[미디어펜=편집국]한국 기업이 세계적인 관광지 마추픽추의 새로운 관문이 될 페루 친체로 신국제공항과 쿠스코를 잇는 11억달러 규모 철도 프로젝트의 밑그림을 완성했다.

페루 교통통신부(MTC)가 친체로 신국제공항과 쿠스코 도심을 연결하는 공항철도 타당성조사 결과를 넘겨받고 본격적인 후속 검토에 들어갔다. 총사업비는 11억4660만달러(약 1조6000억원)로 추산된다.

이번 타당성조사는 한국 정부의 공적개발원조(ODA) 사업으로 추진됐으며 도화엔지니어링과 국가철도공단(KNR)이 컨소시엄을 구성해 수행했다.

페루 현지 광업·인프라 전문매체 룸보 미네로와 물류 전문매체 로히스티카360 등에 따르면 페루 교통통신부는 최근 친체로 공항~쿠스코 철도 타당성조사 결과에 대한 기술 발표를 받았다.

사업이 현실화되면 마추픽추 관광객들의 핵심 이동 거점으로 개발 중인 친체로 신공항과 쿠스코 도심을 직접 연결하는 새로운 철도축이 만들어진다.

A South Korean consortium has completed the blueprint for a $1.1 billion railway project connecting Peru’s new Chinchero International Airport, which is set to become a new gateway to the world-renowned tourist destination of Machu Picchu, with the city of Cusco.

Peru’s Ministry of Transport and Communications (MTC) has received the results of the feasibility study for the airport railway linking Chinchero International Airport with central Cusco and has begun a full-scale follow-up review. The project is estimated to cost $1.1466 billion, or approximately 1.6 trillion won.

The feasibility study was conducted as part of the South Korean government’s Official Development Assistance (ODA) program by a consortium comprising DOHWA Engineering and Korea National Railway (KNR).

According to Peruvian mining and infrastructure outlet Rumbo Minero and logistics publication Logística 360, among others, the MTC recently received a technical presentation on the results of the feasibility study for the Chinchero Airport–Cusco railway.

If the project moves forward, it would create a new rail corridor directly connecting central Cusco with Chinchero International Airport, which is being developed as a key transportation hub for tourists traveling to Machu Picchu.

타당성조사에서 제시된 친체로 공항~쿠스코 철도의 총연장은 약 21.77㎞다.

산페드로와 포로이, 친체로 공항 등 3개 역을 설치하는 방안이 제시됐다.

안데스 산악지형을 통과해야 하는 만큼 노선 구성도 복잡하다. 전체 노선 가운데 약 9.9㎞는 터널로 건설하고 5.4㎞는 고가교, 나머지 6.4㎞는 지상 구간으로 만드는 방안이 제시됐다.

예상 사업비는 11억4660만달러다. 여기에는 건설공사뿐 아니라 추가 연구와 감리, 토지 취득 및 보상, 철도차량, 각종 시스템 구축과 시운전 비용 등이 포함됐다.

페루 정부는 향후 사업 검토 과정에서 해당 사업비를 다시 구체화할 예정이다.

특히 이번 사업은 단순히 공항과 도심을 잇는 교통시설을 넘어 친체로 신공항 주변의 관광·상업·주거 개발과 연계하는 광역 인프라 사업으로 검토되고 있다.

$1.15 Billion for 21.77-km Railway…Korean Consortium Designs ‘Gateway to Machu Picchu’

The proposed Chinchero Airport–Cusco railway would span approximately 21.77 kilometers and include three stations: San Pedro, Poroy and Chinchero Airport.

Given the mountainous terrain of the Andes, the proposed route includes approximately 9.9 kilometers of tunnels, 5.4 kilometers of viaducts and 6.4 kilometers of ground-level track.

The feasibility study estimates the total project cost at approximately $1.1466 billion, including construction, additional studies, supervision, land acquisition and compensation, rolling stock, railway systems and commissioning.

