[미디어펜=편집국]베트남 최대의 외국인 직접투자(FDI) 자본인 삼성전자가 베트남 국가 전력망 인프라의 제도적 빗장을 풀고 사상 최초의 ‘민간 직접 전력구매(DPPA)’ 체제를 전격 가동했다. 

1일(현지시간) 베트남 최대 유력 매체 브앤익스프레스(VnExpress)에 따르면, 삼성전자 타이응우옌 법인(SEVT)은 베트남 국가전력·시장운영회사(NSMO)가 요구하는 모든 기술적·법적 승인 절차를 완료하고, 2026년 6월1일부로 대규모 직접 전력 공급망 가동에 돌입했다. 

이번 계약은 베트남 국영전력공사(EVN)의 전력공급 독점을 깨고 민간 전력 수용가와 신재생에너지 발전 사업자가 직접 자금을 집행하는 최초의 사례다.

Samsung Electronics has achieved a historic regulatory breakthrough in Southeast Asia, executing the first-ever operational Direct Power Purchase Agreement (DPPA) through Vietnam's national grid. According to official industrial disclosures compiled by VnExpress on June 1, Samsung Electronics Vietnam Thai Nguyen (SEVT) successfully cleared all statutory and technical compliance frameworks managed by the National System and Power Market Operation Company (NSMO). Acting as the primary off-taker, Samsung’s mega-manufacturing complex has officially initiated cross-border green power distribution directly with a private solar asset developer without routing transactions through the state-owned utility EVN, marking an unassailable milestone in regional energy market liberalization.

베트남 정부가 지난해 3월에 공표한 ‘신재생에너지 직접 구매 시행령’를 기반으로 가동되는 이번 계약은 철저한 실물 제조 자산 방어선이다. 삼성전자 타이응우옌 법인은 이번 계약을 통해 테이니엔성에 위치한 49 MWp 규모의 'TTC 득후에 2 태양광 발전소'로부터 연간 약 70GWh의 청정에너지를 조달받는다. 이는 베트남 현지 가구 기준 1만7000세대가 한해 동안 사용하는 전력 규모와 맞먹는 수준이며, 연간 46,000톤의 이산화탄소(CO2) 배출량을 직접 감축하는 재무적 환경 방어 지표를 공인받았다.

판매처인 TTC 득후에 2 발전소는 안정적인 전력 수율을 유지하기 위해 최첨단 에너지 저장시스템을 통합 완료했으며, 베트남 경쟁형 전력 도매 마켓에 참여, 삼성 파이프라인에 전력을 공급하고 있다.

Procuring 70GWh of Green Capital: Eliminating 46,000 Tons of CO2 Annually

Operated under the 'Direct Power Purchase Decree for Renewable Energy' promulgated by the Vietnamese government in March last year, this contract serves as a strict defensive line for tangible manufacturing assets. Through this agreement, Samsung Electronics Vietnam Thai Nguyen will procure approximately 70 GWh of clean energy per annum from the 49 MWp 'TTC Duc Hue 2 Solar Power Plant' located in Tay Ninh Province. This volume is equivalent to the annual power consumption of roughly 17,000 local households in Vietnam, officially certifying a financial environmental defense metric that directly reduces carbon dioxide (CO2) emissions by 46,000 tons annually.To maintain a stable power yield, the supplier, TTC Duc Hue 2 Power Plant, has fully integrated a cutting-edge energy storage system (BESS). The plant is participating in Vietnam’s competitive wholesale electricity market to supply power directly to Samsung’s pipeline.

Breaking Through Green Export Barriers: Capturing First-Mover Advantage in the Vietnamese Market

삼성이 5년전 정책 초안 작성 단계부터 요구해 온 이번 DPPA 가동은 하반기 글로벌 완제품 수출전선의 장벽을 무력화하겠다는 포석이다.

애플, 구글 등 글로벌 빅테크 자본이 공급망 협력사에게 강력하게 요구하고 있는 ‘RE100’ 및 ‘넷제로’ 규제를 무결점으로 충족, 글로벌 생산기지내 청정에너지 사용 비율을 높여 탄소 배출을 줄이겠다는 전사적 목표를 달성해 나가고 있다.

베트남 산업통상부의 조사에 따르면 현재 베트남내 20개 대형 기업(총수요 약 1000MW)이 직접 전력 구매를 요구하고 있으며, 24개 신재생 프로젝트(1773MW)가 대기 중이다. 삼성전자가 이 거대한 테크 연맹의 1호 수혜 기업으로 등록, 베트남 내수 제조업 기지 지배력을 확고히 사수할 수 있게 됐다. 

The operation of this DPPA, which Samsung has consistently demanded since the policy drafting stage five years ago, aims to neutralize barriers along the global finished product export front in the second half of the year. Flawlessly meeting the 'RE100' and 'Net-Zero' regulations aggressively demanded by global big tech capitals such as Apple and Google, the company is achieving its corporate goal of increasing the ratio of clean energy use within its global manufacturing bases to reduce carbon emissions.According to a survey by the Ministry of Industry and Trade of Vietnam, 20 large-scale enterprises within Vietnam (with a total demand of approximately 1,000 MW) are currently requesting direct power purchases, and 24 renewable energy projects (1,773 MW) are on standby. By registering as the first beneficiary enterprise of this massive corporate alliance, Samsung Electronics has secured a position to firmly defend its dominance over its Vietnamese domestic manufacturing base.
