동티모르 정부 8월17일 공식 낙찰 공개…신규 지표수 취수시설 상세설계 맡아

8일 동티모르 국가조달위원회(NPC)와 관련 자료에 따르면, 건화는 동티모르 공공사업부가 추진하는 ‘코모로강 유역 신규 지표수 취수시설 상세엔지니어링설계(DED)’ 컨설팅 사업자로 선정됐다.

계약금액은 각종 세금을 포함해 318만710달러다. 동티모르 국가조달위원회는 지난 8월17일 낙찰통지를 통해 건화를 한국 기업으로 명시하고 최종 낙찰 사실을 공식 공개했다.

코모로강은 수도 딜리에서 가장 큰 유역을 형성하고 있으며 생활·산업용수를 공급하는 핵심 수자원 가운데 하나다. 건화는 이번 사업을 통해 코모로강 유역에 들어설 신규 지표수 취수시설의 상세설계를 맡게 된다.

특히 건화는 과거에도 동티모르 상수도·도로 등 인프라 엔지니어링 사업에 참여한 경험이 있다. 이번 계약은 기존 사업과 별개의 2026년 신규 계약으로 확인됐다.

South Korean engineering company Kunhwa Engineering & Consulting has won a contract to design new surface water intake facilities in the Comoro River Basin, a key water source for Dili, the capital of Timor-Leste.

According to Timor-Leste's National Procurement Commission (NPC), Kunhwa was selected as the winning consultant for the “Consulting Services for Preparation of DED for New Surface Intake(s) in Comoro River Basin.”

The contract is valued at $3,180,710, including all applicable taxes. The NPC officially announced the award on August 17, identifying Kunhwa Engineering & Consulting Co., Ltd. as the winning Korean consultant.

The Comoro River has the largest catchment area in Dili and serves as an important source of water for both domestic and industrial needs. Under the contract, Kunhwa will prepare detailed engineering designs for new surface water intake facilities within the river basin.

Kunhwa has previously participated in water supply, road and other infrastructure engineering projects in Timor-Leste. The latest contract, however, is a separate project awarded in 2026.

이번 계약은 동티모르 정부의 공식 조달 절차를 통해 확인됐다.

동티모르 국가조달위원회가 공개한 낙찰통지에 따르면 프로젝트 번호는 ‘RT/038/MOP-2026’이다.

사업명은 ‘코모로강 유역 신규 지표수 취수시설 상세엔지니어링설계 컨설팅 서비스’이며 낙찰자는 ‘Kunhwa Engineering & Consulting Co., Ltd. (Korea)’로 명시돼 있다.

계약금액은 318만710달러로 각종 세금을 포함한 금액이다.

동티모르 국가조달위원회는 지난 8월17일 현지 공공조달법에 따라 이 같은 낙찰 결과를 공식 발표했다.

이번 계약의 핵심은 건화가 취수시설 자체를 건설하는 것이 아니라 향후 시설 건설의 토대가 되는 상세엔지니어링설계(DED)를 담당한다는 점이다.

취수시설의 위치와 구조, 각종 설비와 토목시설 등 실제 건설에 필요한 구체적인 설계를 만드는 단계다.

다만 현재 공개된 낙찰통지에는 신규 시설의 정확한 취수용량이나 시설 개수, 본공사 사업비, 직접적인 수혜인구 등은 공개되지 않았다.

‘Kunhwa Korea’ Named in Timor-Leste Government Procurement Document

The contract was confirmed through Timor-Leste's official public procurement process.

According to the award notification published by the National Procurement Commission, the project number is RT/038/MOP-2026.

The project is officially titled “Consulting Services for Preparation of DED for New Surface Intake(s) in Comoro River Basin,” with “Kunhwa Engineering & Consulting Co., Ltd. (Korea)” identified as the winning consultant.

The contract price is $3,180,710, inclusive of all applicable taxes.

동티모르 정부 및 국제기구 관련 자료에 따르면 코모로강은 딜리에서 가장 큰 유역을 형성하고 있으며 생활용수와 산업용수를 공급하는 중요한 수자원이다.

