[미디어펜=편집국]한국계 신발 제조업체가 인도네시아 서자바주에 최대 1만1000명을 고용하는 대규모 생산기지 건설을 추진하고 있는 것으로 확인됐다.

단순 투자 검토나 양해각서(MOU) 단계가 아니라 약 22ha에 달하는 공장 예정부지 가운데 절반가량을 확보했으며, 일부 지역에서는 토지 소유주들에게 계약금 지급까지 진행됐다.

1일 인도네시아 쿠닝안군과 현지 언론 등에 따르면 한국계 기업 PT 산둑 치르마이 인도네시아(PT Sanduk Ciremai Indonesia)는 서자바주 쿠닝안군 잘락사나(Jalaksana) 일대에 대규모 신발 생산공장을 건설하는 프로젝트를 추진하고 있다.

현지 당국은 PT Sanduk을 한국계 기업으로 확인했다.

공장 예정부지는 약 22ha다. 신당바랑(Sindangbarang), 두쿠달렘(Dukuhdalem), 치니루(Ciniru) 등 3개 마을에 걸쳐 있다.

현지 보도를 종합하면 PT Sanduk은 전체 공장부지의 약 50%를 확보한 상태다.

특히 신당바랑에서는 공장부지에 포함된 약 9ha, 109필지의 토지 소유주가 모두 계약금을 받은 것으로 전해졌다. 두쿠달렘에서도 140여 필지의 토지에 대한 계약금 지급이 진행됐다.

쿠닝안군 당국자가 현지 언론에 밝힌 사업비는 공장 건설에 약 1조3000억루피아다. 토지 매입에 약 600억루피아, 부지 정리와 펜스 설치 등에 약 280억루피아가 별도로 거론됐다.

다만 인도네시아 국영 안타라통신 등 일부 자료에서는 전체 투자규모를 약 1조2000억루피아로 전하고 있어 투자액은 사업 범위와 산정 기준에 따라 차이가 있는 것으로 보인다.

PT Sanduk은 토지 확보를 마친 뒤 공간계획 관련 절차와 환경영향평가(AMDAL), 건축승인(PBG) 등을 순차적으로 진행할 예정이다.

한국 모기업의 구체적인 이름은 현재 현지 당국이 공개하지 않았다.

A Korean-affiliated footwear manufacturer is moving forward with plans to build a massive production facility in Indonesia's West Java province that could eventually employ approximately 11,000 workers.

The project has moved beyond the initial investment review or memorandum of understanding stage. The company has secured roughly half of the planned 22-hectare factory site, while deposits have already been paid to landowners in parts of the development area.

According to Kuningan Regency authorities and local media reports, PT Sanduk Ciremai Indonesia, identified by local officials as a Korean-affiliated company, is developing a large footwear manufacturing complex in the Jalaksana area of Kuningan Regency, West Java.

The planned site covers approximately 22 hectares across the villages of Sindangbarang, Dukuhdalem and Ciniru.

Local reports indicate that PT Sanduk has secured about 50% of the land required for the project.

In Sindangbarang, owners of all 109 land parcels covering approximately nine hectares designated for the factory have reportedly received down payments. Deposits have also been paid for more than 140 parcels in Dukuhdalem.

A Kuningan government official estimated the factory construction cost at approximately 1.3 trillion Indonesian rupiah. Around 60 billion rupiah has also been cited for land acquisition and another 28 billion rupiah for site preparation and fencing.

Other official and state media reports have put the overall investment at approximately 1.2 trillion rupiah, suggesting that figures vary depending on the scope and calculation method.

After completing land acquisition, PT Sanduk is expected to proceed with spatial planning procedures, an environmental impact assessment known locally as AMDAL, and building approval, or PBG.

Local authorities have not disclosed the name of the company's ultimate Korean parent or investor.

▲1만1000명 고용 추진…‘작은 도시 하나’ 규모 신발공장

이번 프로젝트에서 가장 눈에 띄는 대목은 고용 규모다.

