필리핀 친환경선박 건조 인력 양성센터 구상 자체는 2024년 처음 공개됐지만, 이번에는 HD현대중공업과 한국조선해양기자재연구원(KOMERI)이 한국 공적개발원조(ODA) 사업을 통한 센터 구축 가능성을 구체적으로 검토하는 단계로 진전됐다는 점이 주목된다.

   


필리핀 노동고용부(DOLE)에 따르면 양국 관계자들은 최근 필리핀 잠발레스(Zambales) 지역에서 친환경 조선 전문인력을 양성하기 위한 훈련센터 구축 방안을 논의했다.

한국 측에서는 HD현대중공업과 KOMERI가 타당성조사에 참여하고 한국산업기술진흥원(KIAT)과 산업통상자원부가 사업을 관리한다.

필리핀 측에서는 노동고용부와 기술교육개발청(TESDA) 등이 참여한다.

이번 사업은 HD현대중공업이 수비크(Subic)를 중심으로 필리핀 조선사업을 확대하는 가운데 현지에서 필요한 숙련인력을 안정적으로 확보하기 위한 산업 기반 구축과도 맞물려 있다.

다만 이번 타당성조사를 곧바로 센터 건립 확정이나 신규 투자 결정으로 해석해서는 안 된다. 현재는 ODA 사업으로 센터를 실제 구축할 수 있는지 사업성과 실행방안을 검토하는 단계다.

그럼에도 2024년 처음 제시된 센터 구상이 HD현대중공업의 직접 참여와 함께 구체적인 사업 검토 단계로 넘어갔다는 점에서 한·필 조선산업 협력이 '선박 건조'에서 '사람을 키우는 인프라'로 확대되는 흐름을 보여준다.

HD Hyundai Heavy Industries is participating in a feasibility study for a proposed training center designed to develop skilled workers for eco-friendly shipbuilding in the Philippines.

The concept itself is not entirely new. Plans for an eco-friendly shipbuilding workforce training center were first disclosed in 2024.

What has changed is the stage of development.

HD Hyundai Heavy Industries and the Korea Marine Equipment Research Institute, or KOMERI, are now participating in a feasibility study examining whether the center can be developed through a Korean official development assistance program.

According to the Philippine Department of Labor and Employment, officials from the two countries recently discussed plans to establish a training center for an eco-friendly shipbuilding workforce in Zambales.

On the Korean side, HD Hyundai Heavy Industries and KOMERI are participating in the feasibility assessment, with the Korea Institute for Advancement of Technology and Korea's Ministry of Trade, Industry and Energy involved in managing the initiative.

The Philippine side includes the Department of Labor and Employment and the Technical Education and Skills Development Authority.

The initiative also coincides with HD Hyundai Heavy Industries' efforts to expand its shipbuilding activities around Subic, potentially helping establish a stable local pipeline of skilled workers.

The feasibility study, however, should not be interpreted as a final decision to build the center or as a confirmed new investment.

The project remains at the stage of assessing its viability and implementation framework.

Nevertheless, the development shows how the training-center concept first proposed in 2024 is advancing toward a more concrete project with HD Hyundai Heavy Industries directly involved.

당시에도 한국의 조선기술과 필리핀의 풍부한 인적자원을 결합해 친환경 선박 건조에 필요한 전문인력을 체계적으로 양성한다는 방향이 제시됐다. 따라서 이번 사업을 '필리핀에 처음으로 친환경 조선 인력센터를 추진한다'고 표현하는 것은 정확하지 않다.

달라진 것은 HD현대중공업의 직접 참여와 사업 단계다.

HD현대중공업과 KOMERI가 센터 구축을 위한 타당성조사에 참여하면서 기존 구상이 실제 사업으로 이어질 수 있는지를 구체적으로 따져보는 단계로 넘어갔다.

후보지역도 잠발레스가 중심에 놓였다. 잠발레스에는 수비크만이 있다.

수비크는 과거 대형 조선소가 운영됐던 필리핀의 대표적인 조선산업 거점으로, HD현대중공업도 이 지역을 기반으로 현지 사업을 확대하고 있다.

