[Mir’s Business Explained] Thailand’s EV Tax Push Raises the Value of Local Production

Thailand’s proposed increase in excise taxes on fully imported electric vehicles could reshape automakers’ sales strategies. The change may widen the cost gap between importing finished vehicles and assembling them in Thailand with locally sourced components.

Hyundai illustrates why the impact must be assessed model by model. Its locally assembled IONIQ 5 N Line cannot automatically be treated in the same way as vehicles imported from overseas. Having a Thai factory does not establish the tax treatment of every model a company sells.

The broader policy direction links tax advantages to investment, production and domestic value creation. However, the proposed minimum 30% rate and January 2027 implementation target remain subject to approval and detailed rules.

Who Bears the Cost of Importing?

On October 18, Thansettakij cited a Finance Ministry source as saying Thailand was preparing to raise excise taxes on fully imported EVs from approximately 10% to at least 30%. The reported aim was to submit the proposal to the Cabinet within two weeks and introduce it in January 2027.

A higher tax burden would leave importers choosing between raising prices and accepting lower margins. Higher prices could weaken their position against locally produced competitors, while absorbing the additional cost would reduce profitability. Local assembly offers another route, but requires investment and sufficient sales volume.

The change in the tax rate cannot be translated directly into an identical increase in retail prices. The outcome would depend on the taxable base, existing incentives and how manufacturers and distributors share the additional cost.

Hyundai’s Exposure Varies by Model—and So Does That of Chinese Brands

Hyundai’s official Thai website identifies the IONIQ 5 N Line as a locally assembled model. That gives it a production basis distinct from a strategy relying entirely on imported vehicles. Its eventual tax treatment would nevertheless depend on localization requirements and the final rules.

Chinese automakers are not uniformly exposed either. BYD opened its Rayong factory in 2024, establishing a local manufacturing base. The proposal therefore should not be interpreted as imposing the same disadvantage on every Chinese brand. European and American brands likewise require assessment by model, production location and local investment.

A September statement from Thailand’s Board of Investment distinguished importers without local manufacturing, selected imports by companies operating Thai assembly plants, and locally assembled vehicles with different levels of domestic content. It also linked market-testing imports by local manufacturers to their previous year’s economic contribution.

Turning EV Sales into Factories and Supply Chains

Thailand’s policy direction seeks to turn growing EV demand into domestic industrial activity. The aim is to offer more favorable tax treatment to assembly and component sourcing within Thailand than to a business based solely on importing finished vehicles.

If implemented, that structure could influence automakers’ investment decisions and encourage changes in component sourcing. It does not, however, establish that any particular Korean supplier will win new orders.

The final rate schedule and transitional provisions remain crucial. Treatment of vehicles covered by existing incentives, imported inventory, shipments in transit and customer orders could materially change the burden. The eventual winners and losers—including Hyundai—will depend on those details.
