[Mir's Easy-to-Understand Business] China and Japan Chase 'Semiconductor Korea'…China Narrows Gap to 1%, Japan Bets ¥5 Trillion

China and Japan are stepping up their efforts to catch South Korea, which has long dominated the global memory semiconductor market. Backed by massive government support and a huge domestic market, China is rapidly narrowing the technology gap in DRAM, while Japan, once the world's semiconductor powerhouse, is mounting a comeback in NAND flash memory through enormous investment.

Two recent developments overseas illustrate the changing landscape facing Korea's semiconductor industry. China's ChangXin Memory Technologies, or CXMT, has reportedly narrowed the performance gap between its latest DDR5 memory and SK hynix products to around 1% in benchmark tests. Meanwhile, Japan's Kioxia and U.S.-based SanDisk plan to invest a combined ¥5 trillion in Japan through 2032.

Korean chipmakers such as SK hynix and Samsung Electronics currently lead the global market for high-bandwidth memory, or HBM, which has become critical to the artificial intelligence boom. But the picture looks different when viewed across the broader memory market. China is advancing from below in commodity DRAM, while Japan is pursuing Korea in NAND through massive capacity expansion and technology investment. Behind Korea's impressive HBM leadership, a new three-way memory battle among Korea, China and Japan is taking shape.

China Moves Beyond 'Cheap Memory' to Performance Competition…Gap With SK hynix Narrows to 1%

The conventional view of Chinese memory chipmakers has centered on two strengths: low prices and massive production volumes. CXMT's latest progress, however, suggests that this assumption may no longer be safe.

According to benchmark results reported by Taiwanese semiconductor publication DIGITIMES on Aug. 27, CXMT's latest DDR5 memory operated stably at 8,000 MT/s, with the performance gap against SK hynix's latest M-die narrowing to around 1% in some productivity and gaming tests.

A single benchmark result does not mean that CXMT has caught up with SK hynix's overall DRAM technology. Actual competitiveness in memory semiconductors depends on many other factors, including manufacturing yields, power efficiency, production costs and mass-production stability.

Nevertheless, the results are significant because they suggest that China's DRAM push is moving beyond simply expanding production capacity and entering the stage of direct performance competition.

CXMT is also expanding into mobile DRAM. If the company can establish a domestic supply chain by leveraging China's vast smartphone and semiconductor ecosystem before expanding its influence globally, the competitive landscape in commodity DRAM — long dominated by Samsung Electronics and SK hynix — could begin to change.

As Korean chipmakers concentrate their investment on highly profitable HBM and advanced DRAM, Chinese companies could gain greater share in mainstream DRAM. Over time, that could create a more polarized global memory market, with Korea dominating premium products while China takes a larger portion of commodity memory.

Japan Bets ¥5 Trillion…Kioxia Seeks to Revive Its NAND Powerhouse

While China's weapons are rapid technological progress and its enormous domestic market, Japan is relying on massive investment and government support.

Kioxia and SanDisk plan to invest a combined ¥5 trillion in Japanese production facilities and advanced memory technologies through 2032. They plan to expand capacity at their key manufacturing bases in Yokkaichi and Kitakami, while a new production facility in Kitakami is targeted to begin operations in fiscal 2029.

The investment represents a long-term bet aimed at ensuring that the companies do not fall behind Samsung Electronics and SK hynix in next-generation NAND as the expansion of AI data centers drives rapidly increasing demand for high-capacity, high-performance storage.

Japan once dominated the global semiconductor industry. In the late 1980s, Japanese companies occupied many of the top positions in the worldwide chip market before losing leadership to companies in Korea and Taiwan. Their presence in memory semiconductors also declined significantly.

NAND, however, is different. Kioxia, which inherited Toshiba's memory business, remains one of the world's major NAND suppliers. The Japanese government has also designated semiconductors as a strategic industry for economic security and is providing substantial support for manufacturing facilities and research and development.

AI is now providing Japan with a new opportunity. As generative AI and data centers expand, demand will grow not only for HBM but also for high-performance, high-capacity NAND needed to store enormous amounts of data. For Japan, the AI era could therefore provide a rare opportunity to challenge again for leadership in memory semiconductors.

Korea Dominates HBM, but China and Japan Are Closing In Across the Broader Memory Market

Few would dispute that Korea currently sits at the center of the global AI memory market. SK hynix in particular has established a powerful position in HBM, while Samsung Electronics continues to invest heavily in next-generation HBM and advanced DRAM.

But judging the competitiveness of Korea's entire memory industry solely through HBM would be risky.

In commodity DRAM, another enormous segment of the memory industry, China is rapidly narrowing the technology gap. In NAND, Japan — led by Kioxia — is committing massive amounts of capital to expanding production capacity and developing next-generation technologies.

What makes the challenge particularly significant is that China and Japan are pursuing Korea in very different ways.

China is using government support and its enormous domestic market to expand production before steadily raising its technological capabilities. Japan, by contrast, is combining its existing NAND expertise and strong semiconductor materials and equipment ecosystem with government support and large-scale investment to target higher-value markets.

Both trends present challenges for Korea.

If China disrupts prices and market share in commodity DRAM, the traditional earnings base of Samsung Electronics and SK hynix could come under pressure. At the same time, if Japan strengthens its competitiveness in high-value NAND for AI data centers, Korean companies will face tougher competition even in advanced memory.

The real test for "Semiconductor Korea," therefore, is not simply how long it can maintain its current lead in HBM.

Korea must create a technological gap in HBM and next-generation DRAM that rivals cannot easily close, while maintaining the cost competitiveness needed to withstand China's price and volume offensive in mainstream DRAM. At the same time, it must keep Japan at bay in NAND by developing higher-value products tailored to the AI era.

The competitive clock in the global memory market is accelerating once again. China has narrowed the distance to "1%," while Japan has placed a massive "¥5 trillion" bet on its comeback.

Korea may be ahead in HBM today, but the speed at which China and Japan are pursuing "Semiconductor Korea" leaves little room for complacency.
