[미디어펜=편집국]독일 폭스바겐 오스나브뤼크 공장에서는 지금 자동차가 만들어지고 있다. 하지만 몇 년 뒤 이 공장에서 만들어지는 제품은 자동차가 아닐 가능성이 커졌다.
이스라엘 방산업체 라파엘이 개발한 방공체계와 관련된 시스템·부품이 생산될 수 있기 때문이다.
폭스바겐은 7일 이스라엘계 투자회사 아우렐리우스 캐피털과 독일 니더작센주가 오스나브뤼크 공장을 인수해 안보·방산 생산거점으로 전환하는 내용의 의향서에 서명했다고 밝혔다. 공장에서는 2027년 자동차 생산이 종료될 예정이다.
첫번째 '앵커 프로젝트'는 라파엘과의 협력이다. 라파엘은 아이언돔, 다비드슬링 등 이스라엘을 대표하는 방공·미사일방어 체계를 개발한 업체다.
계획대로라면 오스나브뤼크에서는 독일과 유럽 시장을 겨냥한 방공 시스템과 관련 부품이 생산될 수 있다.
자동차가 사라진 자리를 방공체계가 채우는 것이다.
그런데 이 장면을 단순히 폭스바겐 공장 하나의 변신으로 보면 중요한 흐름을 놓치게 된다.
유럽에서는 지금 자동차와 철도 등 민수 제조업의 공장·기술·인력이 방위산업으로 이동하는 산업 대전환이 시작되고 있다.
배경에는 서로 반대 방향으로 움직이는 두 산업이 있다.
중국 자동차의 공세와 수요 부진으로 생산능력이 남기 시작한 유럽 자동차 산업과 러시아의 우크라이나 침공 이후 생산능력이 절대적으로 부족해진 유럽 방위산업이다.
한쪽에는 공장이 남고 다른 한쪽에는 공장이 부족하다. 유럽은 이제 이 두 문제를 하나로 해결하려 하고 있다.

Cars are still rolling off the production lines at Volkswagen's Osnabrück plant in Germany.
A few years from now, however, the factory may be producing something very different.
The site could eventually manufacture systems and components related to air-defense technologies developed by Israeli defense company Rafael Advanced Defense Systems.
Volkswagen said on Sept. 7 that Israeli-linked investment firm Aurelius Capital and the German state of Lower Saxony had signed a letter of intent to take over the Osnabrück plant and transform it into a production hub for security and defense projects. Vehicle production at the factory is scheduled to end in 2027.
The first potential anchor project involves cooperation with Rafael, the Israeli defense company behind major air- and missile-defense systems including Iron Dome and David's Sling.
If the plan proceeds, the Osnabrück site could eventually manufacture air-defense systems and related components for Germany and the wider European market.
In other words, air-defense production could replace automobile production.
But viewing the development simply as the transformation of a single Volkswagen factory would miss the larger shift underway.
Across Europe, factories, technologies and skilled workers built up by civilian industries such as automotive and rail are increasingly being redirected toward defense production.
Behind this shift are two industries moving in opposite directions.
Europe's automotive sector is grappling with excess capacity amid weak demand and growing pressure from Chinese carmakers, while Europe's defense industry is struggling with insufficient production capacity following Russia's invasion of Ukraine.
One industry has factories to spare. The other urgently needs them.
Europe is increasingly trying to solve both problems at once.

폭스바겐 오스나브뤼크 공장은 약 1800명이 근무하는 생산기지다.
하지만 유럽 자동차 시장의 부진과 높은 생산비용, 중국 업체와의 경쟁이 겹치면서 폭스바겐은 2027년 이 공장의 자동차 생산을 끝내기로 했다.
폭스바겐의 고민은 오스나브뤼크 하나로 끝나지 않는다. 회사는 최근 대대적인 구조조정에 들어갔다. 유럽의 자동차 생산능력이 수요보다 50만대 이상 많다고 보고, 독일 생산체계 전반의 비용과 생산능력을 줄이는 작업을 진행하고 있다.
여기에 중국 자동차가 유럽 시장을 빠르게 파고들고 있다. 비야디·상하이자동차·지리·체리 등 중국 업체들이 전기차뿐 아니라 하이브리드까지 앞세워 유럽 판매를 확대하면서 폭스바겐을 비롯한 기존 유럽 자동차 업체들은 가격과 생산비용 양쪽에서 압박받고 있다.
그런데 유럽에는 정반대의 산업도 있다. 방산이다.
독일을 비롯한 유럽 각국이 국방비를 대폭 늘리면서 전차·장갑차·탄약·방공체계 생산능력이 부족해졌다.
