[미디어펜=편집국]한국토지주택공사(LH)가 베트남 최대 경제도시 호찌민에서 스마트신도시와 산업단지, 사회주택 개발 사업 발굴에 나선다. 호찌민시가 직접 개발 후보지를 제시하고 LH가 한국 기업과 투자자의 참여를 연결하는 방식으로, 향후 국내 건설·엔지니어링·스마트시티 기업의 베트남 진출 기회가 확대될지 주목된다.

베트남 국영 영문지 베트남뉴스에 따르면 호찌민시 재무국과 LH는 20일 도시성장동반자프로그램(UGPP)을 기반으로 스마트 도시개발 분야 협력을 강화하기 위한 업무협약(MOU)을 체결했다.

이번 협약에 따라 양측은 스마트신도시와 산업단지, 사회주택 및 근로자주택 등 호찌민시의 주요 도시개발 분야에서 공동 사업 후보지를 발굴하고 구체적인 선도사업을 찾기로 했다.

Korea Land and Housing Corporation (LH) is moving to identify smart new town, industrial park and social housing development projects in Ho Chi Minh City, Vietnam’s largest economic hub. The plan calls for the city to propose potential development sites while LH helps connect Korean companies and investors, raising the prospect of broader opportunities for Korean construction, engineering and smart-city firms in Vietnam.

According to Vietnam News, the Ho Chi Minh City Department of Finance and LH signed a memorandum of understanding on Aug. 20 to strengthen cooperation in smart urban development under the Urban Growth Partnership Program, or UGPP.

Under the agreement, the two sides will jointly identify potential projects in areas including smart new towns, industrial parks, social housing and worker housing, while also seeking concrete “leading projects” that could move toward implementation.

이번 협력의 특징은 단순한 기술 자문이나 정보 교류를 넘어 호찌민시가 직접 개발 후보지를 제시하고 LH와 함께 사업화 가능성을 검토한다는 점이다.

베트남뉴스에 따르면 호찌민시 재무국은 스마트 도시개발과 산업단지, 사회주택 등에 적합한 후보지를 소개하고 사업 검토에 필요한 관련 자료를 제공할 예정이다.

LH는 한국의 대규모 신도시와 산업단지 개발 경험을 바탕으로 후보 사업을 검토하고 구체적인 개발 모델을 마련하는 역할을 맡는다.

협력 범위도 넓다. 스마트신도시뿐 아니라 대중교통 중심 개발(TOD), 도시재생·재개발, 산업·물류 거점과 주거지역을 연계하는 복합개발, 기후변화 대응형 도시개발 등이 협력 대상에 포함됐다.

특히 양측은 단순한 협력 선언을 넘어 실제 추진 가능한 ‘선도사업’​을 발굴하는 데 초점을 맞추고 있다.

According to Vietnam News, the city’s Department of Finance plans to provide potential locations suitable for smart urban development, industrial parks and social housing, along with the data needed to assess their feasibility.

LH, in turn, is expected to apply Korea’s experience in large-scale new-town and industrial park development to review candidate projects and help shape viable development models.

The scope of cooperation is broad. It includes transit-oriented development, urban regeneration and redevelopment, mixed-use projects linking industrial and logistics hubs with residential areas, and climate-resilient urban development.

The two sides are particularly focused on identifying actual “leading projects” rather than leaving the agreement at the level of a general cooperation declaration.

이번 협약에서 눈에 띄는 부분은 한국 기업의 참여다.

호찌민시는 LH가 한국 기업 및 투자자와 연결하는 가교 역할을 해줄 것을 기대하고 있다. LH 역시 향후 발굴되는 도시·산업단지 개발사업에 한국 기업이 참여할 수 있도록 협력한다는 방침이다.

이는 LH가 해외 도시개발 사업에서 단순 시행기관을 넘어 국내 기업의 해외 진출을 지원하는 플랫폼 역할을 강화하는 흐름과 맞닿아 있다.

한국 정부와 LH는 앞서 베트남을 도시성장동반자프로그램의 주요 협력국으로 선정해 박닌성 등에서 스마트시티와 신도시 개발사업을 추진해왔다.

