[미디어펜=편집국]세계 조선시장에서 중국의 덩치는 이미 한국보다 크다. 경제협력개발기구(OECD)에 따르면 중국은 2025년 세계 수주잔고의 약 60%를 차지했다. 한국은 2024년 건조량 기준 세계 2위로 약 27%를 차지했다.
그런데 배에 들어가는 기술을 들여다보면 다른 숫자가 나온다.
OECD가 2026년 발간한 ‘한국 조선산업 동료평가(Peer Review of the Korean Shipbuilding Industry 2026)’에 따르면 현재 한국 조선소 수주잔고 가운데 에너지절감기술(EST·Energy Saving Technology)이 적용되는 선박 비중은 47%다.
중국은 40.5%, 일본은 35.5%다. 한국이 한·중·일 가운데 가장 높다. 특히 선박 바닥에 공기층을 만들어 물과 선체의 마찰을 줄이는 공기윤활시스템(ALS)은 한국이 수주잔고에서 143건의 적용 사례를 확보하며 강점을 보였다.
배는 중국이 더 많이 만드는데 왜 연료를 덜 쓰게 만드는 기술에서는 한국의 적용 비중이 높을까.
그 답을 따라가면 세계 조선업 경쟁의 기준이 ‘누가 배를 많이 만드느냐’에서 ‘누가 더 비싸고 효율적인 배를 만드느냐’로 이동하고 있다는 사실이 보인다.

China has already surpassed South Korea in the sheer scale of shipbuilding. According to the OECD, Chinese shipyards accounted for nearly 60% of the global orderbook in 2025, while Korea remained the world's second-largest shipbuilding nation, accounting for about 27% of global completions in 2024.
But a different picture emerges when looking at the technologies installed on those ships.
According to the OECD's Peer Review of the Korean Shipbuilding Industry 2026, 47% of Korea's current shipbuilding orderbook includes energy-saving technologies, or ESTs.
That compares with 40.5% for China and 35.5% for Japan. Korea also stands out in air lubrication systems, with 143 installations in its current orderbook.
So why does Korea have a higher share of energy-saving technology even though China builds far more ships?
The answer reflects a broader shift in shipbuilding competition — from simply building more vessels to building more sophisticated, fuel-efficient and higher-value ships.

에너지절감기술이라는 말은 어렵지만 원리는 의외로 간단하다.
자동차가 연비를 높이기 위해 차체를 가볍게 만들고 공기저항을 줄이는 것처럼 선박도 물의 저항을 줄이면 같은 거리를 가는 데 필요한 연료가 줄어든다.
대표적인 기술이 공기윤활시스템이다.
선박 바닥에 미세한 공기방울을 지속적으로 뿜어 선체와 바닷물 사이에 일종의 ‘공기 카펫’을 만든다. 선체가 물과 직접 마찰하는 면적을 줄여 연료 소비를 낮추는 방식이다.
프로펠러 주변의 물 흐름을 개선하거나 방향타의 저항을 줄이는 장치도 같은 목적을 갖는다.
OECD에 따르면 한국은 현재 수주잔고 가운데 47%에 이런 에너지절감기술이 적용돼 있다. 공기윤활시스템 적용에서는 한국이 21.3%로 특히 높은 비중을 나타냈다.
여기서 47%를 ‘세계 친환경선 시장점유율’로 해석해서는 안 된다.
정확하게는 한국 조선소가 확보한 현재 수주잔고 가운데 하나 이상의 에너지절감기술이 적용되는 비중이다.
하지만 이 숫자는 한국 조선업이 어느 시장에 집중하고 있는지를 보여준다.
많이 만드는 것보다 연료비와 탄소배출량을 줄여 선주가 오랫동안 운항할 때 돈을 아낄 수 있는 배에 상대적으로 집중하고 있다는 의미다.
Air Beneath the Hull — The Technology Behind Korea's 47%
The term "energy-saving technology" may sound complicated, but the basic idea is simple.
Just as automakers improve fuel economy by reducing vehicle weight and aerodynamic drag, ships can consume less fuel by reducing resistance as they move through water.
One example is an air lubrication system.
The technology releases tiny air bubbles beneath a vessel, creating a thin layer of air between the hull and the water. Reducing direct friction can lower the amount of energy required to propel the ship.
Other technologies improve water flow around propellers or reduce resistance around rudders.
According to the OECD, 47% of Korea's current shipbuilding orderbook includes energy-saving technologies. Korea is particularly strong in air lubrication systems, which account for 21.3% of its orderbook.
The 47% figure should not be interpreted as Korea holding 47% of the global green-ship market.
It specifically refers to the share of Korea's current shipbuilding orderbook fitted with at least one energy-saving technology.
Still, the figure illustrates where Korean shipbuilders are concentrating their capabilities: on vessels designed to reduce fuel costs and emissions over decades of operation rather than competing solely on production volume.

