카자흐 보건부와 MOU…계약생산→단계적 현지화→공동 생산기업 설립 검토

15일 카자흐스탄 국영통신 카즈인폼과 현지 경제매체 쿠르시브 등에 따르면 아크마랄 알나자로바 카자흐스탄 보건장관과 김경훈 경동제약 대표는 최근 서울에서 만나 의약품 현지생산과 기술협력을 위한 MOU를 체결했다.

양측은 의약품 생산뿐 아니라 첨단 의료기술 이전, 임상시험, 경동제약 제품의 카자흐스탄 등록 등 폭넓은 협력방안을 논의했다.

주목할 대목은 현지 생산 방식이다. 카자흐스탄 측은 계약생산을 시작으로 단계적인 생산 현지화를 추진하고 향후 공동 생산기업을 설립하는 방안까지 가능한 협력모델로 제시했다.

다만 현재 공동 생산법인이나 공장 설립이 확정된 단계는 아니다.

South Korea's Kyungdong Pharmaceutical is moving to explore local pharmaceutical production in Kazakhstan, potentially expanding its business from exports to technology transfer, contract manufacturing and eventually a joint production venture.

The move represents a step forward from preliminary discussions held in July, when the company explored opportunities to localize pharmaceutical and active pharmaceutical ingredient production in Kazakhstan.

According to Kazakhstan's state-run Qazinform and local business media, Health Minister Akmaral Alnazarova and Kyungdong Pharmaceutical CEO Kim Kyung-hoon recently met in Seoul and signed a memorandum of understanding covering pharmaceutical production and technological cooperation.

The two sides discussed a broad range of cooperation, including technology transfer, clinical trials and registration of Kyungdong Pharmaceutical products in Kazakhstan.

Possible business models include contract manufacturing, gradual localization and the establishment of a joint production enterprise. No final decision has yet been made on the establishment of a joint venture or manufacturing plant.

경동제약의 카자흐스탄 현지생산 논의가 처음 공개된 것은 지난 7월이다.

카자흐스탄 투자유치기관 카자흐인베스트(KAZAKH INVEST)는 지난 7월 30일 경동제약 측과 만나 카자흐스탄에서 의약품과 원료의약품(API)을 현지 생산할 가능성을 논의했다고 밝혔다.

당시 양측은 생산 현지화뿐 아니라 기술이전과 카자흐스탄 전문인력 교육·양성 등을 논의했다. 다만 당시에는 투자 가능성을 검토하고 협의를 이어가는 초기 단계였다.

이번에는 카자흐스탄 보건부와 공식 MOU까지 체결하면서 협력의 단계가 달라졌다.

특히 계약생산과 단계적 현지화, 공동 생산기업 설립이라는 사업 모델이 구체적으로 언급됐다는 점이 눈에 띈다.

카자흐스탄 정부 역시 해외 제약기업의 현지 생산 확대를 적극 추진하고 있다. 수입 의존도를 낮추는 동시에 기술이전과 자국 제약산업 육성을 동시에 추진하려는 전략이다.

경동제약 입장에서도 현지 생산이 현실화될 경우 제품등록과 유통을 넘어 생산 기반까지 확보하면서 카자흐스탄 시장에서 장기적인 사업 기반을 구축할 수 있다.

Kyungdong Pharmaceutical's interest in local production in Kazakhstan first emerged publicly in July.

On July 30, KAZAKH INVEST said it had discussed with the Korean pharmaceutical company the possibility of localizing the production of medicines and active pharmaceutical ingredients in Kazakhstan.

The discussions also covered technology transfer and training for local specialists, but the project remained at an exploratory stage.

The latest agreement represents a step forward, with Kazakhstan's Ministry of Healthcare and Kyungdong Pharmaceutical signing a formal MOU.

Possible models now being discussed include contract manufacturing, gradual localization and eventually establishing a joint production enterprise.

For Kazakhstan, attracting foreign pharmaceutical manufacturers forms part of a broader effort to reduce dependence on imported medicines while securing technology transfer and strengthening the domestic pharmaceutical industry.

For Kyungdong Pharmaceutical, local production could provide a longer-term foothold in the Kazakh market beyond product registration and distribution.

이번 협력이 주목되는 또 다른 이유는 사업 범위가 단순한 생산시설 구축에 그치지 않는다는 점이다.

