특히 엔진 정비센터의 위치와 기술교육 비용, 기술정보 보호조건 등을 둘러싸고 이해관계가 충돌하면서 당초 2028년으로 예정된 폴란드 현지생산 일정에 영향을 줄 가능성까지 제기되고 있다.

이번 사안이 중요한 이유는 폴란드의 K2 사업이 단순한 한국산 전차 구매를 넘어 현지생산과 기술이전을 기반으로 한 장기 방산협력 모델로 확대되고 있기 때문이다.

Radar, the defense publication of leading Polish daily Rzeczpospolita, reported on September 2 that negotiations involving Hyundai Rotem and companies under Poland's state-owned defense group PGZ have encountered difficulties over technology transfer and MRO arrangements for the K2PL program.

Disagreements reportedly involve the location of an engine maintenance center, the cost of technical training and conditions governing the protection of transferred technology.

The report raises the possibility that unresolved issues could affect the schedule for Polish production currently targeted to begin in 2028.

현대로템과 PGZ 계열 기업들이 기술이전과 MRO 체계를 놓고 세부 협상을 진행하는 이유다.

Beyond Importing K2s…Poland Now Has to Build 61 K2PLs at Home

The Polish K2 program with Hyundai Rotem is broadly progressing in two stages.

The first involves supplying tanks manufactured in South Korea.

Poland accelerated its military modernization following Russia's invasion of Ukraine and signed a framework agreement with South Korea in 2022 for the acquisition of K2 tanks. Hyundai Rotem subsequently signed an initial executive contract with Poland's Armament Agency covering 180 K2 tanks.

The partnership later expanded toward localization.

A second executive contract signed in 2026 covers another 180 tanks, including K2s and the Polish-configured K2PL.

Under the localization plan, 61 of 64 K2PL tanks are scheduled for final assembly at Bumar-Łabędy in Gliwice, Poland.

Local assembly is targeted to begin in 2028.

But the program involves much more than shipping components from Korea and assembling them in Poland.

Operating the K2PL over several decades requires Poland to establish its own maintenance infrastructure, spare-parts supply network and trained technical workforce.

That is why Hyundai Rotem and PGZ companies have been negotiating detailed arrangements for technology transfer and MRO.
According to the Polish report, difficulties are emerging precisely at this stage.

Radar said deliveries of completed tanks are not the problem. Instead, negotiations required to prepare for technology transfer and localized production are proving more complicated than initially expected.

The first phase of the K2 program was largely a test of how quickly South Korea could deliver tanks.

The next phase is becoming a test of how effectively the technology and industrial capabilities needed to build and sustain those tanks can be established in Poland.

K2 사업에 참여하려면 생산설비와 기술인력 등에 선행투자가 필요하다.

레이더에 따르면 일부 폴란드 기업들은 필요한 투자비가 예상보다 커지면서 사업 참여의 경제성을 다시 검토하는 상황인 것으로 전해졌다.

이는 결국 K2PL 현지생산이 단순한 조립계약이 아니라는 점을 보여준다.

One of the most significant aspects of the Polish report is that the disagreements are not limited to an abstract debate over "technology transfer."

One example is the maintenance center for K2 tank engines.

Polish companies including Bumar-Łabędy and Poznań-based military vehicle specialist WZMot reportedly have interests in how engine maintenance capabilities will be allocated.

Training costs have emerged as another issue.

Polish representatives reportedly expressed concern that some of the proposed costs for MRO technical training were higher than expected.

Technology transfer introduces an even more complicated set of questions.

A tank is not an ordinary industrial product. It contains sensitive military technology.

Any transfer therefore requires agreement not only over what technologies will be provided and to what extent, but also over how those technologies will be protected from unauthorized access or transfer to third parties.

According to the report, concerns have emerged on the Polish side over the clarity of some technology-protection requirements.

Radar also reported complaints that some technical documentation had been provided only in Korean.

Investment requirements for local suppliers present another challenge.

Participating in K2 localization may require companies to invest in production equipment, facilities and technical personnel before receiving meaningful volumes of work.

According to Radar, some Polish companies are reassessing the economics of participation as required investment costs become clearer.

Who receives which technology? Who controls future maintenance work? And how much must each company invest to participate?

As localization moves forward, negotiations are shifting away from the purchase price of individual tanks toward the division of long-term industrial benefits.

Nor has it been established that the reported disagreements will necessarily delay production in 2028.

Large defense localization programs often involve prolonged negotiations over technology-transfer scope, costs, intellectual property, investment by local suppliers and future maintenance rights.

At this stage, therefore, the most accurate interpretation is not that "the 2028 production schedule has been delayed," but that negotiation risks have emerged that could potentially affect that schedule.

Claims from Polish sources also require comparison with the official positions of Hyundai Rotem and the Korean side.

Complaints concerning training costs, technology-protection requirements and Korean-language technical documentation may reflect one side's assessment during ongoing commercial negotiations, making it difficult to determine responsibility without additional information.

Nevertheless, the dispute has broader significance.

One of the key strengths behind the K2's success in Europe has been delivery speed.

Hyundai Rotem and its partners must transfer technology, train local companies, establish production and maintenance infrastructure and support the tanks for decades.

If localization repeatedly produces delays and cost disputes, however, it could create a new challenge for the expansion of Korean defense exports.
