[미르의 알기쉬운 비즈니스] K-조선, 남미에 ‘조선소’를 심는다

[미디어펜=편집국]한국 조선업계가 남미 함정시장에서 새로운 수출 공식을 만들고 있다. 한국에서 군함을 건조해 완제품으로 넘기는 데 그치지 않고 현지 조선소에서 함께 배를 만들고 설계·생산 기술까지 이전하는 방식이다.

선두에는 HD현대중공업이 있다. 페루 국영 조선소 SIMA와 수상함 4척을 공동 건조하고 있는 데 이어 1500t급 잠수함 공동개발까지 사업을 확대했다. 페루 정부는 이를 통해 장기적으로 자국 내 잠수함 공동생산 기반을 구축한다는 구상이다.

한화오션도 칠레에서 비슷한 전략을 펴고 있다. 2000t급 잠수함 ‘OCEAN 2000’과 차세대 호위함을 앞세우면서 단순 함정 수출이 아닌 공동설계와 현지건조, 기술이전 등을 결합한 현지화 전략을 추진하고 있다.
K-조선이 남미에 팔려는 것이 군함 몇 척을 넘어 ‘군함을 만드는 능력’으로 확대되고 있는 셈이다.

South Korea's shipbuilding industry is developing a new export formula in South America's naval market. Rather than simply building warships in Korea and delivering finished vessels, Korean shipbuilders are increasingly helping local shipyards construct the vessels themselves while transferring design and production know-how.

HD Hyundai Heavy Industries is leading the push. After partnering with Peru's state-owned SIMA to build four surface vessels, the company has expanded the relationship into the joint development of a 1,500-ton submarine. Peru ultimately aims to establish domestic capabilities for submarine co-production.

Hanwha Ocean is pursuing a similar strategy in Chile. With its 2,000-ton OCEAN 2000 submarine and next-generation frigates, the company is emphasizing localization through joint design, local construction and technology transfer rather than relying solely on exports of finished vessels.

In other words, what K-shipbuilding increasingly seeks to export to South America is not just warships, but the capability to build them.

HD현대중공업의 페루 사업은 K-조선의 달라진 수출 방식을 보여주는 대표적인 사례다.

HD현대중공업은 2024년 페루 국영 SIMA와 4억6290만달러 규모의 함정 4척 건조 계약을 체결했다. 3400t급 호위함 1척과 2200t급 원해경비함(OPV) 1척, 1500t급 상륙함 2척이다.

중요한 것은 건조 장소다. HD현대중공업이 울산에서 군함 4척을 모두 만들어 페루에 보내는 방식이 아니다. HD현대중공업은 함정 설계와 장비·자재 패키지, 기술지원을 맡고 실제 건조는 SIMA가 페루에서 수행한다.

한국 조선기술을 활용해 페루 조선소가 직접 함정을 만드는 구조다. 페루 해군도 이 사업을 단순한 무기 도입이 아니라 자국 조선산업 역량을 높이는 사업으로 보고 있다. 실제로 2025년 1월 SIMA에서는 4척 가운데 첫 함정들의 강재 절단과 기공 작업이 시작됐다.

현지 생산과 기술이전을 원하는 국가의 요구를 충족하면서 첫 함정 수주 이후 후속함과 성능개량, 유지·보수·정비(MRO) 등으로 사업을 장기간 확대할 수 있다는 점은 한국 조선사에도 이점이다.

‘배를 만들어 파는 사업’에서 ‘배를 만들 수 있는 산업기반을 함께 구축하는 사업’으로 수출모델이 달라지고 있는 것이다.

It Doesn't End With Four Ships…Korean Technology Takes Root in a Peruvian Shipyard

HD Hyundai Heavy Industries' project in Peru illustrates how Korea's naval export model is changing.

In 2024, HD Hyundai Heavy Industries secured a $462.9 million contract with Peru's state-owned SIMA covering four naval vessels: one 3,400-ton frigate, one 2,200-ton offshore patrol vessel and two 1,500-ton landing ships.

What matters is where the vessels are being built. HD Hyundai Heavy Industries is not simply constructing all four ships in Korea and shipping them to Peru. The Korean shipbuilder is responsible for design, equipment and material packages and technical support, while SIMA carries out construction in Peru.

The model enables the Peruvian shipyard to build the vessels locally using Korean shipbuilding technology.

The Peruvian Navy also views the project as more than a simple arms purchase. It is intended to strengthen the country's domestic shipbuilding capabilities, with construction work on the first vessels already underway at SIMA.

For Korean shipbuilders, localization also creates longer-term opportunities. Meeting a customer's demand for domestic production and technology transfer can open the door to follow-on vessels, upgrades and maintenance, repair and overhaul services.

The export model is shifting from simply selling ships to helping customers build the industrial capacity needed to produce them.

HD현대중공업과 페루의 협력은 이미 수상함을 넘어 잠수함으로 확대되고 있다. 양사는 HD현대중공업이 자체 개발한 HDS-1500을 기반으로 페루 해군의 작전환경에 맞춘 1500t급 차세대 잠수함 공동개발을 추진하고 있다.

지난해 12월에는 협력 수준을 한 단계 더 높였다. 페루 해군에 따르면 SIMA와 HD현대중공업은 잠수함 공동개발과 향후 공동생산을 위한 전략적 계약을 체결했다.

