ADB 공식 계약 DB 확인…6월5일 680만9849달러 계약
바양울기·호브드·우브스 등 몽골 서부…상하수도·전력·도로·난방 인프라 구축

[미디어펜=편집국]국내 중견 엔지니어링 기업 동명기술공단이 몽골 서부지역에서 추진되는 대규모 도시·지역 인프라 개발사업의 상세설계와 건설감리 용역을 수주한 것으로 확인됐다.

단순히 도로나 상하수도 한 분야만 설계하는 사업이 아니다.

상수도와 하수도, 하수처리시설, 지역난방망, 전력망, 도로, 배수시설, 홍수방지시설 등 몽골 서부지역의 도시 기반시설을 종합적으로 구축하는 프로젝트다.

2일 아시아개발은행(ADB) 공식 계약자료에 따르면 동명기술공단은 몽골 정부가 추진하는 ‘아이막·솜 녹색지역개발 투자프로그램’ 1단계의 상세설계 및 감리(DDS1) 계약을 체결했다.

계약일은 지난 6월5일이다.

계약금액은 680만9849달러로 계약금 전액을 ADB가 금융지원한다.

발주·사업집행 기관은 몽골 경제개발부다.

동명기술공단은 경기도 화성시에 본사를 둔 종합 엔지니어링 기업으로 도로·교통·철도·도시계획·상하수도·수자원·환경 등 사회기반시설의 설계와 건설사업관리 등을 수행하고 있다.

이번 사업을 통해 몽골 서부지역에서 추진되는 도시·농촌 기반시설의 상세설계와 공사감리를 맡게 됐다.

South Korean engineering company Dong Myeong Engineering Consultants & Architecture has secured a $6.8 million detailed design and construction supervision contract for a major regional infrastructure development project in western Mongolia.

The assignment is not limited to a single road or water system.

The broader program includes water supply and sewerage networks, wastewater treatment facilities, district heating, electricity networks, roads, drainage and flood protection infrastructure across Mongolia's western regions.

According to the Asian Development Bank's official contract database, Dong Myeong Engineering Consultants & Architecture Co., Ltd. signed the Detailed Design and Supervision for Tranche 1, or DDS1, contract under Mongolia's Aimags and Soums Green Regional Development Investment Program.

The contract was signed on June 5.

Its total value is $6,809,849, with the full amount financed by the ADB.

Mongolia's Ministry of Economy and Development is the executing agency.

Headquartered in Hwaseong, Gyeonggi Province, Dong Myeong is a Korean engineering company providing services across roads, transportation, railways, urban planning, water and sewerage, water resources and environmental infrastructure.

Under the latest assignment, the company will provide detailed design and construction supervision services for infrastructure being developed across western Mongolia.

▲수도관부터 전력·난방·도로까지…몽골 서부 도시 기반시설 바꾼다

‘녹색지역개발’이라는 사업명만 보면 무엇을 만드는 프로젝트인지 쉽게 와닿지 않는다.

사업 내용을 뜯어보면 얘기가 달라진다.

ADB 사업자료에 따르면 1단계 사업은 몽골 서부 바양울기, 호브드, 우브스 등 3개 아이막을 중심으로 추진된다.

아이막은 우리나라의 도(道)에 해당하는 몽골의 광역 행정구역이고, 솜은 그 아래 기초 행정구역이다.

대상 지역에는 바양울기의 울기와 델룬, 우브스의 울란곰과 움느고비, 호브드 등이 포함된다.

구축되는 기반시설도 다양하다.

상수도관 약 16.2km와 하수관 약 26.4km를 구축하고 하루 1만400㎥ 규모의 하수처리 능력을 확보하는 사업이 포함돼 있다.

지역난방망은 약 10.7km, 전력선은 약 77.1km가 구축된다.

광케이블도 158km 이상 설치한다.

도시도로 약 9.1km와 배수망 약 13km, 홍수방지시설 약 15.4km도 사업에 포함된다.

생활 인프라도 들어간다.

학생 475명을 수용할 수 있는 기숙사 2곳과 스포츠센터 2곳, 420가구 규모의 주택 등이 계획됐다.

