[Mir’s Global Radar] Hyundai E&C-Backed $250 Million Sydney Rental Housing Project Wins Conditional Approval Amid Local Opposition
A build-to-rent development in Sydney involving Hyundai Engineering & Construction, the Korea Overseas Infrastructure & Urban Development Corporation (KIND) and Korea Investment Real Asset Management received conditional planning approval after facing objections from local residents and the municipal council.
According to the New South Wales Independent Planning Commission and the state's planning portal, the Novus on Victoria development in Chatswood was approved on March 3, 2026. Building height, residential amenity, traffic congestion and construction-related impacts on nearby commercial activities were among the issues considered during the assessment.
The approval requires the developer to address delivery vehicle access, pedestrian safety, parking and loading arrangements, surrounding roads and traffic congestion. The records offer a closer look at the planning scrutiny behind a project promoted in South Korea as an example of investment-led overseas property development.
140 public objections, but housing supply needs support approval
The development site is located at 410–416 Victoria Avenue in central Chatswood, approximately 50 meters from the Chatswood transport interchange.
Australian planning documents describe a 46-storey tower comprising 260 build-to-rent apartments and retail premises on its lower floors. The height differs from the 45-storey description used in Korean announcements. The reason for the difference has not been established.
The proposal attracted substantial opposition during the planning process.
According to the Independent Planning Commission's March 3 statement, 140 objections from members of the public were received during the department's exhibition process. Willoughby City Council also opposed the development application.
The concerns included the building's scale and design, impacts on residential amenity and views, construction disruption, effects on the Chatswood Mall markets, and future loading and servicing arrangements.
Residents also raised concerns about traffic congestion and pedestrian conditions. These objections, however, should not be interpreted as proof that all alleged impacts would necessarily occur.
The commission conducted a site inspection, met stakeholders and held a public meeting. It received 154 written submissions during its own review and heard eight speakers at the meeting.
In approving the proposal, the commission emphasized the contribution of well-located rental housing to Australia's housing supply objectives.
Australia's National Housing Accord targets 1.2 million new homes over five years from mid-2024, including 377,000 homes in New South Wales.
The commission ultimately approved the development subject to conditions intended to manage its impacts.
Traffic and pedestrian protections become binding approval conditions
Concerns raised during the planning process were reflected in the commission's conditions of consent.
The developer must revise the loading dock entrance so delivery vehicles can remain entirely within the property boundary without obstructing the public footpath.
A construction traffic management plan must also address pedestrian access and safety, as well as vehicle movements associated with the nearby Chatswood Mall markets.
The commission additionally required a management plan covering parking, loading and servicing operations.
The developer must undertake public domain works to prevent adverse effects on surrounding roads and footpaths and cooperate with Willoughby City Council to improve traffic congestion on Victor Street during construction and operation.
The decision illustrates how local objections can influence project requirements even when development approval is granted.
However, the conditions do not by themselves establish that construction costs have increased or that delays will occur. Any such impact would need to be assessed against actual implementation and project progress.
The NSW planning portal currently lists the project as approved, with an initial determination date of March 3 and a modification record dated August 24.
According to Korean announcements, demolition is targeted for November 2026, main construction for March 2027 and occupancy for October 2029.
Planning approval has therefore been obtained, but construction and rental operations remain future stages.
Hyundai E&C takes an investment and project management role
The Sydney project is also notable for Hyundai E&C's participation model.
According to Korean announcements, the total project value is approximately 350 billion won. Hyundai E&C is responsible for equity investment, design review and construction management, while Korea Investment Real Asset Management participates in equity investment and asset management. KIND supported financial structuring and project negotiations.
Australian construction company Hickory is expected to undertake construction, while local developer Novus will manage rental operations.
The structure differs from a conventional overseas construction contract. It allows Korean participants to take part in development and investment activities alongside local partners.
The project follows the build-to-rent model, under which apartments are developed for long-term rental operation rather than individual unit sales.
Investment-led development also carries risks beyond those of traditional construction contracts. Planning compliance, construction costs, financing expenses, rental levels and occupancy rates can all affect returns.
The publicly available materials reviewed do not establish Hyundai E&C's exact ownership stake, expected return or capital recovery arrangements. The project's total value should not be confused with Hyundai E&C's individual investment commitment.
With Australian authorities requiring traffic and pedestrian protections, the implementation of planning conditions and coordination with local government will remain important as the project progresses.
The Chatswood development represents an expansion of Korean construction companies' participation in overseas real estate investment and development.
It also demonstrates that securing an investment agreement and planning approval is only part of the process. Managing local regulatory requirements, construction schedules and investment performance will ultimately determine the project's outcome.
