[미디어펜=편집국]미국을 둘러싼 통상 불확실성이 커지는 가운데 한국과 일본을 대표하는 자동차 업체의 북미 투자전략이 엇갈리고 있다.

일본 혼다는 미국·멕시코·캐나다무역협정(USMCA)의 미래가 불투명해지자 북미 신규 자동차 공장 건설 자체를 재검토할 수 있다는 입장을 내놨다. 반면 현대자동차는 미국의 관세 장벽을 피하기 위해 조지아 신공장의 생산능력을 최대 연 80만대까지 끌어올리는 방안을 검토하고 있다.

같은 통상 불확실성에 혼다는 '기다려보자', 현대차는 '미국에서 더 만들자'는 서로 다른 선택을 하고 있는 셈이다.

26일 로이터와 디트로이트뉴스 등에 따르면 가이하라 노리야 혼다 부사장은 워싱턴에서 기자들과 만나 USMCA가 연장되지 않을 경우 북미에 새로운 조립공장을 건설하지 않을 가능성이 있다고 밝혔다.

혼다는 북미 생산시설이 사실상 포화상태에 가까워 추가 조립공장이 필요한 상황이다. 새 공장은 2030년 전후 가동을 목표로 하고 있으며 투자 여부는 앞으로 1~2년 안에 결정해야 한다.

그런데 공장을 지어야 할 필요성보다 '공장을 어디에 지어야 가장 유리한가'를 결정할 통상질서의 불확실성이 더 큰 문제가 된 것이다.

반대편에서는 현대차가 미국 투자를 더욱 공격적으로 확대하고 있다.

호세 무뇨스 현대차 대표이사 사장은 최근 미국 조지아주 현대차그룹 메타플랜트 아메리카(HMGMA)의 연간 생산능력을 기존 50만대에서 2028년 70만~80만대까지 확대하는 방안을 검토하고 있다고 밝혔다.

Amid growing uncertainty over U.S. trade policy, two of Asia’s leading automakers are taking sharply different approaches to North American investment.

Japan’s Honda says uncertainty surrounding the future of the United States-Mexico-Canada Agreement, or USMCA, could lead it to reconsider building another North American assembly plant altogether. Hyundai Motor, by contrast, is considering expanding production capacity at its new Georgia plant to as many as 800,000 vehicles annually as it accelerates localization in response to U.S. tariffs.

Faced with essentially the same trade uncertainty, Honda appears to be saying “wait and see,” while Hyundai is responding with “make more in America.”

According to Reuters and the Detroit News, Honda Executive Vice President Noriya Kaihara told reporters in Washington that the automaker might not build another assembly plant in North America if USMCA is not extended.

Honda is approaching full production capacity in North America and therefore sees a need for additional assembly capacity. A new plant would be targeted to begin operations around 2030, meaning an investment decision would have to be made within the next one to two years.

The bigger question, however, is no longer simply whether Honda needs another plant. It is where that plant would make the most economic sense under an increasingly uncertain North American trade regime.

Hyundai is moving in the opposite direction.

Hyundai Motor CEO José Muñoz recently said the company is considering expanding annual capacity at Hyundai Motor Group Metaplant America in Georgia from 500,000 vehicles to 700,000-800,000 by 2028.

혼다가 신규공장을 고민하는 이유는 단순하다. 북미에서 자동차를 더 생산할 공간이 필요하기 때문이다.
혼다는 미국과 캐나다, 멕시코에 걸쳐 생산망을 구축해왔다. 이 같은 북미 분업체제가 가능했던 핵심 배경 가운데 하나가 USMCA다.

미국·멕시코·캐나다에서 일정 원산지 요건을 충족한 자동차와 부품은 역내에서 관세 혜택을 받을 수 있다. 자동차 회사 입장에서는 세 나라를 각각의 시장이 아니라 하나의 거대한 자동차 생산권역처럼 활용할 수 있다는 의미다.

하지만 이 전제가 흔들리면 이야기가 달라진다.

혼다가 캐나다나 멕시코에 공장을 건설하더라도 미국으로 차량을 가져올 때 추가적인 무역장벽이 생길 수 있다. 반대로 모든 생산시설을 미국에 집중하면 인건비와 투자비 부담이 커질 수 있다.

