13일 이 협력을 NATO가 올해 제정한 ‘STANAG 5665’와 연결해 조명했다. 한국군 규격을 중심으로 발전해온 한화시스템의 전술통신 기술이 NATO 표준을 기반으로 글로벌 시장에 진입할 수 있는 계기를 맞았다는 분석이다.

Hanwha Systems is emerging as one of the companies to watch. The company has joined forces with the Telecommunications Technology Association, or TTA, to develop an AI-based 5G tactical communications system. The goal goes beyond simply replacing existing military networks with 5G. Hanwha intends to incorporate global mobile communications specifications and NATO standards from the development stage to improve interoperability with overseas forces.
U.S. technology publication TechTimes highlighted the partnership on Aug. 13 in connection with NATO's newly adopted STANAG 5665. The publication argued that the standard could provide an opportunity for Hanwha's tactical communications technology, historically developed around South Korean military requirements, to move more readily into international defense markets.

STANAG은 ‘Standardization Agreement’의 약자로 NATO 회원국들이 장비와 시스템을 함께 운용하기 위해 사용하는 표준화 협정이다. 서로 다른 나라의 군대가 연합작전을 수행하려면 통신장비 역시 서로 연결돼야 하기 때문에 통신 분야에서는 특히 중요하다.
NATO는 지난 2월 ‘Cellular Communications for Defence’를 다루는 STANAG 5665 초판을 공식화했다. 5G 기반 군 통신 인프라를 구축할 때 필요한 핵심 절차와 인터페이스, 프로토콜 등을 규정해 NATO 국가 간 상호운용성을 확보하는 것이 핵심이다.
이전까지 민간 5G에는 3GPP라는 국제표준이 있었지만 이를 군사 환경에서 어떻게 구축하고 운용할지에 대한 NATO 차원의 공통 기준은 없었다. STANAG 5665가 사실상 NATO의 첫 ‘군용 5G 공통언어’인 셈이다.
더 중요한 것은 NATO가 표준 제정에서 멈추지 않고 있다는 점이다. NATO 통신정보기구(NCIA)는 최근 STANAG 5665를 적용한 5G 장비의 적합성을 검증하기 위한 시험·인증 플랫폼 구축 작업에 착수했다. 군용 사설 5G, 전술지역 통신망 확장, 위성과 연결되는 5G 비지상망(NTN) 등이 시험 대상에 포함돼 있다.
표준이 실제 NATO 군 통신체계와 조달시장에 적용되는 단계로 이동하고 있다는 의미다.
NATO Creates a Common Language for Military 5G
STANAG stands for Standardization Agreement, a framework used by NATO members to ensure that military equipment and systems can operate together. Communications standards are particularly important because forces from different countries must be able to exchange information seamlessly during joint operations.
In February, NATO promulgated the first edition of STANAG 5665, covering "Cellular Communications for Defence." The standard defines core procedures, interfaces and protocols needed to build interoperable military cellular infrastructure across the Alliance.
Commercial 5G already had global specifications developed through 3GPP. What had been missing was a common NATO framework defining how cellular technology should be configured and deployed in a military environment. STANAG 5665 effectively fills that gap.
NATO is now moving beyond writing the standard. The NATO Communications and Information Agency has begun work on a conformance and testing framework for STANAG 5665. Planned use cases include military private 5G networks, tactical coverage extension and 5G non-terrestrial network connectivity linking dispersed military nodes.
That suggests the standard is moving from paper into actual military infrastructure and procurement.