대규모 조선사업을 현지에서 안정적으로 운영하려면 생산시설만으로는 부족하다. 용접과 배관, 전기, 도장 등 선박 건조에 필요한 숙련기능 인력이 지속적으로 공급돼야 한다. 친환경·디지털 선박으로 기술 수준이 높아질수록 전문교육의 중요성도 커진다.

결국 이번 센터 사업은 단순한 교육 ODA를 넘어 수비크 조선산업을 뒷받침할 현지 인력 생태계를 만드는 작업으로 볼 수 있다.

First Proposed in 2024 — Now HD Hyundai Heavy Industries Is Directly Involved

The idea of establishing an eco-friendly shipbuilding workforce training center in the Philippines is not new.

In November 2024, KOMERI pursued cooperation with the Philippine Department of Labor and Employment and TESDA to develop a center for training workers in eco-friendly shipbuilding.

The initiative was designed to combine Korean shipbuilding expertise with the Philippines' labor resources to develop skilled workers needed for next-generation ship construction.

It would therefore be inaccurate to describe the latest development as the first proposal for such a center.

What has changed is HD Hyundai Heavy Industries' direct involvement and the project's stage of development.

With HD Hyundai Heavy Industries and KOMERI participating in the feasibility study, the initiative is moving from a broad concept toward an assessment of whether it can become an implementable project.

Zambales has also emerged as the key location under consideration.

The province is home to Subic Bay.

Subic is one of the Philippines' best-known shipbuilding locations and HD Hyundai Heavy Industries has been expanding its local activities around the area.

Running a large shipbuilding operation requires more than physical production facilities.

A continuous supply of skilled workers in welding, piping, electrical work, painting and other disciplines is essential.

As ships become greener and more digitalized, specialized training becomes even more important.

The proposed center can therefore be viewed as more than a development-assistance training project.

It could help create a local workforce ecosystem capable of supporting the broader revival and expansion of shipbuilding around Subic.

HD현대중공업과 필리핀의 조선인력 협력 역시 이번이 처음은 아니다. HD현대중공업은 올해 3월 필리핀 TESDA와 조선산업 기술 발전과 인력양성, 기술협력을 위한 양해각서(MOU)를 체결했다.

필리핀 현지에서는 그 이전부터 HD현대중공업과 TESDA가 용접 등 조선 분야의 기술훈련을 진행해왔다.

이번 타당성조사는 이런 개별 교육협력을 보다 체계적인 인력양성 인프라로 확대할 수 있는지를 검토하는 과정으로 볼 수 있다. 여기에는 HD현대중공업의 필리핀 전략도 깔려 있다.

한국 조선업계가 해외 생산거점을 확대할 때 가장 큰 문제 가운데 하나는 숙련인력이다. 조선업은 자동화가 확대되고 있지만 여전히 대규모 숙련기능 인력이 필요한 대표적인 노동집약 산업이다.

한국에서 필요한 인력을 모두 파견하는 방식은 비용과 지속가능성 측면에서 한계가 있다. 현지에서 인력을 직접 교육하고 채용할 수 있다면 상황이 달라진다.

현지 인건비와 노동시장 여건을 활용할 수 있을 뿐 아니라 장기적으로 생산량을 늘릴 때 필요한 인력도 확보하기 쉬워진다. 필리핀 입장에서도 조선업은 단순 저숙련 일자리보다 높은 수준의 기술교육과 장기 고용을 만들 수 있는 제조업이다.

한국의 조선기술과 필리핀의 노동력이 결합하면 양국 모두 이해관계를 확보할 수 있는 구조가 만들어지는 셈이다. 특히 이번 사업이 ODA와 연계된다는 점도 눈여겨볼 부분이다.

한국 정부의 개발협력 자금으로 교육 인프라를 구축하고 한국 조선기업의 기술과 현장 경험을 접목한다면 정부 ODA→현지 인력양성→한국 기업의 해외 생산기반 강화로 이어지는 새로운 산업협력 모델이 될 가능성이 있다.

March MOU With TESDA — Training Workers Locally Instead of Bringing Them From Korea

Cooperation between HD Hyundai Heavy Industries and the Philippines on shipbuilding workforce development also predates the latest feasibility study.