중국과 한국의 전략 차이는 수주잔고에서 더 뚜렷하게 나타난다.
OECD에 따르면 중국은 2025년 세계 조선 수주잔고의 약 60%를 확보했다. 물량만 놓고 보면 한국이 정면으로 따라가기 어려운 규모다.
한국 조선업은 대신 LNG운반선과 초대형 컨테이너선 등 고부가 선박으로 무게중심을 옮겨왔다.
OECD도 한국 조선업의 경쟁력을 LNG운반선 등 고부가 선종과 강한 엔지니어링 능력에서 찾고 있다. 한국 주요 조선사들은 친환경 선박 기술에도 투자를 확대하고 있다.
친환경 규제는 이런 전략의 가치를 더 높이고 있다.
세계 선박 수주잔고를 총톤수 기준으로 보면 대체연료를 사용할 수 있도록 설계된 선박이 이미 52%를 넘는다. LNG 대응 선박이 약 37%, 메탄올 대응 선박이 9.7%를 차지한다.
선주 입장에서는 앞으로 20~30년 운항할 배를 주문하면서 연료비와 탄소규제를 동시에 생각해야 한다.
결국 배 가격뿐 아니라 어떤 연료를 사용할 수 있는지, 연료를 얼마나 아끼는지, 향후 탄소규제에 대응할 수 있는지가 선박의 경쟁력이 되고 있다.
China Has Scale — Korea Is Betting on High-Value Ships
The strategic difference between China and Korea becomes clearer in their orderbooks.
China accounted for nearly 60% of the global shipbuilding orderbook in 2025, according to the OECD — a scale that is increasingly difficult for Korean shipyards to match head-on.
Korean shipbuilders have instead focused more heavily on high-value segments such as LNG carriers and ultra-large container ships.
The OECD identifies Korea's engineering capabilities and specialization in high-value vessels as key competitive strengths. Major Korean shipbuilders are also investing heavily in greener ship technologies.
Environmental regulation is making that strategy increasingly important.
More than 52% of the global shipbuilding orderbook by gross tonnage is now capable of using alternative fuels. LNG-capable ships account for about 37%, while methanol-capable vessels represent 9.7%.
Shipowners ordering vessels designed to operate for 20 or 30 years must therefore consider not only the purchase price, but also fuel consumption, future fuel choices and increasingly stringent carbon regulations.

한국 조선업에 47%라는 숫자가 중요한 이유가 여기에 있다.
중국과 생산량 경쟁만 벌인다면 규모의 싸움이 된다.
하지만 세계 해운업이 탄소배출을 줄여야 하는 방향으로 움직이면서 선박의 경쟁력은 엔진·연료·선형·에너지절감장치·디지털 운항기술을 얼마나 효율적으로 결합하느냐로 이동하고 있다.
한국은 이 가운데 고부가 선박과 에너지절감기술을 결합하는 전략을 택하고 있다.
물론 한국이 모든 친환경 선박 기술에서 중국보다 앞선다는 뜻은 아니다.
OECD 자료에서도 세계 전체 운항선에 이미 설치된 에너지절감기술 공급량은 일본과 중국의 비중이 각각 29%, 28%로 한국의 11%보다 높다. 중국은 태양광·풍력 관련 선박 에너지절감기술에서도 강점을 보인다.
따라서 경쟁 구도를 단순한 ‘한국 기술 우위’로 보는 것은 정확하지 않다.
대신 현재 새로 만들어질 배를 보여주는 수주잔고에서 한국의 에너지절감기술 적용률이 47%로 중국과 일본보다 높다는 점에 의미가 있다.
세계 조선시장은 이미 ‘몇 척을 만들었나’만으로 설명하기 어려워졌다.
중국이 규모를 키우는 동안 한국은 더 비싸고 복잡하며 연료를 덜 먹는 배에서 경쟁력을 지키려 하고 있다.
47%라는 숫자는 그 변화가 실제 수주선박에 나타나고 있다는 지표다.
Shipbuilding Competition Is Shifting From "How Many" to "What Kind"
That is why Korea's 47% figure matters.
Competing with China solely on production volume would turn shipbuilding into a battle of scale.
But as global shipping moves toward lower emissions, competitiveness increasingly depends on how effectively shipbuilders integrate engines, fuels, hull design, energy-saving devices and digital operating technologies.
Korea is pursuing a strategy centered on combining high-value vessels with energy-saving technologies.
That does not mean Korea leads China in every green shipbuilding technology.
The OECD notes that, across the existing global fleet, Japan and China account for 29% and 28% respectively of installed energy-saving technologies by builder country, compared with 11% for Korea. China also has strengths in areas such as solar and wind-related technologies.
The picture is therefore more nuanced than a simple claim of Korean technological superiority.
What stands out is that 47% of Korea's current orderbook includes energy-saving technologies — a higher share than China or Japan.
Global shipbuilding can no longer be understood simply by counting vessels.
While China expands its dominance in scale, Korea is seeking to defend its position in more expensive, technologically complex and fuel-efficient ships.
The 47% figure shows that this strategy is already visible in the vessels now on order.