동티모르는 산지가 많고 우기와 건기의 강수량 차이가 큰 데다 상수도 인프라가 충분히 갖춰지지 않아 안정적인 수자원 확보가 주요 인프라 과제로 꼽혀왔다.

코모로강 유역 역시 단순한 하천이 아니라 딜리의 용수 공급과 지하수, 홍수관리 등이 맞물려 있는 핵심 수자원 지역이다.

동티모르 정부는 최근에도 코모로강을 포함한 주요 유역의 지속가능한 수자원·토지 관리 사업을 추진하고 있다.

이런 상황에서 신규 지표수 취수시설을 위한 상세설계가 발주됐다는 것은 향후 딜리의 수원 확보를 위한 추가 인프라 구축을 준비하는 단계라는 의미가 있다.

Comoro River — A Key Water Source for Dili

The importance of the project stems from the role of the Comoro River.

According to Timor-Leste government and international development documents, the Comoro River has the largest catchment area in Dili and represents an important water source for domestic and industrial needs.

Timor-Leste faces significant challenges in securing stable water supplies due to its mountainous geography, pronounced differences between wet and dry seasons and insufficient water infrastructure.

The Comoro River Basin is therefore more than simply a river system. It is closely connected to Dili's water supply, groundwater resources and broader water management challenges.

The government of Timor-Leste has also continued efforts to improve sustainable land and water management in major watersheds, including the Comoro River Basin.

Against this backdrop, commissioning detailed engineering designs for new surface water intakes represents a preparatory step toward additional water infrastructure for the capital.

건화에게 동티모르는 완전히 새로운 시장이 아니다.

건화는 과거 동티모르에서 상수도와 도로 등 인프라 엔지니어링 사업에 참여했다. 건화가 공개한 해외사업 현황에도 동티모르 사업 수행 실적이 포함돼 있다.

과거 딜리 상수도 관련 설계사업에도 건화가 다른 국내 엔지니어링 업체와 함께 참여한 기록이 있다.

그러나 이번 사업은 과거 계약의 단순 재등록이 아니다.

동티모르 국가조달위원회가 2026년 별도의 프로젝트 번호 ‘RT/038/MOP-2026’를 부여해 건화를 낙찰자로 발표한 신규 계약이다.

건설엔지니어링 산업에서 이런 상세설계 사업은 공사금액 자체보다 향후 인프라 건설의 방향을 결정한다는 점에서 의미가 있다.

도로를 건설하기 전에 노선과 구조물을 설계하고, 댐이나 상수도 시설을 짓기 전에 수원과 시설의 구조를 결정하는 것이 엔지니어링사의 역할이다.

대형 건설사의 해외 EPC 수주에 비해 상대적으로 눈에 잘 띄지 않지만, 실제 인프라가 만들어지기 전 ‘어떻게 지을 것인가’를 먼저 결정하는 시장이다.

동티모르 수도의 핵심 수원인 코모로강에 들어설 새로운 취수시설의 밑그림을 한국 엔지니어링 기업이 그리게 된 셈이다.

Building on Experience in Timor-Leste — Designing the Next Water Infrastructure

Timor-Leste is not an entirely new market for Kunhwa.

The Korean engineering company has previously participated in water supply, road and other infrastructure projects in the country, and Timor-Leste is included in Kunhwa's published record of overseas projects.

Kunhwa also participated alongside another Korean engineering company in an earlier water-related design project in Dili.

The latest contract, however, is not simply a re-registration of that previous work.

Timor-Leste's National Procurement Commission assigned a separate 2026 project number, RT/038/MOP-2026, and officially announced Kunhwa as the winning consultant.

In the engineering industry, detailed design contracts can have significance beyond their relatively modest contract values because they help determine how future infrastructure will actually be built.

Before roads are constructed, engineers determine routes and structures. Before water facilities are built, engineers establish the technical design of the facilities and their relationship with water resources.

Such contracts often attract less attention than multibillion-dollar overseas EPC orders won by major construction companies, but they occupy an important position at the front end of infrastructure development.

In this case, a Korean engineering company will help draw the blueprint for new water intake infrastructure in the Comoro River Basin, one of the key water resources serving Timor-Leste's capital.
