[미르의 글로벌 레이더]컨텍, 카자흐 ‘위성 생산허브’ 추진…지상국 넘어 현지 제조·중동·유럽 수출

[미디어펜=편집국]국내 우주기업 컨텍(CONTEC)이 카자흐스탄에서 위성과 위성부품을 공동 생산하는 방안을 추진한다. 기존 위성 지상국 사업을 넘어 현지 제조기반을 구축하고 중앙아시아와 중동, 유럽시장까지 겨냥하는 ‘위성 생산허브’ 구상이다.

특히 컨텍은 카자흐스탄 현지법인 설립도 추진하고 있어 사업이 구체화될 경우 카자흐스탄이 컨텍의 중앙아시아 우주사업 거점으로 부상할 가능성이 있다.

16일 카자흐스탄 정부와 국영통신 카즈인폼에 따르면 자슬란 마디예프 카자흐스탄 부총리 겸 인공지능·디지털개발부 장관은 최근 서울에 있는 컨텍스페이스그룹의 위성 조립·시험시설을 방문해 이성희 회장과 기술·투자 협력방안을 논의했다.

양측이 협의한 사업 범위는 기존 지상국 협력을 크게 넘어선다.

컨텍의 카자흐스탄 국영 우주기업 갈람 프로젝트 투자와 위성 및 위성부품 공동생산, 지상국 네트워크 확대 등이 논의됐다.

특히 카자흐스탄에 위성부품 생산허브를 구축해 중앙아시아뿐 아니라 중동과 유럽시장으로 제품을 공급하는 방안이 유망 프로젝트로 검토되고 있다. 대형 지상 안테나 시스템의 현지생산도 협력 대상에 포함됐다.

다만 현재 생산공장 건설이나 투자 규모, 지분구조 등이 확정된 것은 아니다. 카자흐스탄 정부 역시 관련 사업을 ‘논의·검토’ 단계로 설명하고 있다.

South Korean space company CONTEC is exploring joint production of satellites and satellite components in Kazakhstan, potentially expanding its business beyond ground station services into local space manufacturing.

The plan includes the establishment of a manufacturing hub in Kazakhstan that could supply satellite components to Central Asia, the Middle East and Europe.

According to the Kazakh government and state-run Qazinform, Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev recently visited CONTEC Space Group's satellite assembly and testing facility in Seoul and held talks with Chairman Lee Sung-hee.

The two sides discussed potential investment by CONTEC in Kazakhstan's Ghalam project, joint production of satellites and components, and expansion of ground station networks.

Localization of large-scale ground antenna systems is also under consideration.

However, no final decision has been announced regarding construction of a manufacturing plant, investment size or ownership structure.

컨텍은 이미 카자흐스탄에서 우주사업을 진행하고 있다. 지금까지의 중심축은 위성 지상국이었다.

컨텍은 카자흐스탄 정부출연기관을 대상으로 지상국 구축 프로젝트를 수주하는 등 현지 사업 기반을 확대해왔다.

이번 협의가 주목되는 이유는 사업영역이 지상에서 우주 제조 분야로 확장될 가능성이 처음으로 구체화됐기 때문이다.

카자흐 정부 발표에 따르면 양측은 위성 자체와 위성부품을 공동 생산하는 방안을 논의했다. 특히 카자흐스탄에 위성부품 생산허브를 조성해 현지 수요에 대응하는 데 그치지 않고 해외시장까지 공급하는 구상이 포함됐다.

수출 대상지역도 구체적으로 제시됐다.

중앙아시아에서 시작해 중동과 유럽까지 공급망을 확대한다는 계획이다.

컨텍 입장에서는 카자흐스탄을 단순 프로젝트 수주 시장이 아니라 생산·수출 거점으로 활용할 가능성이 열리는 셈이다.

The latest discussions are significant because they could expand the company's role from ground infrastructure into satellite manufacturing.

According to the Kazakh government, the two sides discussed joint production of satellites and satellite components.

One of the key proposals is to establish a satellite component manufacturing hub in Kazakhstan that would serve not only the domestic market but also export destinations across Central Asia, the Middle East and Europe.

If implemented, the strategy could transform Kazakhstan from a project market for CONTEC into a regional manufacturing and export base.

사업 범위는 위성 조립에 그치지 않는다.

카자흐스탄 정부에 따르면 컨텍은 카자흐 국영 우주기업 갈람 관련 프로젝트에 투자하는 방안을 검토하고 있다.

갈람은 카자흐스탄의 위성 제조·우주기술 역량 확대에서 중요한 역할을 담당하는 기업이다.