여기에는 기술이전과 전문인력 양성, 페루 현지 산업의 단계적 참여가 포함돼 있다. 페루가 앞으로 잠수함을 현지에서 공동생산할 수 있는 기반을 만드는 것이 목표다.

수상함 4척 공동건조로 시작한 협력이 수상함 공동건조 → 기술이전 → 잠수함 공동개발 → 잠수함 공동생산으로 확대되고 있는 것이다.

페루가 자체 함정 건조역량을 갖추면 HD현대중공업 입장에서도 의미가 크다. SIMA와 구축한 생산·정비 기반을 활용해 주변 중남미 국가까지 공략할 수 있는 장기 거점을 확보할 가능성이 생기기 때문이다.

From Surface Ships to Submarines…Peru Builds Its Own Naval Capabilities

The partnership between HD Hyundai Heavy Industries and Peru is already expanding beyond surface vessels into submarines. The two sides are developing a 1,500-ton next-generation submarine tailored to the Peruvian Navy's requirements and based on HD Hyundai Heavy Industries' independently developed HDS-1500 design.

The partnership was expanded further last December, when SIMA and HD Hyundai Heavy Industries signed a strategic agreement covering submarine co-development and future co-production, according to the Peruvian Navy.

The program includes technology transfer, specialized workforce training and progressively greater participation by Peruvian industry, with the goal of establishing the capabilities needed for future submarine co-production in the country.

What began as the joint construction of four surface vessels is therefore evolving into a broader partnership:
Joint surface-ship construction → technology transfer → submarine co-development → submarine co-production.

If Peru develops its own naval construction capabilities, HD Hyundai Heavy Industries could also gain a long-term industrial foothold from which to pursue additional opportunities across Latin America.

▲한화도 칠레서 같은 승부…왜 K-조선은 기술까지 넘겨주나

HD현대중공업만 이런 전략을 펴는 것은 아니다. 한화오션은 칠레의 차세대 잠수함과 호위함 사업을 겨냥하고 있다. 

주력 카드 가운데 하나가 남미 작전환경에 맞춰 개발한 2000t급 ‘OCEAN 2000’ 잠수함이다. 한화는 지난 4월 칠레에서 열린 중남미 최대 방산전시회 FIDAE 2026에서 OCEAN 2000과 3000t급 장보고-Ⅲ, 4000t·5600t급 호위함 등을 선보였다.

한화오션이 내세우는 전략 역시 단순한 완제품 수출과는 다르다. 칠레 국영 조선소 ASMAR를 중심으로 공동설계→현지건조→기술이전으로 이어지는 패키지를 제안하고 있다.

그렇다면 세계 최고 수준의 조선기술을 가진 한국 기업들이 왜 기술까지 이전하려는 것일까. 이유는 남미 국가들이 원하는 것이 ‘군함’만이 아니기 때문이다. 대규모 국방예산을 해외 완제품 구매에만 사용하는 대신 자국 조선소와 인력을 활용해 일자리를 만들고 기술을 확보하려는 요구가 강하다. 향후에는 자국에서 함정을 유지·보수하고 후속함까지 건조할 수 있는 산업기반을 확보하려는 것이다.

한국 조선사 입장에서도 기술이전은 단기적으로 부담이 될 수 있다. 하지만 현지 조선소와 장기 파트너십을 확보하면 사업은 군함 한 척에서 끝나지 않는다. 후속함 건조 → 잠수함·호위함 추가 수주 → MRO → 성능개량 → 현지 공급망으로 사업을 확장할 수 있다.

결국 K-조선의 남미 수출전략이 ‘Made in Korea’에서 ‘Made with Korea’로 바뀌고 있는 것이다. K-조선이 남미에 심고 있는 것은 군함 몇 척이 아니다. 한국과 함께 군함을 설계하고 만들고 정비할 수 있는 ‘조선소의 능력’ 자체다.

Hanwha Takes the Same Approach in Chile…Why Transfer Technology?

HD Hyundai Heavy Industries is not alone in pursuing this strategy. Hanwha Ocean is targeting Chile's future submarine and frigate programs, with its 2,000-ton OCEAN 2000 submarine—developed with South American operating conditions in mind—among its key offerings. At FIDAE 2026 in Chile in April, Hanwha showcased the OCEAN 2000 alongside the 3,000-ton KSS-III and 4,000-ton and 5,600-ton frigates.

Hanwha Ocean's strategy also goes beyond exports of finished vessels. It is proposing a package centered on Chile's state-owned ASMAR shipyard that combines joint design, local construction and technology transfer.

Why, then, are Korean companies with some of the world's most advanced shipbuilding capabilities willing to transfer their technology? The answer is that South American countries want more than just warships. Rather than spending large defense budgets solely on finished vessels built overseas, these countries want to create domestic jobs, acquire technology and strengthen their own shipyards. 

Ultimately, they want the capability to maintain existing vessels and build future ships at home. Technology transfer can create short-term costs for Korean shipbuilders. But establishing a long-term partnership with a local shipyard can turn a single warship contract into a much broader business relationship.

The business can expand from follow-on vessels to additional submarines and frigates, MRO services, upgrades and eventually a local supply chain. K-shipbuilding's South American strategy is therefore evolving from “Made in Korea” to “Made with Korea.”

What Korean shipbuilders are planting in South America is not merely a handful of warships. They are planting the capability to design, build and maintain those warships together with Korea.
