[미르의 글로벌 레이더]삼성물산 vs 한전·두산, 사우디 5억달러 발전사업서 ‘맞대결’

[미디어펜=편집국]삼성물산과 한국전력·두산에너빌리티가 사우디아라비아의 대형 열병합발전 사업을 놓고 서로 다른 컨소시엄으로 입찰 경쟁을 벌이는 것으로 확인됐다.

발주처는 사우디 국영 석유회사 아람코(Saudi Aramco)와 미국 다우(Dow)의 합작회사인 사다라 케미컬(Sadara Chemical)이다.

28일 중동 경제전문매체 MEED에 따르면 사다라가 추진하는 독립형 증기·발전사업(ISPP)에 최소 3개 컨소시엄이 지난 8월 말 입찰서를 제출했다. MEED는 전체 사업비를 약 5억달러로 추산했다.

특히 한국 기업들이 서로 다른 진영으로 나뉘어 경쟁한다는 점이 눈길을 끈다.
삼성물산은 아랍에미리트(UAE) 아부다비국영에너지회사 TAQA와 한 팀을 구성했다. 반대편에서는 사우디 ACWA Power와 한국전력, 두산에너빌리티가 손잡았다.

여기에 사우디 알조마이 에너지앤워터(Al-Jomaih Energy & Water)와 알바와니(Albawani), 중국 SEPCO3로 구성된 컨소시엄도 입찰에 참여했다.

사우디의 대형 산업용 에너지 프로젝트를 놓고 삼성물산과 한전·두산에너빌리티가 각각 다른 중동 에너지기업과 손잡고 경쟁하는 구도가 만들어진 셈이다.

Samsung C&T and a team comprising Korea Electric Power Corporation and Doosan Enerbility are competing through separate consortiums for a major cogeneration project in Saudi Arabia.

The client is Sadara Chemical, a downstream joint venture between Saudi Aramco and U.S.-based Dow.

According to Middle East business publication MEED, at least three consortiums submitted bids at the end of August for the independent steam and power plant project.

MEED estimates the project value at around $500 million.

Samsung C&T has teamed up with Abu Dhabi National Energy Company, or TAQA, while KEPCO and Doosan Enerbility are participating alongside Saudi Arabia's ACWA Power.

A third consortium comprises Al-Jomaih Energy & Water, Albawani and China's SEPCO3.

▲450MW 전력에 시간당 최대 700톤 증기

이번 프로젝트는 일반 발전소와는 성격이 다르다. 전기를 생산하는 동시에 대규모 석유화학공장이 사용하는 증기까지 공급하는 열병합발전 사업이다.

MEED에 따르면 계획된 발전용량은 400~450MW이며 증기 생산능력은 시간당 550~700톤이다. 사업 범위에는 발전소와 변전소, 해수 취수시설, 스위치야드 및 관련 전력설비가 포함된다.

가스터빈과 배압식 증기터빈(back-pressure steam turbine), 증기 생산시설도 들어선다.

전력과 증기를 공급받을 사다라 석유화학단지는 사우디 동부 주베일에 자리 잡고 있다.

사다라는 아람코와 다우가 공동 개발한 초대형 석유화학단지다. 약 200억달러가 투입됐으며 2016년 첫 생산시설 가동을 시작해 2017년 전체 단지가 운영에 들어갔다. 연간 300만톤 이상의 화학제품과 고기능성 플라스틱 생산능력을 갖추고 있다.

사다라는 앞서 2024년 이 발전사업의 잠재 사업자를 대상으로 사전적격심사를 진행했고 이후 제안요청서(RFP)를 발행했다. 이번 입찰서 제출로 사업이 실제 사업자 선정 경쟁 단계에 들어간 것이다.

Up to 450 MW of Power and 700 Tonnes of Steam Per Hour

The Sadara project is different from a conventional power station.

It is designed to supply both electricity and large volumes of process steam to the petrochemical complex.

According to MEED, the planned facility will have 400 MW to 450 MW of generating capacity and will produce between 550 and 700 tonnes of steam per hour.

The scope includes the power plant, substations, a seawater intake system, switchyards and associated electrical infrastructure, as well as gas turbines, a back-pressure steam turbine and steam production facilities.

The Sadara petrochemical complex is located in Jubail in eastern Saudi Arabia.

Developed by Saudi Aramco and Dow at a cost of approximately $20 billion, the complex has annual capacity exceeding three million tonnes of chemicals and performance plastics.

▲삼성물산은 TAQA…한전·두산은 ACWA

이번 입찰에서 가장 흥미로운 부분은 한국 기업들의 진영 구성이다.