쿠닝안군 당국자는 PT Sanduk이 현지 노동당국과 협력해 약 1만1000명에 달하는 인력 채용을 준비하고 있다고 밝혔다.

일반적인 해외 생산공장 증설 수준을 넘어 지역 고용시장 자체를 바꿀 수 있는 규모다.

생산제품도 단순한 일반 운동화에 그치지 않는다.

현지 당국에 따르면 PT Sanduk은 산업현장용 안전화를 비롯해 군용 등에 사용되는 고기능 신발을 주력으로 생산하고 일부 스포츠화도 생산할 계획이다.

안전화는 건설·제조·물류 등 산업현장에서 작업자의 발을 보호하기 위해 충격과 압력 등에 견디도록 만든 특수 신발이다. 일반 운동화보다 내구성과 안전성이 중요하고 제품에 따라 방수·미끄럼 방지·충격 보호 등의 기능이 요구된다.

현지 정부가 대규모 고용에 대비해 인력 확보와 직업훈련 등을 준비하는 것도 이 때문이다.

쿠닝안은 그동안 대규모 제조업 기반이 상대적으로 약했던 지역이다. 1만명 이상의 인력을 필요로 하는 생산기지가 현실화될 경우 지역 산업구조와 고용시장에도 상당한 영향을 줄 것으로 예상된다.

Plans to Hire 11,000 Workers for Massive Footwear Manufacturing Complex

One of the most striking aspects of the project is its employment potential.

A Kuningan government official said PT Sanduk is working with local labor authorities to prepare for the recruitment of approximately 11,000 workers.

The scale goes well beyond a typical overseas factory expansion and could significantly reshape the local labor market.

The planned product lineup is also notable.

According to local officials, PT Sanduk intends to focus on high-performance footwear, including industrial safety shoes and footwear used for military applications, while also producing some sports shoes.

Safety footwear is designed to protect workers in industries such as construction, manufacturing and logistics. Compared with ordinary athletic shoes, these products require greater durability and protection against impact, pressure and other workplace hazards, with some models incorporating waterproofing, slip resistance and additional protective features.

The scale of the planned workforce is one reason local authorities are already preparing employment and vocational training measures.

Kuningan has historically had a relatively limited large-scale manufacturing base. A production complex requiring more than 10,000 workers could therefore have a significant impact on the region's industrial structure and employment market.

▲22ha 토지 확보 진행…계약금 지급하며 사업 현실화

이번 프로젝트가 주목되는 또 다른 이유는 사업이 단순한 투자계획을 넘어 실제 토지 확보 단계까지 진행됐다는 점이다.

공장 예정지는 신당바랑·두쿠달렘·치니루 등 3개 마을에 걸쳐 있다.

앞서 현지 자료에서는 전체 사업부지가 289필지, 약 21ha 수준으로 제시됐으며 이후 지방정부 자료에서는 약 22ha로 설명됐다.

신당바랑에서는 약 9ha 규모 109필지의 토지 소유주 모두가 계약금을 받은 것으로 확인됐다.

두쿠달렘에서도 140여 필지의 토지를 대상으로 계약금 지급이 진행됐으며 치니루 지역 토지도 사업부지에 포함돼 있다.

쿠닝안군 공공사업·공간계획국(DPUTR)은 PT Sanduk이 현재 전체 필요한 토지의 약 절반을 확보한 것으로 파악하고 있다.

토지 확보가 마무리되면 공간계획 관련 절차를 거쳐 환경영향평가(AMDAL)와 건축승인(PBG) 등 본격적인 공장 건설에 필요한 인허가 절차가 이어질 전망이다.

따라서 아직 착공 단계는 아니다.

그러나 토지 소유주에게 실제 계약금이 지급되고 지방정부가 인허가 절차를 지원하고 있다는 점에서 단순 투자검토 단계에서는 상당 부분 진전된 것으로 볼 수 있다.

Land Acquisition Advances as Deposits Are Paid to Property Owners

Another significant aspect of the project is that it has moved beyond an investment proposal and into actual land acquisition.

