[미디어펜=편집국]부산의 신생 선박관리회사 IOB가 북극항로용 액화천연가스(LNG) 운반선 4척의 관리를 시작한 데 이어 내년에는 쇄빙능력을 갖춘 ‘Arc7’ LNG선 3~6척까지 관리 선대를 확대할 계획인 것으로 확인됐다.
그동안 국내 조선사들이 러시아 북극 LNG 프로젝트용 쇄빙 LNG선을 건조하며 북극 해운시장에서 존재감을 키웠다면, 이제 부산을 거점으로 한 국내 선박관리회사가 북극 LNG선의 운항·기술·선원 관리시장에 뛰어드는 모습이다.
8일 IOB 공식 홈페이지와 해외 해운전문매체 등에 따르면 부산에 본사를 둔 IOB는 올해 Arc4급 LNG운반선 4척을 관리 선대로 확보했다.
IOB는 홈페이지에 공개한 ‘선대확대 로드맵’을 통해 2026년 Arc4급 LNG선 4척을 관리하고, 2027년에는 완전 쇄빙형 Arc7 LNG선 3~6척으로 관리 영역을 확대할 계획이라고 밝혔다. 2028년부터는 추가 Arc7 신조선 관리도 추진한다.
IOB가 현재 관리하는 선박은 ‘노스 문(North Moon)’‘노스 라이트(North Light)’‘노스 오션(North Ocean)’‘노스 밸리(North Valley)’등 4척으로 알려졌다. 각각 약 17만4000㎥의 LNG를 실을 수 있는 Arc4급 LNG운반선으로, 모두 한화오션이 2024~2025년 건조한 선박이다.

A newly established ship management company in Busan, IOB, has begun managing four LNG carriers designed for Arctic operations and plans to expand its managed fleet to include three to six icebreaking Arc7 LNG carriers next year.
South Korean shipbuilders have built a strong presence in Arctic shipping by constructing ice-class LNG carriers for Russian Arctic LNG projects. Now, a Busan-based Korean ship management company is moving into the operational, technical and crew-management side of the Arctic LNG shipping business.
According to IOB’s official website and international maritime publications, the Busan-headquartered company has secured four Arc4-class LNG carriers under management this year.
In its “Fleet Roadmap,” IOB states that it will manage four Arc4 LNG carriers in 2026 and plans to expand into three to six full ice-breaking Arc7 LNG carriers in 2027. From 2028, it also plans to take additional Arc7 newbuildings under management.
The four vessels currently managed by IOB are reported to be North Moon, North Light, North Ocean and North Valley. Each has a capacity of approximately 174,000 cubic meters and all four were built by Hanwha Ocean in 2024 and 2025.

이들 선박의 출발점은 2021년으로 거슬러 올라간다.
당시 일본 미쓰이OSK라인(MOL) 측은 러시아 노바텍의 자회사 노바텍가스&파워아시아와 LNG운반선 4척에 대한 장기 용선계약을 체결했다. 선박 건조는 당시 대우조선해양, 현재의 한화오션이 맡았다.
이후 러시아산 LNG를 둘러싼 서방의 제재가 강화되면서 선박들의 운항 환경도 크게 달라졌다.
‘노스 문’‘노스 라이트’‘노스 오션’ 등 3척은 2025년 5월 유럽연합(EU)의 제재 대상에 올랐다가 같은 해 7월 제재 명단에서 해제됐다. 러시아 LNG 거래를 둘러싼 불확실성 속에서 선박들의 활용에도 제약이 뒤따랐다.
이런 가운데 올해 설립된 IOB가 이들 Arc4 LNG선 4척의 선박관리를 맡으며 북극 LNG선 관리시장에 등장했다.
IOB는 자신을 북극항로를 운항하는 Ice Class LNG선 전문 선박관리회사로 소개하고 있다. 선박의 정비·구매·수리 등을 담당하는 공무관리를 비롯해 운항 및 안전품질, 다국적 선원관리 등을 수행한다.
회사 자체는 신생 법인이지만 IOB는 구성원들이 글로벌 LNG 선대 관리 분야에서 13년간 축적한 경험을 보유하고 있다고 설명하고 있다.
Four Hanwha Ocean-Built LNG Carriers Now Managed by Busan Company
The origins of the four vessels date back to 2021.
At the time, Japan’s Mitsui O.S.K. Lines entered into long-term charter agreements with NOVATEK Gas & Power Asia, a subsidiary of Russia’s Novatek, covering four LNG carriers.
