[미디어펜=편집국] 한화가 미국 와이오밍주에서 약 140메가와트(MW) 규모의 태양광·에너지저장장치(ESS) 복합 프로젝트를 추진한다. 사업 부지는 샤이엔시가 소유한 대규모 토지로, 한화는 25년 이상의 장기 임차를 협상하고 있다.
22일 미국 샤이엔시와 현지 매체 KGAB 등에 따르면 샤이엔시는 한화리뉴어블스와 시 소유 벨부아 랜치 동쪽 일부 부지에 약 140MW 규모의 태양광·ESS 프로젝트를 개발하기 위한 임대계약을 협상 중이다.
임대 기간은 약 25년 이상으로 논의되고 있으며 해당 토지는 태양광과 에너지저장시설 개발 목적으로만 사용할 수 있도록 하는 방안이 추진되고 있다.
다만 사업이 최종 확정된 것은 아니다. 샤이엔 시의회의 임대계약 승인이 필요하다. 관련 안건은 오는 28일 시의회 절차에 들어가 위원회 검토를 거친 뒤 10월 전체 시의회에서 심의될 예정이다.
한화는 이에 앞서 24일 현지 주민을 대상으로 프로젝트 설명회를 개최한다.

Hanwha is pursuing an approximately 140-megawatt solar and energy storage project in Wyoming, expanding its renewable-energy footprint in the United States.
According to the City of Cheyenne and local media, the city is negotiating a lease agreement with Hanwha Renewables to develop the project on the eastern portion of the city-owned Belvoir Ranch.
The proposed lease would run for approximately 25 years or longer and restrict the property to solar and energy-storage development.
The project has not yet received final approval. The lease agreement requires approval
from the Cheyenne City Council, with the proposal scheduled to enter the council process on Sept. 28 before consideration by the full council in October.
Hanwha is also scheduled to hold a public open house on Sept. 24 to provide local
residents with information about the project.

이번 사업에서 눈에 띄는 대목은 개발 규모와 사업 일정이 한화가 아닌 미국 지방정부를 통해 구체적으로 공개됐다는 점이다.
샤이엔시는 지난 17일 한화리뉴어블스와 벨부아 랜치에서 약 140MW 규모의 태양광·에너지저장 프로젝트 개발을 위한 임대계약을 협상하고 있다고 공식 발표했다.
벨부아 랜치는 샤이엔시가 2003년 매입한 대규모 시유지다. 인접한 빅홀 부지까지 합치면 약 1만8800에이커에 달한다. 샤이엔시는 이곳을 수자원과 에너지 개발, 레크리에이션 등의 용도로 활용해 왔다.
태양광 발전 역시 벨부아 랜치 활용 방안 가운데 하나로 검토돼 왔다. 시 당국은 이번 프로젝트가 성사되면 토지 임대를 통한 수입도 발생할 것으로 기대하고 있다.
프로젝트 예정지는 벨부아 랜치 동쪽 일부 지역으로 최근 개방된 산책·자전거 트레일 등 기존 레크리에이션 시설에는 영향을 미치지 않을 것이라는 게 샤이엔시의 설명이다.
Cheyenne Unveils 140 MW Solar-Plus-Storage Project
Cheyenne itself disclosed the planned scale of the project, saying it is negotiating with Hanwha Renewables over an approximately 140 MW solar and energy-storage development.
Belvoir Ranch is a large city-owned property acquired by Cheyenne in 2003. Together with the neighboring Big Hole property, the area covers approximately 18,800 acres and has been considered for multiple uses, including water resources, energy development and recreation.
Solar development has already been identified as one of the potential uses for the property. The city also expects a project on the site to generate lease revenue.
The proposed Hanwha development would occupy part of the eastern section of Belvoir Ranch and, according to the city, would not interfere with the recently opened trail network or other existing recreational uses.
