러시아·우크라이나 전쟁 이후 미국이 생산능력 확충에 속도를 내고 있는 155㎜ 포탄용 추진장약뿐 아니라 포탄의 사거리를 늘려주는 ‘베이스 블리드(base bleed)’ 장치까지 미국 현지에서 생산한다.

22일 미국 현지 언론 등에 따르면 한화에어로스페이스의 미국 자회사 한화디펜스USA(Hanwha Defense USA)는 21일(현지시간) 미 육군 파인블러프 아스널(Pine Bluff Arsenal)에 들어설 ‘한화 첨단 제조 캠퍼스(Hanwha Advanced Manufacturing Campus)’에 약 22억달러를 투자한다고 발표했다.

지난 1월 공개됐던 초기 투자계획은 약 13억달러였다. 불과 8개월여 만에 투자 규모가 9억달러, 약 69% 늘어난 것이다.

고용 규모도 확대됐다. 초기 계획에서는 약 200개의 일자리 창출이 예상됐지만 이번 발표에서는 향후 7년간 최대 약 400명을 고용할 계획이라고 밝혔다.

한화는 이날 파인블러프 아스널 내 현지 사업을 총괄할 새로운 행정본부도 공식 개소했다. 행정본부 개소는 향후 대규모 탄약 생산캠퍼스 구축을 위한 첫 단계다.

Hanwha is significantly expanding its planned investment in a major U.S. munitions manufacturing complex in Arkansas from $1.3 billion to approximately $2.2 billion.

The facility will manufacture not only propellant charges for 155 mm artillery ammunition, for which the United States has been working to expand production capacity, but also base bleed units designed to extend the range of artillery rounds.

Hanwha Defense USA, the U.S. subsidiary of Hanwha Aerospace, announced on Sept. 21 that it plans to invest approximately $2.2 billion in the Hanwha Advanced Manufacturing Campus at the U.S. Army's Pine Bluff Arsenal in Arkansas.

The initial plan announced in January called for an investment of approximately $1.3 billion. The latest figure represents an increase of $900 million, or roughly 69 percent, in about eight months.

The employment plan has also expanded. While the original project was expected to create around 200 jobs, Hanwha now expects to create close to 400 jobs over seven years.

Hanwha also officially opened a new administrative headquarters at Pine Bluff Arsenal to oversee its local operations. The headquarters represents the first step toward development of the larger manufacturing campus.

이번 발표에서 가장 눈에 띄는 것은 투자 규모의 변화다.

미 육군은 지난 1월 파인블러프 아스널 내 유휴 부지를 활용해 한화디펜스USA가 탄약 관련 생산시설을 건설할 수 있도록 예비 임대사업자로 선정했다.

당시 한화가 검토하던 투자 규모는 약 13억달러였다.

하지만 이번 최종 발표에서 한화가 제시한 투자 규모는 약 22억달러로 확대됐다.

기존 계획보다 9억달러가 늘어난 것으로 증가율은 약 69%다.

한화디펜스USA는 향후 7년 동안 최대 약 400개의 일자리를 창출할 것으로 예상하고 있다.

미 육군도 이번 사업을 미국 탄약산업 기반 확대의 한 축으로 보고 있다.

파인블러프 아스널의 활용도가 낮은 부지를 민간 방산기업에 임대하면 육군은 임대수입을 주요 인프라에 재투자할 수 있고, 지역사회에는 신규 고용을 창출할 수 있다는 설명이다.

한화 입장에서는 한국에서 축적한 대량생산 역량을 미국 본토에 직접 구축하면서 미군 탄약 공급망에 장기적으로 진입할 수 있는 기반을 마련하게 된다.

In January, the U.S. Army selected Hanwha Defense USA as a preliminary lessee for underutilized land at Pine Bluff Arsenal, paving the way for the construction of a munitions-related manufacturing facility.

At the time, Hanwha's proposed investment was approximately $1.3 billion.

The latest announcement raises that figure to approximately $2.2 billion.

That represents an increase of $900 million, or about 69 percent.

Hanwha Defense USA expects the project to create close to 400 jobs over the next seven years.

Michael Coulter, CEO of Hanwha Defense USA, said the company remains committed to strengthening the U.S. defense industrial base by bringing its manufacturing capabilities to the United States and creating up to 400 jobs in Arkansas.

The U.S. Army also views the project as part of efforts to strengthen America's domestic munitions industrial base.

Leasing underutilized land at Pine Bluff Arsenal to a defense manufacturer can generate revenue that the Army can reinvest in critical infrastructure while creating jobs in the surrounding community.

For Hanwha, the project provides an opportunity to establish its proven mass-production capabilities directly in the United States and build a long-term position within the U.S. military's ammunition supply chain.

생산 품목도 구체적으로 공개됐다.

한화의 파인블러프 생산시설은 155㎜ 포탄을 발사하는 데 필요한 추진장약(propellant charges)을 생산한다.

추진장약은 포탄 뒤에서 폭발해 발생한 고압가스로 포탄을 포신 밖으로 밀어내는 역할을 한다.

자동차에 비유하면 포탄 자체가 차량이라면 추진장약은 차량을 움직이는 엔진의 연료에 해당한다.

특히 이번 발표에서는 ‘베이스 블리드 유닛(base bleed units)’ 생산계획도 공개됐다.