삼성물산이 손잡은 TAQA는 UAE 아부다비 정부가 지배하는 주요 에너지기업이다.

삼성물산과 TAQA는 사우디 발전시장에서 이미 협력 경험도 갖고 있다.

TAQA와 일본 JERA가 개발하는 사우디 나짐(Najim) 열병합발전소에서 삼성물산이 EPC(설계·조달·시공)를 담당하고 있다. 이 발전소는 아미랄(Amiral) 석유화학단지에 최대 475MW의 전력과 시간당 약 452톤의 증기를 공급하도록 설계됐다.

이번 사다라 사업에서는 삼성물산과 TAQA가 다시 같은 진영에 섰다.

반대편의 한국전력과 두산에너빌리티도 사우디 발전시장에서 사업 경험을 축적하고 있다.

두산에너빌리티는 지난 6월 한전이 사업개발을 주도하는 사우디 자푸라 2단계 열병합발전소의 EPC 계약을 약 8400억원에 체결했다.

자푸라 2단계 발전소는 약 330MW의 전력과 시간당 465톤의 증기를 생산하도록 설계됐다. 두산에너빌리티는 설계부터 기자재 공급, 설치, 시운전까지 수행한다.

따라서 이번 사다라 입찰은 한국 기업들의 사우디 발전시장 첫 도전이 아니다.

현지 대형 발전사업에서 실적을 쌓은 한국 기업들이 이번에는 각각 다른 글로벌 에너지기업과 손잡고 같은 프로젝트를 놓고 경쟁하고 있다는 데 의미가 있다.

Samsung C&T With TAQA, KEPCO and Doosan With ACWA Power

The composition of the competing consortiums is particularly notable.

Samsung C&T has teamed up with TAQA, a major Abu Dhabi energy company.

The two already have experience working together in Saudi Arabia.

Samsung C&T is serving as the EPC contractor for the Najim cogeneration facility being developed by TAQA and Japan's JERA to supply the Amiral petrochemical complex.

The plant is designed to provide up to 475 MW of electricity and approximately 452 tonnes of steam per hour.

KEPCO and Doosan Enerbility also have extensive experience in the Saudi power market.

In June, Doosan Enerbility signed an EPC contract worth approximately KRW 840 billion for the second phase of the Jafurah cogeneration plant, a project led by KEPCO.

The latest Sadara tender therefore brings experienced Korean players into direct competition through separate international consortiums.

▲‘수주’ 아닌 입찰 경쟁…다음 관문은 사업자 선정

현재 가장 주의해야 할 대목은 사업 단계다. 삼성물산이나 한전·두산에너빌리티 가운데 어느 쪽도 아직 사업을 수주한 것으로 확인되지 않았다.

MEED가 확인한 것은 최소 3개 컨소시엄이 지난 8월 말 입찰서를 제출했다는 사실이다. 현재 공개적으로 확인되는 자료에서는 최종 사업자 선정이나 본계약 체결이 확인되지 않는다.

따라서 이번 사업의 다음 관전 포인트는 사업자 선정 과정이다.

삼성물산은 TAQA와, 한전·두산에너빌리티는 ACWA Power와 각각 진영을 꾸렸다. 중국 SEPCO3가 포함된 사우디 컨소시엄도 경쟁하고 있다.

한국 기업 입장에서는 어느 진영이 사업권을 따내느냐에 따라 후속 EPC와 발전 기자재 공급까지 사업 기회가 구체화될 가능성이 있다. 다만 현재 공개된 자료만으로 각 컨소시엄의 수주 가능성이나 향후 EPC 역할을 단정할 수는 없다.

사우디 산업용 발전시장에서 이미 여러 프로젝트를 수행해온 한국 기업들이 이번에는 같은 사업을 놓고 서로 다른 진영에서 맞붙었다.

약 5억달러로 추산되는 사다라 발전사업의 최종 사업자가 누가 될지 주목되는 이유다.

Still a Tender, Not an Award

The project remains at the bidding stage.

Neither Samsung C&T nor the KEPCO-Doosan team has been confirmed as the winner.

MEED reported that at least three consortiums submitted bids at the end of August, while no final developer or contract award has been publicly confirmed.

The next key development will therefore be the selection of the project developer.

Samsung C&T is aligned with TAQA, while KEPCO and Doosan Enerbility are participating with ACWA Power. A third Saudi-Chinese consortium is also competing.

The outcome will determine which consortium advances and how subsequent construction and equipment opportunities develop.

For Korean companies, the Sadara tender is notable because experienced players in Saudi Arabia's power market are now competing for the same project from different sides.