혼다가 신규공장 투자를 결정하기 전에 USMCA의 향방을 확인하려는 이유다.

이미 혼다는 북미 투자계획을 한 차례 크게 수정했다.

혼다는 캐나다 온타리오주에서 추진하던 약 110억 달러 규모 EV 밸류체인 투자 프로젝트를 중단했고, 전기차 전략도 조정하고 있다. 로이터는 이번 신규공장 검토가 이런 전략 변화와 함께 진행되고 있다고 전했다.

과거에는 관세를 피하기 위해 생산지역을 바꾸는 움직임도 있었다. 혼다는 차세대 시빅 생산지를 멕시코 대신 미국 인디애나로 변경하는 방안을 추진한 바 있다. 멕시코 생산 차량의 상당 부분이 미국으로 수출되는 구조에서 관세 위험을 줄이려는 선택이었다.

결국 혼다의 고민은 자동차 한 모델이나 공장 하나의 문제가 아니다.

지난 수십 년 동안 USMCA와 그 전신인 NAFTA를 전제로 구축한 북미 자동차 공급망을 앞으로도 그대로 믿을 수 있느냐는 문제다.

Honda’s reason for considering another plant is straightforward: it needs more manufacturing capacity in North America.

The company has built an integrated production network spanning the United States, Canada and Mexico. One of the foundations supporting that system is USMCA.

Vehicles and parts that meet the agreement’s rules of origin can receive preferential tariff treatment within the region. For automakers, that effectively allows the three countries to function as one vast automotive manufacturing zone rather than three separate markets.

If that assumption changes, however, the economics change with it.

Honda could build capacity in Canada or Mexico only to face additional trade barriers when shipping vehicles to the United States. Concentrating manufacturing entirely in the U.S., meanwhile, could mean higher labor and investment costs.

That explains why Honda wants greater clarity on USMCA before committing to another plant.

Honda has already made a major adjustment to its North American investment plans.

The automaker halted an approximately $11 billion EV value-chain investment project in Ontario, Canada, while also recalibrating its broader EV strategy. Reuters reported that consideration of a new assembly plant is taking place against that backdrop.

Honda has also previously considered shifting production of the next-generation Civic from Mexico to Indiana in response to tariff risks. A significant share of Honda’s Mexican output is exported to the United States, making trade barriers a critical factor in production decisions.

Honda’s dilemma, therefore, goes far beyond a single model or factory.

The fundamental question is whether automakers can continue relying on the integrated North American production system built over decades under USMCA and its predecessor, NAFTA.

흥미로운 것은 현대차의 선택이다. 현대차 역시 혼다와 마찬가지로 미국 통상정책의 영향을 받고 있지만 대응 방향은 정반대에 가깝다.

현대차는 관세 위험을 피하기 위해 미국 현지 생산을 더욱 빠르게 늘리는 전략을 택하고 있다.

핵심은 조지아주 HMGMA다. HMGMA는 당초 연간 30만대 규모로 계획됐지만 생산능력 확대가 추진되면서 50만대 수준으로 커졌다. 여기에 현대차는 2028년까지 70만~80만대로 한 단계 더 끌어올리는 방안을 검토하고 있다.

80만대가 현실화하면 의미는 상당하다.

현지 보도와 국내 보도에 따르면 HMGMA는 단일 공장 생산능력 기준으로 미국 최대 수준의 자동차 생산기지로 올라설 가능성이 있다. 현대차는 미국에서 판매하는 차량의 현지 생산 비중도 대폭 끌어올리는 전략을 추진하고 있다.

무뇨스 사장도 미국의 관세정책이 현대차의 현지화 전략을 가속하는 요인이라고 설명했다.

혼다와 현대차가 마주한 문제는 비슷하다. 관세와 USMCA, 공급망 재편이라는 통상 불확실성이다. 

하지만 현재까지 나온 대응은 다르다. 혼다가 통상질서가 명확해질 때까지 신규공장 투자 신중인 반면, 현대차는 통상장벽을 미국 현지생산 확대를 통해 돌파에 무게중심을 뒀다.

불확실성을 대하는 두 회사의 전략이 갈리고 있는 것이다.

What makes the comparison particularly interesting is Hyundai’s response.

Like Honda, Hyundai is exposed to uncertainty surrounding U.S. trade policy. Yet its strategic response is almost the opposite.