농산업단지에는 도로와 상하수도, 전력, 난방 등 기반시설을 함께 공급한다.

쉽게 말하면 동명기술공단이 맡은 일은 건물 하나나 도로 하나를 설계하는 것이 아니다.

몽골 서부지역 도시들이 성장하기 위해 필요한 ‘도시의 뼈대’를 설계하고 공사가 제대로 진행되는지 관리하는 일이다.

From Water Pipes to Power, Heating and Roads

The title "green regional development" does not immediately reveal the physical scale of the project.

A closer look at the infrastructure involved tells a different story.

According to ADB project documents, the first tranche focuses on three western Mongolian aimags: Bayan-Ulgii, Khovd and Uvs.

An aimag is a provincial-level administrative region in Mongolia, while a soum is a smaller local administrative unit.

Target areas include Ulgii and Deluun in Bayan-Ulgii, Ulaangom and Umnugovi in Uvs, and Khovd.

The infrastructure package is extensive.

It includes approximately 16.2km of water supply pipelines and 26.4km of sewerage networks, along with wastewater treatment capacity of around 10,400 cubic meters per day.

Approximately 10.7km of district heating networks and 77.1km of power lines are planned.

More than 158km of fiber-optic cable is also included.

The program further covers approximately 9.1km of urban roads, 13km of drainage networks and 15.4km of flood protection facilities.

Social infrastructure is also part of the package.

Plans include two student dormitories with capacity for 475 students, two sports centers and approximately 420 affordable housing units.

Agro-industrial parks will also receive supporting roads, water and sewerage systems, electricity and heating infrastructure.

In simple terms, Dong Myeong is not merely designing a single road or building.

It is helping design the basic urban framework required for cities in western Mongolia to grow, while supervising the construction process.

▲7억3500만달러 장기 프로젝트…2033년까지 몽골 지방도시 키운다

동명기술공단의 680만달러 계약이 들어간 전체 사업은 규모가 훨씬 크다.

몽골의 ‘아이막·솜 녹색지역개발 투자프로그램’은 수도 울란바토르에 집중된 인구와 경제활동을 지방으로 분산하고 지역도시의 생활·산업 기반을 개선하기 위한 장기 프로젝트다.

전체 프로그램 규모는 약 7억3500만달러다.

ADB를 비롯해 유럽투자은행(EIB), 유럽연합(EU), 녹색기후기금(GCF) 등이 금융지원에 참여한다.

사업은 단계적으로 추진돼 2033년까지 이어질 예정이다.

1단계 사업만 약 1억6820만달러 규모다.

몽골은 국토가 넓지만 인구와 경제활동이 수도 울란바토르에 과도하게 집중돼 있다.

지방도시가 성장하려면 기업이나 공장을 유치하는 것만으로는 부족하다.

물이 들어와야 하고 하수를 처리할 시설이 있어야 한다.

겨울철 기온이 크게 떨어지는 몽골에서는 지역난방도 필수다.

전력망과 도로, 통신망 역시 필요하다.

이번 사업이 상하수도부터 난방·전력·도로·통신까지 동시에 구축하는 이유다.

여기에 농축산업의 생산과 가공, 유통을 연결하는 농산업단지와 생활 인프라까지 결합한다.

결국 목표는 단순한 토목공사가 아니다.

지방도시에서 사람이 살고 기업이 활동할 수 있는 기반을 한꺼번에 만드는 것이다.

동명기술공단의 역할은 이 가운데 1단계 인프라를 실제 공사 가능한 설계도로 만들고, 이후 공사가 설계대로 진행되는지를 감독하는 것이다.

A $735 Million Long-Term Program Running Through 2033

The wider program containing Dong Myeong's $6.8 million contract is much larger.

Mongolia's Aimags and Soums Green Regional Development Investment Program is a long-term initiative designed to strengthen regional cities and reduce the country's heavy concentration of population and economic activity in Ulaanbaatar.

The overall program is valued at approximately $735 million.

