[미디어펜=편집국]한화그룹이 미국 필라델피아 한화 필리조선소의 생산능력 확대를 위해 조선소 내 사무기능을 외부로 옮기고 선박 건조 공간을 추가로 확보하는 작업에 나섰다.
도크와 크레인 등 대규모 생산설비 증설에 앞서 현재 조선소가 사용하는 공간부터 생산 중심으로 재배치하는 것이다. 한화가 발표한 50억달러 규모의 필리조선소 투자계획이 현장의 구체적인 공간 재편으로 이어지고 있다는 점에서 주목된다.
16일(현지시간) 필라델피아 비즈니스 저널에 따르면 한화 필리조선소는 필라델피아 네이비야드(Navy Yard)의 201 라우스 블러바드(201 Rouse Blvd.)에 새로운 사무공간을 임차했다.
임차 규모는 6만4380제곱피트로 약 5980㎡에 달한다. 특히 이번 임차의 목적은 단순히 사무공간을 늘리는 데 그치지 않는다. 현지 매체는 한화가 사무공간을 추가로 확보하는 동시에 기존 워터프런트 부지를 건조와 생산 목적으로 더 활용할 수 있게 된다고 전했다.

Hanwha Group is reorganizing space at Hanwha Philly Shipyard in Philadelphia as part of its effort to expand shipbuilding capacity, moving office functions away from valuable waterfront areas to free up more room for construction and production.
The move suggests that Hanwha's $5 billion investment plan for the U.S. shipyard is beginning to translate into concrete changes on the ground, starting with a reallocation of existing space before larger infrastructure expansion takes place.
According to the Philadelphia Business Journal on Sept. 16, Hanwha Philly Shipyard has leased new office space at 201 Rouse Blvd. in Philadelphia's Navy Yard.
The lease covers 64,380 square feet, or approximately 5,980 square meters. More importantly, the transaction is not simply an expansion of office space. The local publication reported that the lease will allow Hanwha to free up more of its waterfront footprint for ship construction and production.

이번 조치의 핵심은 한정된 조선소 공간을 생산시설 중심으로 다시 배치하는 데 있다.
조선소에서 워터프런트는 일반 제조공장의 부지와 성격이 다르다. 선박 블록을 조립하고 완성된 선박을 진수하려면 도크와 안벽에 인접한 공간이 필요하다. 바다와 붙어 있는 생산부지는 사실상 추가로 만들어내기 어려운 핵심 자산인 셈이다.
따라서 사무기능을 조선소 핵심 생산구역에서 외부 건물로 옮기면 기존 공간을 블록 제작이나 조립, 자재 적치, 생산지원 등 선박 건조에 직접 필요한 용도로 전환할 여지가 생긴다.
한화는 이미 필리조선소의 공간 활용도를 높이는 작업을 진행해 왔다.
지난해 말 공개된 현장 상황을 보면 약 1만2000㎡ 규모의 비생산 구역을 대형 블록 제작 공간으로 바꾸고, 약 1만8000㎡의 유휴부지를 블록 및 자재 적치 공간으로 활용하는 등 생산 병목을 줄이는 작업을 진행했다.
이번 사무공간 추가 확보는 이런 생산공간 재편 작업이 조선소 내부를 넘어 네이비야드 주변으로 확대되고 있음을 보여준다.
Moving offices out, turning waterfront space into shipbuilding space
The key point of the latest move is the reallocation of limited shipyard real estate toward production.
Waterfront property at a shipyard is fundamentally different from ordinary industrial land. Ship blocks must be assembled near docks and quays, while completed vessels require direct access to the water for launching and outfitting. This makes waterfront production space one of the shipyard's most valuable and difficult-to-replace assets.
By relocating office functions away from core production areas, Hanwha can potentially convert existing space into areas used for block fabrication, assembly, material storage and other shipbuilding operations.
Hanwha has already been working to improve space utilization at the Philadelphia facility.
Previously disclosed changes included converting approximately 12,000 square meters of non-production space into an outdoor large-block fabrication area and securing about 18,000 square meters of unused land for block and material storage.
The latest office lease indicates that this reorganization is now extending beyond the existing shipyard footprint into other parts of the Navy Yard.