양측은 대형 지상 안테나 시스템을 카자흐스탄에서 현지 생산하는 방안도 검토했다.

컨텍이 이미 강점을 가진 지상국 네트워크와 위성 제조, 부품 생산, 지상 안테나를 하나의 밸류체인으로 연결할 수 있다는 의미다.

여기에 인공지능(AI)을 활용한 위성영상 처리도 새로운 협력 분야로 제시됐다.

AI를 이용해 지구관측 위성 데이터를 분석하고 이를 농업·재난·도시관리 등 실제 산업과 공공서비스에 활용하는 사업으로 확장하겠다는 것이다.

컨텍스페이스그룹은 컨텍과 아시아퍼시픽새틀라이트, 텍사스스페이스커뮤니케이션 등을 거느리고 있다.

카자흐 정부에 따르면 그룹은 한국 정부 위성에 탑재되는 온보드 컴퓨터를 공급하고 있으며 칠레·미국·남아프리카공화국·호주 등을 포함해 전 세계 17개 지상국을 운영하고 있다.

The proposed cooperation extends beyond satellite assembly.

CONTEC is considering investment in projects involving Kazakhstan's Ghalam space company, while the two sides are also exploring local production of large-scale ground antenna systems.

This could connect several parts of CONTEC's space value chain, including satellite manufacturing, component production, ground station networks and antenna systems.

Artificial intelligence is another area under discussion.

The partners are exploring AI-powered satellite imagery processing to expand the practical use of Earth observation data.

CONTEC Space Group includes CONTEC, Asia Pacific Satellite and Texas Space Communication. According to the Kazakh government, the group supplies onboard computers for South Korean government satellites and operates 17 ground stations worldwide.

이번 협의에서 또 하나 눈에 띄는 것은 컨텍의 카자흐스탄 현지법인 설립이다.

카자흐스탄 정부는 컨텍의 현지 자회사 설립과 구체적인 파트너십 조건 마련이 가까운 시일 내 이뤄질 것으로 예상된다고 밝혔다.

이는 단순한 프로젝트별 수주와는 의미가 다르다.

현지법인이 만들어질 경우 지상국 운영뿐 아니라 위성·부품 생산, 현지 투자, 카자흐 기업과의 공동사업 등을 지속적으로 수행할 사업기반을 확보할 수 있기 때문이다.

특히 카자흐스탄은 중앙아시아 최대 경제국이면서 러시아·중국과 국경을 맞대고 있어 중앙아시아 우주산업의 거점으로 활용할 수 있는 지리적 이점이 있다.

컨텍은 최근 글로벌 지상국 네트워크 확장에도 속도를 내고 있다. 지난 11일에는 프랑스 지상국서비스 기업 스카이노피와 민간 지상국 서비스 상용화 및 국방·우주 인프라 사업 협력을 위한 MOU를 체결했다. 양사는 프랑스 국방 관련 사업과 글로벌 지상국서비스 확대를 추진하기로 했다.

카자흐스탄 생산허브 구상이 현실화되면 컨텍의 사업 구조는 ‘한국 우주기업의 해외 지상국 구축’에서 ‘해외 생산·서비스 거점을 가진 글로벌 우주 인프라 기업’으로 한 단계 확장될 수 있다.

다만 현재는 투자 및 사업구조를 협의하는 단계다. 생산시설 위치와 투자금액, 현지 생산 품목, 갈람과의 협력방식 등 핵심 조건은 아직 공개되지 않았다.

따라서 다음 관전 포인트는 ‘현지법인 설립→갈람 투자→생산시설 및 투자규모 확정’으로 이어지는지 여부다.

Another important development is CONTEC's plan to establish a local subsidiary in Kazakhstan.

The Kazakh government said the establishment of a CONTEC subsidiary and further clarification of partnership parameters are expected in the near future.

A local entity would represent a significant step beyond individual project contracts, potentially providing CONTEC with a permanent platform for ground station operations, satellite and component manufacturing, investment and joint projects with Kazakh partners.

CONTEC has also been expanding its global ground station network. On September 11, the company signed an MOU with French ground station service provider Skynopy to cooperate on commercial ground station services and defense and space infrastructure projects.

If the Kazakhstan manufacturing hub moves forward, CONTEC could expand from an overseas ground station operator into a global space infrastructure company with both manufacturing and service bases abroad.

The project nevertheless remains at the discussion stage. Key details including the location of manufacturing facilities, investment size, products to be localized and the structure of cooperation with Ghalam have not yet been disclosed.

The next key milestones will be the establishment of the Kazakhstan subsidiary, investment arrangements with Ghalam and disclosure of the scale and location of local manufacturing facilities.