▲ 25년 이상 임차…9월28일부터 시의회 심사
한화와 샤이엔시가 논의하고 있는 계약의 또 다른 특징은 장기간에 걸친 시유지 임차 방식이다.
샤이엔시는 임대 기간을 약 25년 이상으로 제시했다. 계약이 승인될 경우 해당 부지는 태양광 발전과 에너지저장시설 개발 이외의 목적으로는 사용할 수 없다.
행정 절차도 구체화되고 있다. 한화리뉴어블스는 오는 24일 라라미카운티 커뮤니티칼리지에서 주민 설명회를 열 예정이다. 샤이엔 시의회는 25일 별도 워크숍을 갖는다.
이어 임대계약안은 28일 시의회에 공식적으로 도입될 예정이며 위원회 검토를 거쳐 10월 전체 시의회에서 최종적으로 다뤄질 예정이다.
따라서 현재 단계는 ‘140MW 사업 확정’이 아니라 한화와 샤이엔시가 장기 임대계약을 협상하고 시의회 승인 절차를 준비하는 단계로 보는 것이 정확하다.
25-Year-Plus Lease Proposed…City Council Review to Begin Sept. 28
Another notable feature of the project is its proposed long-term lease structure.
Cheyenne says the lease would last approximately 25 years or longer. If approved, the property could be used only for solar and energy-storage development.
The approval process is also taking shape.
Hanwha Renewables is scheduled to hold a public open house at Laramie County Community College on Sept. 24, followed by a Cheyenne City Council workshop on Sept. 25.
The lease proposal is then expected to be introduced to the City Council on Sept. 28,
reviewed by a council committee and considered by the full council in October.
At this stage, therefore, the project should be viewed as a proposed 140 MW development moving through lease negotiations and local approval procedures rather than as a finalized construction project.
▲150MW 이어 두 번째…한화, 와이오밍 태양광 거점 확대
이번 사업이 현실화하면 한화가 라라미카운티에서 추진하는 두 번째 대형 태양광 프로젝트가 된다.
한화리뉴어블스의 전신인 큐셀스 디벨롭먼트는 이미 라라미카운티에서 150MW 규모의 사우스 샤이엔 솔라 프로젝트를 개발했다.
사우스 샤이엔 솔라는 샤이엔 남쪽 지역에 위치한 대형 태양광 발전시설로, 한화가 와이오밍에서 확보한 대표적인 재생에너지 사업 기반이다.
이번 벨부아 랜치 프로젝트가 승인되면 한화는 기존 150MW 사업에 이어 약 140MW 규모의 태양광·ESS 프로젝트를 추가하게 된다.
특히 새 프로젝트는 태양광 발전만이 아니라 에너지저장장치를 함께 개발한다는 점이 주목된다. 태양광으로 생산한 전력을 저장했다가 필요한 시간대에 공급할 수 있는 ESS를 결합함으로써 전력망 활용도를 높이는 구조다.
미국에서 태양광 발전과 ESS를 결합한 복합 프로젝트가 확대되는 가운데 한화가 기존 사업 경험을 기반으로 와이오밍에서 두 번째 대형 프로젝트를 추진하는 셈이다.
Following 150 MW Project, Hanwha Expands Solar Footprint in Wyoming with Second Major Development
If approved, the Belvoir Ranch development would become Hanwha’s second major solar project in Laramie County.
Under its former name, Qcells Development, Hanwha Renewables developed the 150 MW South Cheyenne Solar project in the county.
The existing project has provided Hanwha with a renewable-energy foothold in Wyoming.
Approval of the Belvoir Ranch development would add an approximately 140 MW solar and energy-storage project to that presence.
The inclusion of energy storage is particularly significant because it would allow electricity generated by solar panels to be stored and supplied when needed, improving the flexibility of renewable power.
As solar-plus-storage projects expand across the United States, Hanwha is seeking to build
on its existing experience in Wyoming with a second large-scale development.