Beyond providing an airport connection, the project is expected to support broader tourism, commercial, residential and urban development around the new Chinchero International Airport.

철도 운영방식도 구체적으로 제시됐다.

도화엔지니어링과 국가철도공단 컨소시엄은 2량으로 구성된 전기 경전철을 투입하고 복선 철도를 구축하는 방안을 제안했다.

운행 시스템에는 자동운전 기술을 적용하는 방안이 포함됐다. 다만 승객 서비스와 비상상황 대응 등을 위해 열차에는 직원이 탑승하도록 했다.

친체로 공항 인근에는 열차를 보관하고 정비할 수 있는 시설을 설치하는 방안도 제시됐다.

이번 사업은 페루 정부의 요청에 따라 한국 정부가 ODA 방식으로 지원했다. 한국 국토교통부를 통해 사업이 추진됐으며 한국 정부가 도화엔지니어링과 국가철도공단으로 구성된 컨설팅 컨소시엄을 선정했다.

타당성조사 결과는 페루 교통통신부에 무상으로 제공된다.

한국이 단순히 철도 건설 기술을 수출하는 것을 넘어 대형 해외 인프라 프로젝트의 초기 기획과 노선 설계, 운영방식까지 관여했다는 점에서 의미가 있다.

The Korean consortium proposed a double-track railway using two-car electric light rail trains with automated operation.

Personnel would remain on board to assist passengers and respond to emergencies, while storage and maintenance facilities for the trains are planned near Chinchero Airport.

The feasibility study was carried out under South Korea's Official Development Assistance program at the request of Peru's Ministry of Transport and Communications.

The Korean government directly contracted a consulting consortium comprising DOHWA Engineering and Korea National Railway to conduct the study, which will be provided to the Peruvian government as a grant.

The project demonstrates South Korea's growing role not only in constructing overseas infrastructure but also in shaping projects from their early planning, engineering and operational-design stages.

다만 이번 타당성조사 완료가 도화엔지니어링의 11억4660만달러 규모 철도 건설사업 수주를 의미하는 것은 아니다.

현재 단계는 한국 컨소시엄이 마련한 타당성조사 결과를 페루 정부가 넘겨받아 본사업 추진 여부를 검토하는 단계다.

페루 교통통신부는 이번 결과를 바탕으로 향후 사업 일정과 자금조달 방식, 사업 시행모델 등을 검토할 예정이다. 구체적인 사업비 역시 후속 평가 단계에서 다시 산정된다.

향후 관심은 실제 사업이 어떤 방식으로 발주되고 한국 기업들이 본사업에도 참여할 수 있을지에 쏠린다.

특히 한국 컨소시엄이 초기 타당성조사를 수행하면서 노선과 철도 시스템, 운영방식 등 프로젝트의 기본 기술 청사진을 마련했다는 점은 향후 사업 진행 과정에서 주목할 대목이다.

친체로 신공항은 기존 쿠스코 공항의 시설·수용능력 한계를 해소하고 마추픽추를 비롯한 페루 남부 관광산업의 접근성을 높이기 위한 핵심 인프라다.

한국 기업이 그 공항에서 쿠스코 도심으로 이어지는 철도망의 첫 밑그림을 그리면서 페루 대형 교통 인프라 시장에서 한국의 존재감도 한층 커지게 됐다.

The completion of the feasibility study does not mean that DOHWA Engineering has won the $1.1466 billion construction contract.

The project remains under evaluation by Peru's Ministry of Transport and Communications, which will use the study to determine the project schedule, financing mechanism, implementation model and other steps required for possible development.

A key issue to watch is whether Korean companies will eventually participate in the main construction and systems contracts.

Still, the Korean consortium's role in establishing the project's basic route, infrastructure configuration and operating system gives South Korea an important early position in one of Peru's potentially significant new transport projects.

With Chinchero International Airport expected to become a major gateway for visitors heading to Cusco and Machu Picchu, the proposed railway could also become a showcase for Korean engineering expertise in Latin America.