폭스바겐 오스나브뤼크 공장의 변신은 바로 이 두 흐름이 만나는 지점이다.
아우렐리우스와 니더작센주는 공장을 인수해 안보·방산 분야의 생산거점으로 만들고 라파엘을 첫 핵심 파트너로 끌어들일 계획이다.
자동차 생산라인을 그대로 방공체계 생산라인으로 바꿀 수 있는 것은 아니다. 설비 교체와 인증, 보안체계 구축 등 상당한 투자가 필요하다.
그럼에도 자동차 공장에는 방산업체가 새로 공장을 지을 때 돈으로 쉽게 살 수 없는 자산이 있다.
정밀가공 기술과 품질관리 시스템, 숙련된 생산인력, 공급망 그리고 대량생산 경험이다.
현재 약 1800명인 근로자 가운데 약 1400명의 일자리를 유지하는 방안도 추진되고 있다.
또다른 프로젝트로는 폭스바겐의 아마록 픽업트럭을 군용 차량으로 개조하는 방안도 검토되고 있다.
결국 자동차 공장을 방산공장으로 전환한다는 것은 건물 하나를 재활용하는 문제가 아니다.
유럽 자동차 산업이 수십 년 동안 축적한 '대량생산 능력' 자체를 방위산업으로 옮기는 작업이다.

Volkswagen's Osnabrück plant employs around 1,800 people.
But amid weak European auto demand, high production costs and intensifying competition from Chinese manufacturers, Volkswagen plans to end vehicle production at the site in 2027.
The problem extends well beyond Osnabrück.
Volkswagen has embarked on a broad restructuring of its German manufacturing operations. The company has estimated that its European vehicle production capacity exceeds demand by more than 500,000 vehicles, prompting efforts to reduce costs and excess capacity.
At the same time, Chinese automakers are rapidly expanding across Europe.
Companies including BYD, SAIC, Geely and Chery are increasing sales not only of electric vehicles but also hybrids, putting established European manufacturers such as Volkswagen under growing pressure on both pricing and production costs.
Yet another European industry faces exactly the opposite problem. Defense. As Germany and other European countries sharply increase military spending, production capacity for tanks, armored vehicles, ammunition and air-defense systems has become increasingly constrained.
The proposed transformation of Volkswagen's Osnabrück plant sits precisely at the intersection of these two trends.
Aurelius and the state of Lower Saxony plan to turn the site into a manufacturing hub for security and defense projects, with Rafael expected to become an initial anchor partner.
An automotive assembly line cannot simply be converted overnight into a defense production line. New equipment, certifications and security infrastructure will require significant investment.
Even so, automotive factories possess assets that defense companies cannot easily replicate by simply building a new facility.
They include precision manufacturing expertise, quality-control systems, skilled workers, established supplier networks and decades of mass-production experience.
The plan also seeks to preserve around 1,400 of the site's roughly 1,800 jobs.
Another project under consideration involves converting Volkswagen's Amarok pickup truck for military use.
Transforming an automotive factory into a defense facility, therefore, is about far more than reusing a building.
It is about transferring Europe's decades-old mass-manufacturing capabilities from the automotive industry into defense.

폭스바겐만 움직이는 것도 아니다. 유럽 최대 방산업체 가운데 하나인 라인메탈은 독일 베를린과 노이스에 있는 자동차부품 공장 2곳을 방산 중심의 하이브리드 공장으로 전환하는 작업을 추진하고 있다.
기존 자동차 생산 일부를 유지하면서 방산 부문에서 필요한 보호·기계 부품 등을 함께 생산하는 방식이다.
흥미로운 점은 라인메탈 자체가 원래 자동차 부품사업을 크게 갖고 있다는 사실이다.
방산 부문은 빠르게 성장하지만 자동차 사업은 독일 자동차 산업 침체의 영향을 받고 있다. 회사 입장에서는 자동차 사업의 생산능력을 성장하는 방산사업으로 옮길 이유가 충분하다.
전차·장갑차 업체 KNDS도 비슷한 방향으로 움직인다. KNDS는 프랑스 철도업체 알스톰의 독일 괴를리츠 공장을 넘겨받아 군용장비 생산능력을 확대하는 작업을 추진해왔다.
최근에는 자동차부품 업체 드렉슬마이어와 손잡고 복서 장갑차 생산까지 확대하고 있다.
드렉슬마이어가 자동차 산업에서 수십 년 동안 축적한 대량생산·공정관리 기술을 방산 생산에 투입하는 방식이다.
KNDS는 이를 통해 2030년까지 복서 생산량을 현재 계획 대비 크게 확대한다는 목표를 세웠다.