The vessels were built by then-Daewoo Shipbuilding & Marine Engineering, now Hanwha Ocean.
The operating environment for the vessels subsequently changed significantly as Western sanctions involving Russian LNG intensified.
Three of the vessels — North Moon, North Light and North Ocean — were placed on the European Union’s sanctions list in May 2025 before being removed from the list in July of the same year. Uncertainty surrounding Russian LNG trade also affected their deployment.
Against this backdrop, IOB, established this year, has emerged in the Arctic LNG ship-management market by taking responsibility for the four Arc4 LNG carriers.
IOB describes itself as a specialized ship management company focusing on ice-class LNG carriers operating on Arctic routes. Its services include technical management covering maintenance, procurement and repairs, marine operations and QHSE, as well as multinational crew management.
Although IOB itself is a newly established company, it says its team brings 13 years of accumulated experience in managing global LNG fleets.

눈길을 끄는 대목은 현재 관리 중인 Arc4 선박보다 향후 Arc7 확대 계획이다.
Arc7은 일반 LNG선과 달리 두꺼운 해빙을 뚫고 러시아 북극해를 운항할 수 있도록 설계된 고사양 쇄빙 LNG운반선이다. 러시아 야말 LNG와 Arctic LNG 2 등 북극 LNG 개발에서 핵심적인 운송수단으로 꼽힌다.
IOB는 공식 홈페이지에 2027년 Arc7 LNG선 3~6척을 관리할 계획이라고 명시했다. 이어 2028년부터는 추가 Arc7 신조선까지 관리 선대에 편입한다는 로드맵을 제시했다.
이 같은 계획은 최근 갑자기 등장한 것은 아니다.
국내 선원·해운 구인 사이트에 올라온 IOB 채용공고에서도 회사는 올해 9월 Arc4 LNG선 4척의 관리를 확정했으며, 2027년 Arc7 LNG선 3~6척, 2028년 Arc7 추가 증선 관리를 예정하고 있다고 밝혔다.
공무·운항 및 안전품질 분야 인력도 모집하고 있어 Arc7 선대 확대에 필요한 육상 관리조직을 함께 구축하는 것으로 풀이된다.
다만 IOB는 향후 관리할 Arc7 선박의 구체적인 선명이나 선주를 공개하지 않았다.
해외 해운업계에서는 한화오션에 건조됐거나 건조 중인 러시아 북극 LNG 프로젝트 관련 Arc7 선박과 IOB의 향후 사업계획을 연결해 주목하고 있다. 그러나 현재 공개된 IOB 자료만으로 특정 Arc7 선박이 IOB 관리 선대로 넘어간다고 단정할 근거는 확인되지 않는다.
IOB와 러시아 노바텍의 직접적인 지배·운영 관계 역시 추가 확인이 필요한 부분이다. 기존 Arc4 4척이 과거 노바텍가스&파워아시아와의 용선계약을 기반으로 건조됐다는 사실과 IOB가 해당 선박의 관리를 맡았다는 사실은 확인되지만, IOB가 노바텍의 공식 선박관리회사로 전환됐다고 단정하기는 이르다.
The Real Test Is Arc7…Up to Six Vessels Targeted Next Year
What stands out more than IOB’s current Arc4 fleet is its planned expansion into Arc7 vessels.
Unlike conventional LNG carriers, Arc7 vessels are highly specialized icebreaking LNG carriers designed to navigate through heavy sea ice in the Russian Arctic. They have served as critical transportation assets for Arctic LNG developments including Yamal LNG and Arctic LNG 2.
IOB explicitly states on its official website that it plans to manage three to six Arc7 LNG carriers in 2027. Its roadmap also calls for additional Arc7 newbuildings to be brought under management from 2028.
The expansion plan did not emerge suddenly.
In a recruitment notice posted on a Korean maritime employment site, IOB said it had confirmed the management of four Arc4 LNG carriers in September this year and planned to manage three to six Arc7 LNG carriers in 2027, followed by additional Arc7 vessels in 2028.
The company has also been recruiting personnel for technical management, marine operations and safety and quality functions, suggesting that it is building the shore-based organization needed for its planned Arc7 fleet expansion.
IOB, however, has not disclosed the names or owners of the Arc7 vessels it plans to manage.