Financing involves the ADB as well as institutions including the European Investment Bank, European Union and Green Climate Fund.

The program is being implemented in phases and is expected to continue through 2033.

The first tranche alone represents investment of approximately $168.2 million.

Mongolia has a vast territory, but much of its population and economic activity is concentrated in its capital.

Developing regional cities requires more than simply attracting businesses.

They need reliable water supplies and wastewater treatment.

District heating is particularly important in Mongolia's severe winters.

Electricity networks, roads and telecommunications are also essential.

That is why the program combines water, sewerage, heating, electricity, roads and communications infrastructure rather than addressing each sector separately.

Agro-industrial parks and supporting social infrastructure are also being developed to strengthen regional production, processing and distribution.

The objective is therefore broader than traditional civil engineering.

It is about creating the infrastructure that allows people to live and businesses to operate in regional cities.

Dong Myeong's role is to translate that plan into detailed engineering designs for the first tranche and then supervise construction to ensure that the infrastructure is delivered as designed.

▲울란바토르에서도 쌓은 경험…이번엔 몽골 서부로

동명기술공단에게 몽골은 완전히 새로운 시장이 아니다.

ADB 계약자료를 보면 동명기술공단은 과거 울란바토르 도시서비스 및 게르지역 개발 투자프로그램에서도 상세설계·감리 사업을 수행했다.

2018년 체결된 2단계 상세설계·감리 계약 규모는 약 465만9085달러였다.

이후 관련 사업에서도 동명기술공단이 참여한 설계·감리 계약이 이어졌다.

이번에는 무대가 수도 울란바토르에서 몽골 서부지역으로 넓어졌다.

해외 인프라 시장에서 대형 건설사가 수천억원 규모의 도로나 발전소를 직접 짓는 사업만 수출은 아니다.

사업이 시작되기 전 도시계획과 타당성조사, 기본·상세설계가 필요하고 공사가 시작되면 건설사업관리와 감리가 필요하다.

이 시장에서는 설계와 감리 경험 자체가 다음 국제입찰의 경쟁력이 된다.

특히 ADB와 세계은행 등 국제금융기구가 지원하는 사업은 한 프로젝트의 수행 실적이 다른 국가의 사업에 참여하기 위한 레퍼런스가 될 수 있다.

동명기술공단은 울란바토르에서 쌓은 도시 인프라 설계·감리 경험을 이번에는 몽골 서부지역으로 확대하게 됐다.

680만달러라는 계약금액보다 눈여겨볼 부분도 바로 여기에 있다.

한국의 중견 엔지니어링 기업이 도로 하나를 설계하는 것을 넘어 해외 지방도시의 상하수도·전력·난방·도로를 아우르는 도시 인프라 구축 과정에 들어가고 있다는 것이다.

From Ulaanbaatar to Western Mongolia

Mongolia is not an entirely new market for Dong Myeong.

ADB contract records show that the Korean company previously participated in detailed engineering design and supervision work under the Ulaanbaatar Urban Services and Ger Areas Development Investment Program.

A Tranche 2 detailed engineering design and supervision contract signed in 2018 was valued at approximately $4.66 million.

Dong Myeong has subsequently remained involved in engineering work associated with Mongolia's urban infrastructure development.

The latest contract expands that experience from the capital, Ulaanbaatar, into western Mongolia.

Overseas infrastructure exports are not limited to large construction companies directly building multibillion-dollar roads, bridges or power plants.

Before construction begins, projects require urban planning, feasibility studies and detailed engineering designs.

Once construction starts, project management and supervision are required.

In this market, accumulated design and supervision experience becomes an asset when competing for future international contracts.

That is particularly important in projects financed by international institutions such as the ADB and World Bank, where successful delivery can provide references for future tenders in other countries.

Dong Myeong is now extending the urban infrastructure experience it accumulated in Ulaanbaatar to western Mongolia.

That may ultimately be more significant than the $6.8 million contract value itself.

A Korean mid-sized engineering company is moving beyond designing individual roads and becoming involved in the development of integrated urban infrastructure — water, sewerage, electricity, heating and roads — in regional cities overseas.