한화가 공간 확보에 속도를 내는 배경에는 필리조선소의 생산능력을 대폭 끌어올리려는 계획이 있다.
한화는 지난해 필리조선소에 50억달러를 투자해 생산시설을 확대하고 첨단 조선기술을 적용하겠다는 계획을 발표했다.
현재 연간 2척에도 미치지 못하는 생산능력을 장기적으로 최대 20척 수준까지 확대한다는 목표다. 한화는 이를 위해 도크와 안벽 등 생산 인프라 확대와 자동화·디지털 조선기술 도입, 숙련인력 확충 등을 추진하고 있다.
필라델피아시도 한화의 투자를 지역 제조업 재건 프로젝트 가운데 하나로 보고 있다. 시 당국은 한화의 필리조선소 확대가 향후 5년간 7000개 이상의 일자리 창출로 이어질 것으로 기대하고 있다.
생산량을 지금보다 10배 이상 늘리려면 단순히 설비만 추가해서는 부족하다. 선박 블록을 만들고 보관하고 이동시키는 공간부터 자재 물류, 사무·설계조직의 배치까지 조선소 전체 동선을 다시 짜야 한다.
이번 6000㎡에 가까운 사무공간 확보를 눈여겨볼 이유도 여기에 있다.
A piece of the $5 billion expansion puzzle
Behind Hanwha's push to secure more space is its plan to dramatically increase production capacity at the Philadelphia shipyard.
Hanwha announced a $5 billion infrastructure investment in the facility last year, aimed at expanding production facilities and introducing advanced shipbuilding technologies.
Its long-term goal is to raise annual output from fewer than two vessels today to as many as 20. To achieve that, Hanwha plans to expand production infrastructure while introducing automation and digital shipbuilding technologies and increasing its skilled workforce.
The City of Philadelphia also views Hanwha's investment as an important manufacturing expansion project and expects the shipyard's growth to create more than 7,000 jobs over the next five years.
Increasing output by more than tenfold requires more than simply installing additional equipment. The entire shipyard must be reorganized, including space for fabricating, storing and moving ship blocks, material logistics and the location of office and engineering functions.
That is why the addition of nearly 6,000 square meters of office space outside the core production area deserves attention.

필리조선소의 공간 재편은 한화의 미국 조선사업 확대 전략과도 맞물려 있다.
한화 필리조선소는 미국 존스법(Jones Act) 적용 상선과 미 해사청의 국가안보다목적선박(NSMV) 등을 건조해 왔다. 올해 들어서는 미국 정부 및 해군 관련 사업으로 영역을 넓히는 움직임도 본격화하고 있다.
한화디펜스USA와 필리조선소는 지난 3월 미국 해군 차세대군수지원함(NGLS) 사업의 개념설계 등에 참여하는 첫 미 해군 하도급 사업을 확보했다.
한화가 필리조선소의 생산량을 최대 20척까지 늘리겠다는 목표를 달성하려면 결국 ‘얼마나 많은 배를 동시에 만들 수 있는 공간을 확보하느냐’가 중요한 변수가 될 수밖에 없다.
이런 측면에서 이번 네이비야드 사무공간 임차는 겉으로 보면 부동산 계약에 불과하지만, 그 안을 들여다보면 한화의 미국 조선업 확대 전략이 ‘투자 발표’에서 ‘생산현장 재배치’ 단계로 이동하고 있음을 보여주는 움직임으로 해석할 수 있다.
사무실을 밖으로 빼고 그 자리에 배를 만든다. 한화의 50억달러짜리 필리조선소 확장 프로젝트가 거대한 도크나 크레인보다 먼저 ‘공간 만들기’에서 시작되고 있는 셈이다.
Beyond commercial ships: the value of production space grows
The reorganization of Philly Shipyard also aligns with Hanwha's broader strategy to expand its U.S. shipbuilding business.
Hanwha Philly Shipyard has traditionally built Jones Act commercial vessels and National Security Multi-Mission Vessels for the U.S. Maritime Administration. It has also begun expanding its involvement in U.S. government and naval programs.
In March, Hanwha Defense USA and Hanwha Philly Shipyard secured their first U.S. Navy-related subcontract, participating in concept design work for the Navy's Next Generation Logistics Ship program.
If Hanwha is to achieve its goal of increasing annual production to as many as 20 vessels, one critical question will be how much space it can secure to build multiple ships simultaneously.
Seen from that perspective, the latest Navy Yard lease may look like a routine real-estate transaction. But it also shows how Hanwha's U.S. shipbuilding expansion is moving from investment announcements toward the physical reorganization of the production site.
Move the offices out and use the valuable waterfront space to build ships.
Hanwha's $5 billion transformation of Philly Shipyard is beginning not only with new docks and cranes, but with the basic task of creating more room to build.