공장뿐만 아니라 사람도 이동한다. 독일 방산전자업체 헨솔트는 자동차 부품업체 보쉬와 콘티넨탈 등 자동차 산업에서 숙련 인력을 끌어들이고 있다.
과거 유럽 제조업의 핵심 인력들이 자동차 산업으로 몰렸다면 이제는 방산업체가 자동차업계의 엔지니어와 생산인력을 흡수하는 것이다.
이것은 우연한 현상이 아니다. 유럽의 문제는 돈이 없어서 무기를 만들지 못하는 것이 아니라, 돈을 써도 당장 무기를 대량으로 만들어낼 공장과 공급망이 부족하다는 것이다.
전차와 미사일, 탄약 생산공장을 새로 짓고 숙련 인력을 교육하려면 수년이 필요하다.
반면 유럽 자동차 산업에는 이미 공장과 엔지니어, 정밀가공 기술, 품질관리 시스템, 공급업체 네트워크가 존재한다.
그래서 유럽의 재무장은 새로운 방산공장을 짓는 것만으로 진행되지 않는다.
자동차와 철도 등 기존 제조업의 생산능력을 방산으로 전환하는 방식으로 빨라지고 있다.
Rheinmetall and KNDS join the shift: Europe's defense conversion accelerates
Volkswagen is far from alone. Rheinmetall, one of Europe's largest defense companies, has been working to repurpose two automotive-component plants in Berlin and Neuss into hybrid facilities with a greater focus on defense production.
The strategy is to retain some automotive manufacturing while adding components required by the defense business.
The shift is particularly noteworthy because Rheinmetall itself has long maintained a substantial automotive-components operation.
Its defense business is expanding rapidly, while its automotive operations have been exposed to the downturn in Germany's car industry. Redirecting manufacturing capacity toward the faster-growing defense sector therefore has a clear industrial rationale.
Tank and armored-vehicle manufacturer KNDS is moving in a similar direction.
KNDS has been working to take over Alstom's Görlitz rail-manufacturing site in Germany as part of efforts to expand military production capacity.
More recently, it has partnered with automotive supplier DRÄXLMAIER to increase production of Boxer armored vehicles.
The arrangement brings decades of automotive mass-production and process-management expertise into defense manufacturing.
KNDS aims to substantially increase Boxer production capacity by 2030 through these efforts.
Factories are not the only assets changing industries.
German defense-electronics company Hensoldt has been recruiting skilled workers from automotive suppliers including Bosch and Continental.
For decades, Europe's manufacturing talent gravitated toward the automotive industry. Now defense companies are increasingly absorbing automotive engineers and production specialists.
This is not happening by accident. Europe's fundamental defense problem is no longer simply a lack of money. Even when governments are prepared to spend, the continent lacks enough factories, supply chains and skilled workers to rapidly produce weapons at scale.
Building new tank, missile and ammunition factories and training workers can take years.
Europe's automotive sector, by contrast, already possesses factories, engineers, precision-manufacturing expertise, quality-control systems and extensive supplier networks.
Europe's rearmament is therefore not proceeding solely through the construction of new defense plants.
It is accelerating through the conversion of existing automotive, rail and other civilian manufacturing capacity into defense production.
▲K-방산도 '한국서 만들어 수출'만으론 부족해진다
이 변화는 한국 방산업체에도 중요한 의미가 있다. 지난 몇 년간 K-방산의 가장 강력한 무기는 빠른 납기였다.
한국에 이미 구축된 생산라인에서 K9 자주포와 K2 전차, 천무 다연장로켓 등을 빠르게 생산해 유럽에 공급할 수 있었기 때문이다.
하지만 유럽의 전략은 달라지고 있다. 단순히 무기를 사는 것에서 벗어나 무기를 유럽 안에서 생산하고 기술과 공급망까지 확보하는 방향으로 움직이고 있다.
폴란드가 대표적이다. 로이터에 따르면 폴란드가 자국 기업과 중부유럽 기업에서 조달한 방산 규모는 2022년 이후 크게 증가해 지난해 304억즈워티(약 81억5000만달러)에 달했다.
폴란드 정부가 강조하는 것은 단순한 가격이나 성능이 아니다. 폴란드군이 사용하는 장비를 폴란드에서 생산하는 것 자체가 중요한 산업·안보 전략으로 자리 잡고 있다.
현대로템의 K2도 이미 이 방향으로 움직이고 있다. 폴란드와 체결한 K2 2차 계약 물량 180대 가운데 64대는 폴란드형 K2PL로 현지 생산될 예정이다.