In March this year, HD Hyundai Heavy Industries signed a memorandum of understanding with TESDA covering shipbuilding technology development, workforce training and technical cooperation.

Training cooperation in areas such as welding had already been underway locally.

The new feasibility study can therefore be understood as an effort to determine whether those individual training initiatives can be expanded into a more systematic workforce-development infrastructure.

The strategy also reflects a fundamental challenge facing Korean shipbuilders as they expand overseas production.

Shipbuilding remains highly dependent on skilled labor despite increasing automation.

Sending all necessary workers from Korea is expensive and difficult to sustain over the long term.

Developing and recruiting workers locally offers a different model.

It can allow a shipbuilder to tap local labor markets while establishing a workforce capable of supporting future production expansion.

For the Philippines, shipbuilding can also create manufacturing jobs requiring higher levels of technical training and potentially longer-term employment.

Combining Korean shipbuilding technology with the Philippine workforce could therefore create benefits for both countries.

The project's potential connection to Korean ODA is particularly notable.

If Korean development funding helps establish training infrastructure while Korean shipbuilding expertise provides technical capabilities, the initiative could evolve into a broader industrial-cooperation model:

따라서 수비크의 생산기반과 숙련인력 확대는 상선뿐 아니라 장기적으로 함정 건조·정비 등 다양한 사업 기회를 뒷받침할 수 있다. 다만 이번 타당성조사의 의미를 지나치게 확대해서도 안 된다.

아직 센터 건립이 최종 결정된 것이 아니며 투자규모와 교육인원, 개소 시기 등 구체적인 사업조건도 확정되지 않았다. ODA 사업 역시 타당성조사 이후 한국과 필리핀 정부의 검토와 승인 절차 등을 거쳐야 한다.

이번 단계에서 확인할 수 있는 것은 2024년 처음 등장한 센터 구상이 HD현대중공업의 직접 참여와 함께 실제 사업 가능성을 검토하는 단계까지 진전됐다는 것이다.

그럼에도 흐름은 분명하다.

한국 조선업의 해외 진출 방식이 단순히 해외에 조선소를 확보하고 한국에서 기술자를 보내는 방식에서 변화하고 있다. 현지에서 사람을 교육하고, 생산기술을 전수하고, 장기간 활용할 수 있는 산업 생태계를 만드는 방식이다.

HD현대중공업이 수비크에서 만드는 것은 배만이 아닐 수 있다. 조선소를 움직일 사람과 기술까지 현지에 심는 것. 이번 친환경 조선 인력센터 타당성조사가 주목되는 이유다.

Beyond Building Ships in Subic — Creating a Workforce and Technology Ecosystem

Subic is a key reason HD Hyundai Heavy Industries is investing in workforce development in the Philippines.

The area has a history of large-scale shipbuilding and retains infrastructure and workers with experience in the industry.

HD Hyundai Heavy Industries has been using the area as a base for expanding its Philippine shipbuilding activities.

The Philippines is also accelerating naval modernization amid continuing tensions in the South China Sea.

HD Hyundai Heavy Industries has already established a significant presence in the Philippine defense market through the supply of frigates and other naval vessels.

Expanding production infrastructure and skilled labor around Subic could therefore support a range of future opportunities, potentially including both commercial shipbuilding and naval construction and maintenance.

The significance of the feasibility study should not be overstated, however.

Construction of the training center has not yet been finally approved, and details including investment size, training capacity and opening date have not been finalized.

An ODA project would also need to proceed through additional reviews and approvals after the feasibility stage.

What can be said at this point is that a training-center concept first proposed in 2024 has advanced toward concrete feasibility assessment with HD Hyundai Heavy Industries directly involved.

The broader direction is nevertheless clear. The overseas expansion model of Korean shipbuilding is evolving.

Instead of simply securing a foreign shipyard and sending Korean technicians abroad, companies are increasingly seeking to train local workers, transfer production capabilities and build industrial ecosystems that can operate over the long term.

HD Hyundai Heavy Industries may therefore be building more than ships in Subic. It is also working to establish the people and skills needed to keep the shipyard running.

That is why the proposed eco-friendly shipbuilding workforce training center deserves attention.
