[Mir’s Money Move] Funding U.S. Chip Expansion Through China: SK hynix’s Investment Dilemma

SK hynix’s proposed U.S. chip expansion has become entangled with restrictions on equipment shipments to its Dalian plant in China. Earnings from the Chinese operation could help finance new American facilities, but U.S. export controls constrain that route.

With Solidigm’s potential IPO also under review no longer, the financing question becomes more pressing: how should the group fund new production capacity while preserving value for existing shareholders?

Why an Existing Chinese Plant Matters to a New U.S. Fab

A semiconductor fab requires sustained spending on construction, equipment and production ramp-up before it generates substantial cash. Existing operations and external financing help bridge that period.

According to Reuters, SK hynix argues that increased production in Dalian could help finance its American expansion. For a global manufacturer, the location of production and the destination of future investment can be different.

Viewed through that lens, the Chinese and American operations form part of one investment system. Stronger cash generation at an existing site can increase the resources available for a new one.

Washington Draws a Line Between Operations and Expansion

U.S. policy distinguishes between maintaining an existing Chinese fab and expanding its capacity or upgrading its technology.

The Bureau of Industry and Security made that distinction explicit in August 2025 when it removed licensing privileges for certain foreign-owned semiconductor facilities in China. It said it intended to permit existing operations, while withholding licenses for capacity expansion or technology upgrades.

An intention to invest future earnings in America does not automatically resolve that restriction. The goals of expanding U.S. manufacturing and limiting China’s semiconductor capabilities meet within the same corporate investment plan.

The negotiations remain unresolved. The equipment license has not been formally denied, and Solidigm has said no specific course of action on new fab construction has been decided.

After the IPO Review Ends, Capital Allocation Takes Center Stage

Solidigm’s halted IPO review adds another dimension to the financing challenge.

In its October 23 statement, SK hynix said it had considered direct investment and external funding through a potential IPO to support new U.S. production capacity. External capital could have increased the group’s ability to fund facilities while supporting dividends, share repurchases and cancellations.

The company discontinued the IPO review in light of capital-market conditions and share-price trends. It nevertheless maintained the need for capacity expansion and said it would continue assessing investment timing, scale and financing methods.

If external equity funding is delayed, internally generated cash and other financing sources become more important. More internal funding can alter the resources available for other investments and shareholder returns. Additional borrowing brings interest and repayment obligations. Adjusting the pace of investment is another possible choice.

For investors, the question extends beyond the proposed size of an American fab. The sources of cash, the financing mix and the resulting allocation between growth and shareholder returns deserve equal attention.
