[미디어펜=편집국]포스코홀딩스가 카자흐스탄 국영 광업기업과 손잡고 현지 희토류 고부가가치 밸류체인 구축에 나선다. 단순히 희토류 원료를 확보하는 것을 넘어 고순도 분리·정제부터 금속화, 제품개발까지 현지에서 연결하는 구상이다.

특히 산업 부산물과 2차 원료에서 희토류를 회수하는 기술도 협력 대상에 포함됐다. 중국 의존도가 높은 글로벌 희토류 공급망의 다변화가 주요 산업국의 핵심 과제로 떠오른 가운데 포스코홀딩스가 카자흐스탄을 새로운 희토류 가공 거점으로 활용할지 주목된다.

16일 카자흐스탄 국영 광업회사 타우켄삼룩에 따르면 포스코홀딩스와 타우켄삼룩은 카심-조마르트 토카예프 카자흐스탄 대통령의 방한을 계기로 서울에서 희토류 가공 분야 전략적 기술협력 양해각서를 체결했다.

양측이 추진하는 협력 범위는 상당히 넓다.

고순도 희토류 분리·정제 기술을 비롯해 금속화, 제품개발, 산업용 2차 원료와 생산 부산물에서 희토류를 추출하는 기술 등이 포함됐다.

타우켄삼룩은 이번 협력의 목표를 카자흐스탄에 고부가가치 희토류 제품을 생산할 수 있는 첨단 생산체인을 구축하는 것으로 제시했다. 양사는 향후 공동연구를 통해 추가 프로젝트도 발굴할 계획이다.

POSCO Holdings is seeking to build a high-value-added rare earth processing value chain in Kazakhstan in cooperation with state-owned mining company Tau-Ken Samruk.

The partnership goes beyond securing raw materials. It covers high-purity rare earth separation and refining, metallization, product development and the recovery of rare earth elements from secondary industrial materials and production by-products.

The two companies signed a memorandum on strategic technological cooperation in Seoul during Kazakh President Kassym-Jomart Tokayev's state visit to South Korea.

According to Tau-Ken Samruk, the partnership aims to establish a high-tech production chain in Kazakhstan for high-value-added rare earth products.

The companies also plan to conduct joint research and identify potential future projects.

이번 협력의 핵심은 광산 개발 자체보다 희토류의 ‘가공’에 있다.

희토류는 광물을 확보하는 것만으로 산업적 가치가 완성되지 않는다. 원료에서 개별 희토류 원소를 분리하고 고순도로 정제한 뒤 금속이나 소재 형태로 가공하는 과정이 중요하다.

포스코홀딩스와 타우켄삼룩은 이번 MOU에서 고순도 희토류 분리·정제와 금속화 기술을 주요 협력 분야로 명시했다.

카자흐스탄 입장에서는 자국에서 생산한 광물을 원료 상태로 수출하는 데 그치지 않고 현지에서 부가가치를 높일 수 있다.

포스코홀딩스 입장에서는 광물 확보에서 가공기술과 제품개발까지 연결되는 새로운 핵심광물 사업모델을 검토할 수 있다.

특히 양측은 산업 부산물과 2차 원료에서 희토류를 추출하는 기술까지 협력하기로 했다. 신규 광산 개발뿐 아니라 기존 산업공정에서 발생하는 자원을 재활용하는 방식까지 공급원으로 활용할 수 있다는 의미다.

The core of the partnership lies not simply in mining rare earth resources but in processing them.

Rare earth minerals require sophisticated separation and refining before individual elements can be transformed into high-purity materials and ultimately used in industrial products.

POSCO Holdings and Tau-Ken Samruk have specifically identified high-purity separation and refining as well as metallization among their key areas of cooperation.

The two sides will also explore technologies for recovering rare earth elements from industrial by-products and secondary materials.

For Kazakhstan, this could help shift the country's critical minerals industry from raw-material exports toward higher-value local processing.

For POSCO Holdings, it could create a new model linking critical mineral resources with processing technology and downstream products.

이번 포스코홀딩스 프로젝트는 한국과 카자흐스탄이 정상외교를 계기로 핵심광물 협력을 확대하는 과정에서 나왔다.

카자흐 국부펀드 삼룩카즈나에 따르면 이번 한·카자흐 비즈니스 라운드테이블에서 타우켄삼룩과 포스코홀딩스의 희토류 가공 기술협력 MOU가 공식 체결됐다. 삼룩카즈나 그룹이 한국 측과 체결한 협약 규모는 약 110억달러에 달한다.

타우켄삼룩은 포스코홀딩스뿐 아니라 한국지질자원연구원(KIGAM)과도 별도의 협정을 체결했다.

이 협정에서는 카자흐스탄 바켄노예 리튬 광상에서 공동 시추를 실시해 자원 잠재력을 확인하고 향후 개발 가능성을 평가하기로 했다.

한국과 카자흐스탄의 핵심광물 협력이 ‘자원 탐사’와 ‘고도 가공’이라는 두 축으로 구체화되고 있는 셈이다.

다만 포스코홀딩스의 희토류 사업은 아직 MOU 단계다. 구체적인 투자 규모와 생산시설 위치, 대상 희토류 종류, 생산능력 등은 공개되지 않았다.

향후 공동연구를 통해 실제 투자 프로젝트와 생산시설 구축으로 이어지는지가 다음 관전 포인트다.

The POSCO Holdings project comes as South Korea and Kazakhstan deepen cooperation in critical minerals.

During the Kazakhstan-Korea Business Roundtable, Tau-Ken Samruk and POSCO Holdings formally signed their memorandum on strategic technological cooperation in rare earth processing.

Tau-Ken Samruk also signed a separate framework agreement with the Korea Institute of Geoscience and Mineral Resources, or KIGAM.

That agreement calls for joint drilling at Kazakhstan's Bakennoye lithium deposit to assess its resource potential and prospects for future development.

Together, the projects illustrate two complementary tracks in Korea-Kazakhstan critical mineral cooperation: resource exploration and advanced downstream processing.

The POSCO Holdings initiative nevertheless remains at the MOU stage. Investment size, plant location, specific rare earth elements and production capacity have yet to be disclosed.

The next key development will be whether joint research leads to a concrete investment and production project.