양측이 논의한 협력 분야에는 의약품 생산과 함께 첨단 의료기술 이전, 임상시험, 경동제약 의약품의 카자흐스탄 등록 등이 포함됐다.

의약품은 일반 제조업과 달리 현지 생산시설을 확보하는 것만으로 시장 진출이 끝나지 않는다. 제품 허가와 품질관리, 임상·등록 절차, 유통망 구축 등이 함께 진행돼야 한다.

따라서 제품등록과 현지 생산, 기술이전이 하나의 사업 구조로 연결될 경우 경동제약이 카자흐스탄 시장에 장기적으로 뿌리내릴 수 있는 기반이 만들어질 수 있다.

카자흐스탄 정부가 외국 제약기업 유치에 적극적인 것도 이런 이유에서다. 카자흐 측은 현지 생산 의약품에 대한 안정적인 수요 확보와 투자 프로젝트 지원 방안 등을 외국 기업에 제시하고 있다.

다만 아직 투자금액과 생산시설 위치, 생산 대상 품목, 합작기업의 지분구조 등은 공개되지 않았다.

향후 이들 조건이 구체화되는지가 실제 투자 여부를 판단할 핵심 변수다.

Beyond a Factory: Technology Transfer, Clinical Trials and Drug Registration

The proposed cooperation goes beyond simply building manufacturing capacity.

The discussions include pharmaceutical production, advanced medical technology transfer, clinical trials and registration of Kyungdong Pharmaceutical products in Kazakhstan.

Unlike many manufacturing industries, pharmaceutical localization requires more than production facilities. Regulatory approvals, quality management, clinical and registration procedures and distribution networks are also critical.

If product registration, local manufacturing and technology transfer are developed as part of an integrated strategy, Kyungdong Pharmaceutical could establish a long-term presence in Kazakhstan.

However, key details including the size of the investment, location of production facilities, specific products to be manufactured and the ownership structure of any future joint venture have not yet been disclosed.

경동제약의 카자흐스탄 진출에서 향후 주목할 부분은 현지 생산기지가 주변시장으로 확장되는 교두보 역할을 할 수 있느냐다.

카자흐스탄은 러시아·벨라루스·아르메니아·키르기스스탄과 함께 유라시아경제연합(EAEU)을 구성하고 있다. 의약품 분야에서도 공동시장과 규제 조화를 추진하고 있어 카자흐스탄에 생산 기반을 확보한 기업에는 주변시장 진출 가능성이 열릴 수 있다.

카자흐스탄 측 역시 한국 기업과의 제약 협력을 단순 수입 확대보다 생산 현지화와 기술이전이라는 관점에서 접근하고 있다.

경동제약으로서는 아직 첫 단계다.

MOU가 실제 계약생산으로 이어지고, 이후 현지 생산 비중 확대와 공동 생산기업 설립으로 발전해야 본격적인 투자 프로젝트라고 평가할 수 있다.

그러나 지난 7월 생산 가능성 검토에서 9월 정부와의 공식 MOU로 협력 단계가 빠르게 진전됐다는 점은 눈여겨볼 만하다.

향후 생산 품목과 공장 입지, 투자 규모, 현지 파트너가 공개되는 순간 경동제약의 카자흐스탄 사업이 단순 수출을 넘어 중앙아시아 생산거점 구축으로 이어질지 분명해질 전망이다.

Kazakhstan Could Become a Gateway to the Wider Central Asian Market

The next question is whether a manufacturing base in Kazakhstan could eventually serve as a platform for Kyungdong Pharmaceutical's expansion into surrounding markets.

Kazakhstan is a member of the Eurasian Economic Union alongside Russia, Belarus, Armenia and Kyrgyzstan. The bloc has been working toward greater regulatory harmonization and a common market for pharmaceutical products.

A local manufacturing presence could therefore potentially provide Kyungdong Pharmaceutical with opportunities beyond Kazakhstan.

For now, however, the project remains at an early stage.

The MOU must first translate into contract manufacturing and deeper localization before any joint production enterprise can be established.

Still, the progression from exploratory talks in July to a formal government-level MOU in September suggests that the company's Kazakhstan strategy is becoming increasingly concrete.

The next major indicators will be the disclosure of manufacturing products, plant location, investment size and local partners.