2024년에는 한·베트남 양국 정부가 스마트시티와 사회주택 개발 협력을 확대했고, LH가 참여하는 박닌 동남신도시 프로젝트도 도시성장동반자프로그램을 통해 발굴됐다. 당시 한국 건설·엔지니어링·스마트시티 기업의 동반 진출 가능성이 주요 협력 과제로 제시됐다.

호찌민에서도 지난해 베카멕스와 LH가 정부 간 협력 방식으로 스마트 도시·산업 개발을 공동 추진하는 협약을 맺는 등 한국형 도시개발 모델 도입 논의가 이어져 왔다.

이번 호찌민시 재무국과의 협약은 이러한 협력을 도시 차원의 구체적인 후보지 발굴 단계로 확장한다는 데 의미가 있다.

Another notable aspect of the agreement is the potential participation of Korean companies.

Ho Chi Minh City expects LH to serve as a bridge connecting the city with Korean firms and investors. LH also plans to support Korean companies seeking opportunities in urban and industrial development projects that may emerge from the partnership.

The move fits with LH’s broader efforts to strengthen its role as a platform for Korean private-sector expansion overseas rather than acting solely as a public-sector developer.

The Korean government and LH have already identified Vietnam as a major partner under the UGPP, pursuing smart-city and new-town development cooperation in areas including Bac Ninh Province.

In 2024, the two countries expanded cooperation in smart cities and social housing, while the Bac Ninh Southeast New Town project was also developed through the UGPP. At the time, potential participation by Korean construction, engineering and smart-city firms was highlighted as a major area of cooperation. (mk.co.kr)

The new agreement with the Ho Chi Minh City Department of Finance is significant because it takes that cooperation a step further by moving into city-level identification of concrete development sites.

호찌민시는 베트남 경제의 중심지이자 도시개발 수요가 가장 큰 지역 가운데 하나다.

빠른 인구 증가와 산업 확장에 따라 신규 주거지와 산업단지, 교통 인프라, 사회주택 공급에 대한 수요가 지속적으로 커지고 있다. 이에 따라 베트남 정부와 호찌민시는 도시개발 과정에서 스마트시티 기술과 친환경 인프라, 대중교통 중심 개발을 확대하고 있다.

한국 기업의 현지 진출 기반도 탄탄하다. 호찌민시는 지난해 기준 한국이 주요 외국인 투자국 가운데 하나이며, 3000개가 넘는 한국계 투자 프로젝트가 운영되고 있다고 밝힌 바 있다.

LH가 향후 호찌민시와 함께 구체적인 개발 대상지와 사업규모, 투자구조까지 확정할 경우 국내 건설사뿐 아니라 스마트시티 플랫폼, 교통, 에너지, ICT, 물류 분야 기업들의 참여 가능성도 커질 수 있다.

다만 이번 협약은 아직 구체적인 사업 대상지와 투자금액, 착공 시점이 확정되지 않은 사업 발굴 단계​다. 실제 한국 기업의 참여 여부 역시 후속 협의를 거쳐야 한다.

그럼에도 베트남 최대 경제도시가 LH와 직접 후보지를 발굴하고 한국 기업의 참여까지 염두에 둔 협력체계를 구축했다는 점에서, 향후 어떤 프로젝트가 첫 번째 선도사업으로 선정될지가 주목된다.

Ho Chi Minh City is Vietnam’s largest economic center and one of the country’s most important urban development markets.

Rapid population growth and industrial expansion have continued to fuel demand for new housing, industrial parks, transport infrastructure and social housing. In response, the Vietnamese government and Ho Chi Minh City have been placing greater emphasis on smart-city technologies, environmentally friendly infrastructure and transit-oriented development.

Korean companies already have a strong presence in the city. Ho Chi Minh City has said Korea remains one of its major foreign investment sources, with thousands of Korean-linked investment projects operating in the region.

If LH and Ho Chi Minh City later agree on specific development sites, investment sizes and project structures, opportunities could expand not only for Korean construction companies but also for firms in smart-city platforms, transportation, energy, ICT and logistics.

However, the current agreement remains at the project-identification stage, with no specific development site, investment amount or construction timetable yet confirmed. The actual participation of Korean companies will also depend on subsequent negotiations.

Even so, the fact that Vietnam’s largest economic city is directly working with LH to identify candidate sites while also considering Korean corporate participation makes the selection of the first leading project a key point to watch.