한화시스템이 이 시장에서 주목받는 이유는 이미 한국군의 대규모 전술통신망을 구축한 경험이 있기 때문이다.
대표적인 것이 전술정보통신체계(TICN)다. TICN은 지휘소와 전투부대 등을 하나의 디지털 네트워크로 연결해 전장의 정보를 실시간으로 공유하도록 하는 한국군의 핵심 통신체계다. 한화시스템은 TICN의 탐색개발부터 체계개발, 전력화까지 수행하면서 군용 통신 기술을 축적했다.
이번에는 이 경험을 5G와 위성통신으로 확장한다. 한화시스템과 TTA는 5G 지상망(TN)과 위성통신 등을 활용하는 비지상망(NTN)을 AI로 통합 운용하는 기술을 개발할 계획이다. 전차나 장갑차, 이동식 지휘소가 지상 5G망의 범위를 벗어나더라도 위성망 등 다른 통신망으로 연결을 유지하는 구조다.
여기에 TTA의 역할이 더해진다. TTA는 LTE·5G·6G 이동통신 표준화와 국제공인 시험·인증을 수행하고 3GPP에도 참여하고 있다. 한화시스템의 군 통신 경험과 TTA의 국제표준 역량을 결합해 처음부터 해외 수출을 염두에 둔 통신체계를 만들겠다는 것이다.
Hanwha's Advantage: Experience With TICN
Hanwha's potential advantage is that it already has experience developing and fielding a large-scale tactical communications network for the South Korean military.
The key example is the Tactical Information Communication Network, or TICN. It digitally connects command posts and combat units, allowing battlefield information to be distributed in real time. Hanwha Systems participated in the program from exploratory and system development through field deployment, building up extensive military communications expertise.
The company now plans to extend that experience into 5G and satellite communications.
Hanwha and TTA aim to develop an architecture in which AI manages both terrestrial 5G networks and non-terrestrial networks such as satellites. In principle, military vehicles and command posts could maintain connectivity by shifting between available networks as battlefield conditions change.
TTA adds another important piece. The organization works on LTE, 5G and 6G standardization and internationally recognized testing and certification, while also participating in 3GPP activities. The combination gives Hanwha a way to pair its battlefield communications experience with international standards expertise from the beginning of development.
▲K9·천무가 뚫은 유럽시장, 다음은 ‘보이지 않는 무기’
K-방산의 유럽 진출은 지금까지 K9 자주포와 천무 다연장로켓 등 눈에 보이는 무기체계가 주도했다. 하지만 현대전에서 통신망은 전차와 포병, 드론, 지휘통제체계를 하나로 연결하는 ‘신경망’에 가깝다. STANAG 5665가 중요한 것도 이 때문이다.
NATO 공통 규격에 맞는 통신체계를 확보하면 국가마다 별도로 상호운용 문제를 해결해야 하는 부담을 줄일 수 있다. 특히 이미 K9과 천무 등 한국산 무기체계를 도입한 국가들과 통신·지휘통제 분야까지 협력 범위를 넓힐 가능성도 생긴다.
다만 아직 실제 수출계약이 체결된 것은 아니다. 한화시스템과 TTA의 사업 역시 기술개발 단계다. NATO 표준을 충족한다고 해서 자동으로 NATO 회원국의 조달시장에 진입하는 것도 아니다. 각국의 보안 요구와 인증, 현지 조달 절차를 별도로 통과해야 한다.
그럼에도 시장의 문법은 달라지고 있다. NATO가 STANAG 5665에 맞춘 적합성 시험체계까지 구축하기 시작하면서 ‘군용 5G’가 하나의 표준화된 방산시장으로 형성될 기반이 마련되고 있기 때문이다.
한화시스템 입장에서는 한국군 전용으로 축적했던 TICN 기술을 국제표준 기반의 수출상품으로 바꿀 수 있는 기회다. K9이 포탄을 쏘고 천무가 로켓을 발사한다면, 앞으로의 K-방산은 이 무기들을 하나의 네트워크로 연결하는 ‘보이지 않는 무기’까지 수출하게 될지 모른다.
After K9 and Chunmoo, the Next Export Could Be an Invisible Weapon
South Korea's defense expansion in Europe has so far been led by highly visible platforms such as the K9 self-propelled howitzer and Chunmoo multiple-launch rocket system. Yet in modern warfare, communications networks function more like a nervous system, connecting tanks, artillery, drones and command-and-control systems. That is why STANAG 5665 matters.
A communications system designed around a common NATO framework can potentially reduce the burden of resolving interoperability requirements separately for each customer. It could also create opportunities to expand relationships with countries already operating Korean weapons into communications and command-and-control systems.
There are important caveats. Hanwha has not announced an export contract for the new system, and the partnership with TTA remains at the technology-development stage. Compliance with a NATO standard also does not automatically guarantee access to member-state procurement. Vendors must still satisfy national security requirements, certification regimes and procurement procedures.
Even so, the structure of the market is changing. NATO's move to build a conformance-testing framework around STANAG 5665 indicates that military 5G is beginning to evolve into a more standardized defense market.
For Hanwha Systems, that could create an opportunity to transform tactical communications expertise accumulated through South Korea's TICN program into an internationally standardized export product. K9 fires shells and Chunmoo launches rockets. The next phase of K-defense exports may involve selling the invisible network that connects those weapons together.
