지난달 투르크메니스탄 발칸 조선·수리공장과 체결한 협력 양해각서(MOU)의 구체적인 사업 내용이 현지에서 처음 공개됐다. 양측이 협력하는 사업은 조선 분야가 아니라 석유·가스 시설 구축과 용융아연도금 생산시설 설립이다.
7일 아제르바이잔 경제전문매체 트렌드 등에 따르면 유성은 발칸 조선·수리공장과 체결한 MOU와 관련해 석유·가스 시설 및 용융아연도금 공장 설립을 중심으로 협력을 논의하고 있다고 밝혔다.
양측은 생산시설 구축뿐 아니라 기술이전과 장기적인 협력관계 구축도 논의하고 있다.
다만 아직 공장 건설이 최종 확정된 단계는 아니다. 투자금액과 생산능력, 착공시점 등도 공개되지 않았다. 현재 양측이 구체적인 조건과 기술적 사양 등을 협의하는 단계다.
이번에 공개된 내용은 지난달 한·투르크메니스탄 경제협력 과정에서 체결된 MOU의 후속 내용이다.
당시 투르크메니스탄 정부는 발칸 조선·수리공장과 한국의 유성이 협력 MOU를 체결했다고 발표했지만 구체적인 사업 분야와 내용은 공개하지 않았다.

South Korean hot-dip galvanizing specialist Yousung is exploring the establishment of a hot-dip galvanizing plant in Turkmenistan.
New details have emerged regarding the memorandum of understanding signed last month between Yousung and Turkmenistan’s Balkan Shipbuilding and Ship Repair Plant.
Despite the name of its Turkmen partner, the proposed cooperation is not focused on shipbuilding. Instead, the two sides are discussing oil and gas facilities and the establishment of a hot-dip galvanizing production facility.
According to Azerbaijan-based business news outlet Trend, Yousung said it is discussing cooperation involving oil and gas facilities and a hot-dip galvanizing plant under the MOU.
The discussions also include technology transfer and the establishment of a long-term cooperative relationship.
However, construction of the plant has not yet been finalized. The investment amount, production capacity and construction schedule have not been disclosed, with the parties still discussing detailed conditions and technical specifications.
The newly disclosed information provides further details on the MOU signed during economic cooperation between South Korea and Turkmenistan last month. At the time, the Turkmen government confirmed the signing but did not disclose the specific scope of the project.
▲‘조선소와 MOU’지만 조선사업 아니다
이번 후속 발표에서 가장 눈에 띄는 대목은 유성의 협력 상대가 발칸 조선·수리공장이지만 실제 사업은 조선 분야가 아니라는 점이다.
유성은 트렌드에 이번 MOU가 조선사업과 관련된 것이 아니라고 밝혔다.
대신 석유·가스 산업에 필요한 시설 구축과 용융아연도금 생산시설 설립을 중심으로 협력을 추진하고 있다고 설명했다.
용융아연도금은 철강제품을 녹인 아연에 담가 표면에 아연피막을 형성하는 기술이다. 철강재의 부식을 막아 수명을 늘릴 수 있어 석유·가스 시설을 비롯해 플랜트, 송전설비, 건설 구조물 등에 폭넓게 사용된다.
투르크메니스탄은 세계적인 천연가스 보유국이다. 따라서 현지 석유·가스 산업과 연계된 철강 구조물 및 관련 인프라의 내식성 확보가 중요하다.
다만 구체적으로 어떤 석유·가스 프로젝트에 제품을 공급할지, 발칸 조선·수리공장이 사업에서 어떤 역할을 맡을지는 현재 공개된 자료만으로 확인되지 않는다.
A Shipyard Partner, But Not a Shipbuilding Project
One of the most notable aspects of the latest disclosure is that despite Yousung’s partnership with Balkan Shipbuilding and Ship Repair Plant, the project itself is not focused on shipbuilding.
Yousung told Trend that the MOU was unrelated to shipbuilding activities.
Instead, cooperation is centered on facilities for the oil and gas industry and the potential establishment of a hot-dip galvanizing plant.
Hot-dip galvanizing involves immersing steel products in molten zinc to create a protective coating that improves corrosion resistance and extends their service life.
The technology is widely used in oil and gas facilities, industrial plants, power transmission equipment and construction structures.
Turkmenistan holds some of the world’s largest natural gas reserves, creating demand for corrosion-resistant steel structures and related infrastructure.
However, publicly available information does not yet identify specific oil and gas projects that could use the products or clarify the exact role of Balkan Shipbuilding and Ship Repair Plant.

이번 협력에서 또 하나 주목되는 것은 단순 제품 수출이나 설비 공급에 그치지 않는다는 점이다.
유성과 발칸 조선·수리공장은 투르크메니스탄 내 용융아연도금 공장 설립을 논의하고 있다.
유성은 경남 양산에서 용융아연도금 사업을 하는 전문기업이다. 2001년 설립됐으며 경남 양산시 유산공단에 사업장을 두고 있다.
이번 투르크메니스탄 협력이 구체화될 경우 국내에서 축적한 용융아연도금 생산기술과 운영 노하우를 중앙아시아 현지 생산체계로 연결하는 사업이 될 수 있다.
특히 양측은 생산시설뿐 아니라 기술이전과 장기적인 협력관계 구축도 논의하고 있다.
한국에서 제품을 생산해 투르크메니스탄으로 수출하는 방식에서 한발 더 나아가 현지에 생산기반을 만들고 기술을 이전하는 형태다.
다만 현재는 MOU 이후 구체적인 조건을 협의하는 단계다. 공장 설립 계약이나 투자 결정이 완료됐다고 볼 수는 없다.
투자규모와 공장 생산능력, 사업 일정 등 구체적인 조건 역시 향후 협의를 통해 결정될 전망이다.
Beyond Exports: Discussions Extend to Local Production
Another notable feature of the proposed cooperation is that it goes beyond simply exporting products or supplying equipment.
Yousung and Balkan Shipbuilding and Ship Repair Plant are discussing the establishment of a hot-dip galvanizing facility in Turkmenistan.
Yousung is a South Korean company specializing in hot-dip galvanizing and operates a manufacturing base in Yangsan, South Gyeongsang Province.
If the project advances, it could create a pathway for transferring Yousung’s production technology and operational know-how from Korea into a manufacturing base in Central Asia.
The parties are also discussing technology transfer and a longer-term partnership.
That would represent a step beyond manufacturing products in Korea for export to Turkmenistan toward establishing local production capacity and transferring manufacturing expertise.
The project, however, remains at the post-MOU discussion stage. A final investment or plant construction agreement has not yet been announced.
Key details including investment size, production capacity and the implementation schedule are expected to be determined through further negotiations.

The case is also notable because the specific industrial content of a summit-linked MOU became public about a month after the agreement was signed.
The MOU between Yousung and Balkan Shipbuilding and Ship Repair Plant was signed as part of economic cooperation between South Korea and Turkmenistan.
The Turkmen government’s initial announcement confirmed the signing but did not disclose the detailed scope of the project.
Trend subsequently contacted Yousung directly, revealing that the cooperation focuses on oil and gas facilities and a hot-dip galvanizing plant.
Yousung’s clarification that the MOU is unrelated to shipbuilding also provides a clearer picture of the project’s actual nature.
The next key question is whether the MOU progresses into a binding investment agreement.
If the plant location, investment amount, production capacity and construction timeline are finalized, and the specific business structure between Yousung and its Turkmen partner becomes public, the project could become a notable example of a Korean specialist manufacturer establishing a production base in Central Asia.
For now, however, it should be characterized as a project under discussion rather than a finalized plant construction commitment.