한화에어로스페이스도 완제품 수출에서 벗어나 폴란드·루마니아 등을 중심으로 유럽 생산체계를 확대하는 전략을 추진하고 있다.
이런 상황에서 폭스바겐·라인메탈·KNDS의 움직임은 K-방산에 중요한 메시지를 던진다.
앞으로 유럽 방산시장의 경쟁력은 단순히 '누가 더 좋은 무기를 만드느냐'만으로 결정되지 않을 가능성이 크다.
'누가 유럽의 공장을 사용하고, 유럽인을 고용하고, 유럽 공급망 안에서 무기를 만들 수 있느냐'가 새로운 경쟁력이 되고 있다.
한국에서 만들어 빨리 보내는 전략은 여전히 강력하다. 그러나 유럽 각국이 국방비를 늘리는 동시에 '유럽에서 만든 무기'를 요구하기 시작하면 생산 현지화·기술이전·합작법인·현지 고용까지 하나의 패키지가 된다.
아이러니하게도 이 과정에서 K-방산의 새로운 경쟁자는 독일의 전통 방산업체만이 아닐 수 있다.
중국차 공세와 수요 부진으로 자동차 생산능력이 남는 폭스바겐 공장과 자동차 부품업체의 생산라인까지 유럽 방위산업의 새로운 경쟁력이 되고 있기 때문이다.
유럽 제조업의 지도가 다시 그려지고 있다.
자동차를 만들던 공장에서 방공체계가 만들어지고, 철도차량을 만들던 공장이 군용장비 생산기지로 바뀌며, 자동차 엔지니어가 방산기업으로 이동한다.
과거 유럽 제조업을 대표했던 단어가 '자동차'였다면 앞으로 그 자리에 '방산'이 훨씬 큰 비중으로 들어올 가능성이 있다.
그리고 K-방산이 유럽에서 맞닥뜨릴 다음 경쟁은 한국에서 얼마나 빨리 만들어 보내느냐가 아니라, 유럽 제조업의 한복판에 얼마나 깊숙이 들어갈 수 있느냐의 싸움이 될 가능성이 커지고 있다.
K-defense can no longer rely solely on 'Made in Korea, shipped to Europe'
This transformation carries important implications for South Korean defense companies.
One of the biggest competitive advantages of K-defense in recent years has been speed.
Because South Korea already had established production lines, companies could rapidly manufacture and deliver systems such as K9 self-propelled howitzers, K2 tanks and Chunmoo multiple-launch rocket systems to European customers.
But Europe's strategy is changing.
European governments are moving beyond simply purchasing weapons toward producing them inside Europe while securing technology, supply chains and local industrial capacity.
Poland is a leading example.
According to Reuters, Polish defense procurement from domestic and Central European companies has risen sharply since 2022, reaching 30.4 billion zlotys, or about $8.15 billion, last year.
What Poland increasingly emphasizes is not simply price or performance.
Producing equipment used by the Polish military inside Poland itself has become an important industrial and national-security objective.
Hyundai Rotem's K2 program is already moving in this direction.
Of the 180 tanks covered by the second K2 contract with Poland, 64 are scheduled to be locally produced as the Polish-configured K2PL.
Hanwha Aerospace is likewise moving beyond finished-product exports and pursuing a broader European production footprint centered on markets including Poland and Romania.
Against this backdrop, the moves by Volkswagen, Rheinmetall and KNDS send an important message to Korean defense companies.
Future competitiveness in Europe's defense market may no longer be determined simply by who builds the best weapon.
Increasingly, the decisive question could become who can use European factories, employ European workers and manufacture weapons inside European supply chains.
South Korea's ability to manufacture equipment quickly at home and ship it abroad remains a powerful advantage.
But as European governments increase defense spending while demanding more "Made in Europe" production, local manufacturing, technology transfer, joint ventures and local employment are increasingly becoming part of a single procurement package.
Ironically, this means the next competitors facing K-defense in Europe may not be limited to traditional German or European defense contractors.
Volkswagen factories and automotive supplier production lines left with excess capacity amid weak demand and intensifying Chinese competition could themselves become new assets for Europe's defense industry.
The map of European manufacturing is being redrawn.
Factories that once produced cars are preparing to manufacture air-defense systems. Rail-production sites are being repurposed for military equipment, while automotive engineers are moving into defense companies.
If the automobile defined European manufacturing for much of the past century, defense may occupy a much larger place in its next chapter.
For K-defense, the next battle in Europe may therefore be less about how quickly weapons can be manufactured in Korea and shipped overseas—and more about how deeply Korean companies can embed themselves inside Europe's manufacturing base.