International shipping circles are watching possible links between IOB’s expansion plans and Arc7 vessels built or under construction at Hanwha Ocean for Russian Arctic LNG projects. However, IOB’s publicly available information does not provide sufficient evidence to conclude that any specific Arc7 vessel will be transferred to IOB’s management.
The direct ownership or operational relationship between IOB and Russia’s Novatek also requires further verification. While the four Arc4 vessels were originally built under charter arrangements involving NOVATEK Gas & Power Asia and are now managed by IOB, those facts alone are insufficient to conclude that IOB has become Novatek’s official ship management company.

IOB의 등장은 국내 조선·해운산업 측면에서도 의미가 있다.
한국은 이미 북극 LNG선 건조 분야에서 세계적인 경쟁력을 갖고 있다. 특히 한화오션과 삼성중공업 등 국내 조선사들은 러시아 야말 LNG와 Arctic LNG 2 등 북극 LNG 개발 과정에서 쇄빙·내빙 LNG선 건조 경험을 축적해 왔다.
하지만 선박이 조선소를 떠난 이후의 기술관리와 운항관리, 선원관리 등 선박관리 시장에서는 국내 업체들의 존재감이 상대적으로 크지 않았다.
IOB의 사업계획이 예정대로 진행될 경우 상황은 달라질 수 있다.
올해 Arc4 4척에서 시작해 내년 Arc7 최대 6척, 이후 신조 Arc7까지 관리 범위를 확대하면 부산을 거점으로 북극 LNG선 전문 선박관리 사업이 형성되는 셈이다.
특히 Arc7 LNG선은 일반 상선보다 운항·정비·안전관리 난이도가 높다. 극저온 LNG 화물과 쇄빙 운항이라는 두 가지 전문성이 동시에 필요하기 때문이다.
부산 역시 최근 북극항로를 새로운 해운·물류 성장축으로 육성하려는 움직임을 강화하고 있다.
이에 따라 국내 조선소가 북극용 선박을 건조하는 단계에서 한발 더 나아가 선박관리와 선원, 운항지원 등 고부가가치 해양서비스 산업까지 국내에 확보할 수 있을지가 주목된다.
해외 해운전문매체 gCaptain은 IOB의 등장을 두고 한국이 북극 해운에서 전문선 건조뿐 아니라 선박 운영과 물류 허브로 역할을 확대할 가능성에 주목했다.
IOB의 계획대로라면 첫 시험대는 2027년이다.
현재 Arc4 LNG선 4척을 관리하는 부산의 신생 선박관리회사가 실제로 Arc7 LNG선 3~6척까지 확보할 경우 한국의 북극항로 진출 영역은 ‘배를 만드는 조선소’에서 ‘북극의 배를 관리하는 선박관리 산업’으로 한 단계 넓어지게 된다.
From Building Arctic Ships to Managing Them
IOB’s emergence also carries implications for South Korea’s shipbuilding and maritime industries.
South Korea has already established world-class competitiveness in the construction of Arctic LNG carriers. In particular, Korean shipbuilders such as Hanwha Ocean and Samsung Heavy Industries have accumulated extensive experience building icebreaking and ice-class LNG carriers for Arctic developments including Yamal LNG and Arctic LNG 2.
Korean companies, however, have had a relatively limited presence in the ship-management business after vessels leave the shipyard, including technical management, marine operations and crew management.
That could begin to change if IOB’s expansion proceeds as planned.
Starting with four Arc4 vessels this year and expanding to as many as six Arc7 vessels next year, followed by additional Arc7 newbuildings, could establish a specialized Arctic LNG ship-management business centered in Busan.
Arc7 LNG carriers are considerably more demanding to operate, maintain and manage safely than conventional merchant vessels because they require expertise in both cryogenic LNG cargo handling and icebreaking operations.
Busan, meanwhile, has been stepping up efforts to position the Northern Sea Route as a new growth axis for its shipping and logistics industries.
Attention is therefore turning to whether South Korea can move beyond simply building Arctic vessels and capture higher-value maritime services such as ship management, crewing and operational support.
International maritime publication gCaptain has highlighted IOB’s emergence as a sign that South Korea could expand its Arctic maritime role beyond specialized shipbuilding into vessel operations and logistics.
If IOB’s roadmap proceeds as planned, the first major test will come in 2027.
If the Busan-based newcomer currently managing four Arc4 LNG carriers succeeds in adding three to six Arc7 vessels, South Korea’s Arctic maritime presence will take another step forward — from shipyards that build vessels for the Arctic to a domestic industry capable of managing the ships that actually operate there.