베이스 블리드는 포탄의 뒤쪽에서 가스를 발생시켜 비행 과정에서 생기는 공기저항을 줄여주는 장치다.

포탄 뒤쪽에는 비행하면서 저압 영역이 생기는데, 이곳에 가스를 공급해 항력을 줄이면 같은 포탄과 화포를 사용하더라도 더 먼 거리를 비행할 수 있다.

미국 현지 경제지 아칸소 비즈니스는 한화의 새 공장이 155㎜ 포탄을 발사하는 추진장약과 포탄이 더 멀리 날아가도록 돕는 베이스 블리드 장치를 생산한다고 전했다.

이는 한화의 미국 투자가 단순한 화약 원료 생산에서 포탄의 발사와 사거리 성능에 직접 영향을 주는 핵심 부품 생산까지 연결된다는 의미다.

한화는 새 생산시설을 통해 미국 내 탄약 생산의 주요 단계에 걸친 제조능력을 구축하고 미국의 155㎜ 탄약 공급능력 확대에 기여한다는 계획이다.

Hanwha also disclosed more details about what the new facility will manufacture.

The Pine Bluff campus will produce propellant charges used to fire 155 mm artillery ammunition.

Propellant charges generate the high-pressure gases that propel an artillery round through the gun barrel.

In simple terms, if the artillery shell is compared to a vehicle, the propellant charge provides the energy needed to launch it.

The latest announcement also confirms plans to manufacture base bleed units.

A base bleed unit generates gas behind an artillery projectile during flight, reducing aerodynamic drag.

By reducing the low-pressure region that forms behind the projectile, the system can help an artillery round travel farther without relying solely on additional propulsion.

Arkansas Business reported that Hanwha's facility will manufacture both propellant charges for 155 mm artillery rounds and base bleed units that help extend their range.

The plan indicates that Hanwha's U.S. investment will extend beyond basic energetic materials into components directly related to the launch and range performance of artillery ammunition.

Hanwha plans to establish advanced domestic manufacturing capabilities across key stages of munitions production, supporting the expansion of U.S. ammunition production capacity.

사업 장소가 일반 산업단지가 아니라 미 육군이 운영하는 파인블러프 아스널이라는 점도 주목된다.

아칸소주 파인블러프에 위치한 이 시설은 미국의 탄약·화학방어 관련 생산기반 가운데 하나다.

한화는 미 육군이 보유한 유휴 부지를 장기적으로 활용해 새로운 생산캠퍼스를 구축하는 방안을 추진하고 있다.

한화는 21일 새 행정본부를 열면서 파인블러프 현지 운영체계를 먼저 구축했다.

생산캠퍼스가 본격 가동될 경우 한화는 미국 현지에서 탄약 핵심 구성품을 직접 생산하는 공급자로 자리 잡게 된다.

이는 한화가 최근 추진하고 있는 미국 방산 현지화 전략과도 맞물린다.

한화디펜스USA는 미국 육군의 차세대 자주포 사업을 겨냥해 K9 계열 자주포의 현지 생산체계 구축도 추진하고 있다.

앨라배마주 오펠라이카를 1단계 생산 거점으로 선정하고 미국 내 포병체계 공급망을 단계적으로 확대한다는 계획이다.

여기에 아칸소주의 탄약 생산캠퍼스까지 연결되면 한화는 미국에서 ‘화포 체계’와 이를 운용하는 데 필요한 ‘탄약 공급망’을 동시에 현지화하는 그림을 그릴 수 있게 된다.

다만 파인블러프 사업은 미 육군과의 최종 임대 절차와 생산시설 건설 등 후속 과정이 남아 있다.

한화의 미국 방산사업이 완제품 수출을 넘어 현지 생산과 공급망 구축으로 빠르게 이동하고 있는 가운데 22억달러 규모로 확대된 파인블러프 프로젝트가 미국 탄약산업 내 한화의 입지를 얼마나 넓힐지 주목된다.

The location of the project is also significant because the campus is planned inside Pine Bluff Arsenal, a U.S. Army installation, rather than in a conventional industrial park.

Located in Pine Bluff, Arkansas, the arsenal forms part of the United States' munitions and chemical-defense industrial infrastructure.

Hanwha plans to develop its manufacturing campus by making long-term use of underutilized Army property.

The company took an initial step on Sept. 21 by opening its new administrative headquarters to oversee local operations.

If the manufacturing campus becomes fully operational, Hanwha would establish itself as a U.S.-based producer of critical artillery ammunition components.

The project also fits into Hanwha's broader strategy of localizing defense production in the United States.

Hanwha Defense USA is separately pursuing U.S. production of the K9-family mobile howitzer as it competes for U.S. Army artillery modernization programs.

The company has selected Opelika, Alabama, as the hub for the first phase of that localization strategy and plans to expand its U.S.-based artillery manufacturing network in stages.

Combined with the planned Arkansas munitions campus, the strategy could give Hanwha a localized U.S. footprint spanning both artillery systems and parts of the ammunition supply chain required to support them.

The Pine Bluff project, however, still requires follow-on steps including final leasing arrangements with the U.S. Army and construction of the manufacturing facilities.

As Hanwha shifts its U.S. defense strategy from exports toward local manufacturing and supply-chain integration, the expanded $2.2 billion Pine Bluff project will be a key test of how deeply the Korean defense company can establish itself in America's munitions industrial base.