Hyundai is seeking to reduce tariff exposure by accelerating local production in the United States.

At the center of that strategy is HMGMA in Georgia.

The plant was initially planned with annual capacity of around 300,000 vehicles before expansion plans pushed that figure toward 500,000. Hyundai is now considering another major increase to 700,000-800,000 vehicles by 2028.

If capacity reaches 800,000 vehicles, the implications would be significant.

According to local and Korean reports, HMGMA could become one of the largest — potentially the largest — automotive assembly plants in the United States by production capacity. Hyundai is also seeking to sharply increase the share of U.S.-market vehicles manufactured locally.

Muñoz has explicitly said U.S. tariffs are accelerating Hyundai’s localization strategy.
Honda and Hyundai are confronting essentially the same problem:
tariffs, uncertainty over USMCA and the restructuring of automotive supply chains.
Their responses, however, are diverging.

The same uncertainty is producing two very different investment strategies.

그렇다고 현대차그룹이 USMCA 불확실성에서 자유로운 것은 아니다. 오히려 여기서 이번 혼다 발언이 현대차그룹에 던지는 두 번째 질문이 나온다. 현대차그룹에는 미국 생산기지만 있는 것이 아니라 기아 멕시코 공장도 있기 때문이다.

기아는 멕시코 누에보레온주 공장을 미국을 포함한 북미 시장의 주요 생산·수출기지로 활용해왔다. 따라서 USMCA의 자동차 원산지 규정이나 관세체계가 크게 바뀌면 현대차그룹 역시 생산지별 물량 배분과 차종 전략을 다시 계산해야 할 가능성이 있다.

결국 현대차의 조지아 증산은 단순히 미국 판매가 늘어 공장을 키우는 문제로만 볼 수 없다.

미국·캐나다·멕시코를 하나의 생산권역으로 활용하던 글로벌 자동차 업체들이 '어디서 만들어야 관세를 가장 적게 내는가'를 다시 계산하기 시작한 가운데 현대차그룹이 미국 쪽으로 무게중심을 더 옮기는 과정으로 볼 수 있다.

혼다는 아직 결정을 미루고 있다.

현대차는 먼저 움직이고 있다. 어느 선택이 맞았는지는 USMCA 협상 결과와 향후 미국 통상정책이 결정할 것이다.

하지만 한 가지는 분명해지고 있다. 자동차 회사의 공장 입지를 결정하는 공식이 과거의 인건비·물류비·시장 접근성에서 이제는 관세·원산지 규정·정치적 리스크까지 포함하는 방향으로 바뀌고 있다는 점이다.

혼다의 신규공장 고민과 현대차의 80만대 증산 검토가 동시에 보여주는 것은 바로 '자동차 공장의 정치경제학'이 달라지고 있다는 사실이다.

A USMCA Shake-Up Would Affect Hyundai Too…Kia’s Mexico Plant Is the Variable
That does not mean Hyundai Motor Group is insulated from uncertainty surrounding USMCA. In fact, Honda’s warning raises a second question for the Korean automaker.
Hyundai Motor Group does not operate only U.S. production facilities. It also has Kia’s manufacturing plant in Mexico.

Kia has used its Nuevo León facility as an important production and export hub serving the United States and the broader North American market. Any significant change to USMCA’s automotive rules of origin or tariff structure could therefore force Hyundai Motor Group to reconsider how it allocates models and production volumes across the region.

Hyundai’s Georgia expansion, then, is about more than simply adding capacity because U.S. sales are growing.

As global automakers reconsider where vehicles should be built to minimize tariff exposure, Hyundai Motor Group appears to be shifting more of its production center of gravity toward the United States.

Honda is waiting.

Hyundai is moving first. Which strategy proves superior will ultimately depend on the outcome of USMCA negotiations and the future direction of U.S. trade policy.

One thing, however, is becoming increasingly clear.

The formula automakers use to decide where to build factories is changing. Traditional considerations such as labor costs, logistics and market access are increasingly being joined by tariffs, rules of origin and political risk.

Honda’s hesitation over another North American plant and Hyundai’s consideration of an 800,000-vehicle Georgia operation illustrate the same larger shift:
the political economy of automobile manufacturing is being rewritten.