The planned factory site stretches across three villages: Sindangbarang, Dukuhdalem and Ciniru.

Earlier local reports described the development area as consisting of 289 land parcels covering approximately 21 hectares, while more recent government statements have referred to a site of about 22 hectares.

In Sindangbarang, all owners of 109 parcels covering approximately nine hectares have reportedly received down payments.

Deposits have also been paid for more than 140 parcels in Dukuhdalem, while additional land in Ciniru forms part of the proposed development area.

Kuningan's Public Works and Spatial Planning Agency, or DPUTR, estimates that PT Sanduk has secured approximately half of the land required for the project.

Once land acquisition is completed, the company is expected to proceed through spatial planning procedures followed by an environmental impact assessment, known as AMDAL, and building approval, or PBG.

Construction has therefore not yet begun.

Nevertheless, the payment of actual deposits to landowners and the local government's involvement in facilitating permitting procedures indicate that the project has advanced substantially beyond the preliminary investment stage.

PT Sanduk의 투자는 개별 기업 하나의 움직임에 그치지 않을 가능성도 있다.

쿠닝안군 당국에 따르면 PT Sanduk 이외에도 한국계 의류기업 PT Hansol이 현지 공장 투자를 추진하고 있다.

또 PT City Nine Internasional도 쿠닝안 지역에서 신발·의류 생산시설을 준비하고 있다. 현지 당국은 이 회사를 싱가포르 법인이지만 한국에 기반을 둔 기업으로 설명하고 있다.

특히 City Nine은 환경영향평가를 마치고 건축승인을 위한 비용 납부 절차를 남겨둔 것으로 전해져 PT Sanduk보다 인허가 단계가 앞선 것으로 보인다.

쿠닝안군도 새로운 제조업 투자에 대응해 해당 지역의 산업용지 확대를 추진하고 있다.

현지 공간계획에서는 PT Sanduk 공장 예정지 주변을 포함해 약 75ha 규모를 산업지역으로 개발하는 방안이 거론되고 있다.

PT Sanduk이 계획한 부지가 22ha라는 점을 감안하면 추가 제조기업이 입주할 여지도 있다.

한국 기업의 인도네시아 생산거점이 기존 주요 산업지역을 넘어 서자바 내 새로운 지역으로 확산되는지 주목되는 이유다.

다만 PT Sanduk의 최종 한국 모기업과 PT Hansol·City Nine의 구체적인 한국 지분관계는 현재 공개된 현지 자료만으로 확인되지 않았다.

따라서 향후 법인·환경·건축 인허가 절차가 진행되면서 실제 투자주체와 투자규모가 추가 공개되는지가 관건이다.

Korean Footwear and Apparel Companies Eye Kuningan as a New Manufacturing Base

PT Sanduk may not be an isolated case.

According to Kuningan authorities, another Korean-affiliated apparel company, PT Hansol, is also pursuing a manufacturing investment in the region.

PT City Nine Internasional is preparing a footwear and apparel production facility in Kuningan as well. Local officials describe the company as a Singapore-registered entity with a business base in Korea.

City Nine has reportedly already completed its environmental impact assessment and is approaching the building approval stage, suggesting that its permitting process is further advanced than PT Sanduk's.

Kuningan authorities are also preparing to expand industrial land to accommodate new manufacturing investment.

Local spatial planning discussions envision an industrial area of approximately 75 hectares around the broader area that includes the proposed PT Sanduk site.

Given that PT Sanduk itself plans to use about 22 hectares, the area could potentially accommodate additional manufacturing investment.

The developments raise the possibility that Korean-linked manufacturing activity in Indonesia is expanding beyond the country's established industrial hubs into new parts of West Java.

However, publicly available local documents have not yet confirmed PT Sanduk's ultimate Korean parent company or the precise Korean ownership structures of PT Hansol and City Nine.

Further disclosure may emerge as the companies move through corporate, environmental and building permitting procedures.
