국경주민·선원·협동조합 통한 한국산 가전 반입 확대
일반 상업수입 금지는 유지…‘전면 재개’와는 거리
이란 가전 생산 25~42% 급감…가격은 1년 새 117% 상승
[미디어펜=편집국]삼성전자와 LG전자를 비롯한 한국산 가전제품에 대해 5년간 사실상 빗장을 걸어온 이란이 제한적인 수입 허용에 나섰다.

다만 삼성·LG전자가 공식 유통망을 통해 이란 시장에 다시 진출할 수 있게 된 것은 아니다. 일반적인 상업수입 금지는 그대로 유지하면서 국경주민과 선원, 국경지역 협동조합 등을 이용한 이른바 ‘국경무역’의 문을 넓힌 것이다.

27일 이란 인터내셔널(Iran International)과 현지 매체 등에 따르면 이란 무역진흥기구(TPO)는 한국산 가전제품에 적용해온 수입 제한의 예외 범위를 확대했다.

이번 조치는 국경 운반인과 선원뿐 아니라 국경지역 협동조합을 통해 반입되는 한국산 가전에도 적용된다.

현지 일부 매체는 이를 삼성전자와 LG전자 제품에 대한 수입금지가 해제된 것으로 보도했다. 그러나 이란 인터내셔널 영문판은 냉장고와 세탁기 등 주요 가전제품의 정상적인 상업수입은 여전히 금지돼 있다고 전했다.

따라서 이번 조치는 한국산 가전의 전면적인 이란 시장 복귀라기보다 2021년 이후 유지돼온 수입장벽에 제한적인 통로가 생긴 것으로 보는 것이 정확하다.

Iran has partially eased restrictions on South Korean home appliances, opening a limited channel for products from Samsung Electronics and LG Electronics to enter the country after roughly five years of restrictions.

The measure, however, does not amount to a full reopening of Iran's commercial market to the Korean companies. Regular commercial imports of major home appliances remain prohibited, while the exemption has been expanded through Iran's border-trade system.

According to Iran International and local reports, Iran's Trade Promotion Organization has broadened the exemption to cover goods brought in by border carriers, seafarers and border cooperatives.

Some Iranian media described the measure as the lifting of the import ban on Samsung and LG products. Iran International's English-language report, however, said normal commercial imports of major appliances remain prohibited.

The latest move therefore represents a limited opening in the restrictions imposed since 2021 rather than a full-scale return of Korean appliance makers to Iran.

한국산 가전 막았지만…이란 생산 25~42% 급감

이번 조치가 주목되는 것은 한국산 가전 수입을 제한한 이후 이란 자체 가전산업의 생산과 가격 상황이 악화되고 있기 때문이다.

이란 통계센터 자료에 따르면 최근 집계 기간 냉장고 생산량은 전년 동기 대비 25% 감소한 53만1000대로 나타났다.

TV 생산량은 33만2000대로 36% 줄었고 세탁기 생산량은 27만대로 42% 급감했다.

소비자 부담도 크게 증가했다.

이란의 가전제품 가격은 지난 8월 기준 전년 동월보다 117% 상승했다.

이란 인터내셔널은 현지 가전업체들이 주요 4개 가전제품 생산에 필요한 부품을 수입하는 데 연간 약 12억달러를 지출하고 있다고 전했다.

한국산 완제품 수입을 제한해 자국 가전산업을 보호하려 했지만 핵심 부품의 해외 의존도를 완전히 해소하지 못한 상황에서 생산량 감소와 가격 급등이 동시에 나타나고 있는 셈이다.

현지 가전시장 상황이 악화되면서 한국산 제품의 제한적인 반입을 허용한 이번 결정의 배경에도 관심이 쏠린다. 다만 이란 당국이 이번 조치를 가전산업 침체에 대응하기 위한 정책이라고 공식 설명한 것은 아니다.

According to figures cited from the Statistical Center of Iran, refrigerator production fell 25% year-on-year to 531,000 units. Television production declined 36% to 332,000 units, while washing-machine output dropped 42% to 270,000 units.

Consumers are also facing sharply higher prices. Home-appliance prices in August were 117% higher than a year earlier.

Iran International also reported that Iranian manufacturers spend roughly $1.2 billion annually importing components for four major appliance categories.

The figures indicate that Iran's appliance sector continues to depend on imported components even as finished Korean products remain restricted.

The worsening market conditions provide important context for the latest easing, although Iranian authorities have not officially described the decision as a response to the industry's downturn.

삼성·LG ‘이란 복귀’ 신호탄 될까…아직은 제한적

삼성전자와 LG전자는 과거 이란 가전시장에서 강력한 브랜드 경쟁력을 확보했던 기업들이다.

지난 6월 국내에서도 이란 시장 정상화 가능성이 거론되면서 두 회사의 재진출 여부가 관심을 받은 바 있다. 당시에도 한국산 가전제품에 대한 수입 제한과 금융·제재 문제가 실제 사업 재개의 주요 변수로 지목됐다.

이번 조치는 당시와 비교하면 실제 통관제도에 변화가 생겼다는 점에서 한 단계 진전된 움직임으로 볼 수 있다.

하지만 삼성전자와 LG전자가 공식 판매망을 다시 구축하거나 현지 법인을 통한 정상적인 상업 판매를 재개할 수 있는 단계는 아니다.

특히 미국의 대이란 제재와 금융·결제 문제, 이란의 일반 상업수입 규제 등이 여전히 사업 재개의 장애물로 남아 있다.

결국 관건은 이번 국경무역 예외 확대가 일회성 조치에 그칠지, 향후 일반 상업수입 규제 완화로 이어질지다.

5년 동안 닫혀 있던 문 전체가 열린 것은 아니다. 그러나 삼성·LG를 비롯한 한국 가전제품에 대해 이란이 닫아놓았던 문에 작은 틈이 생기기 시작했다는 점에서 향후 정책 변화 여부를 주목할 필요가 있다.

The latest measure is notable because it represents an actual change in the rules governing the entry of South Korean appliances through Iran's border-trade system.

It does not, however, mean that Samsung and LG can immediately rebuild official sales networks or resume normal commercial operations in Iran.

The key question is whether the expanded border-trade exemption remains a narrow exception or eventually develops into broader liberalization of commercial imports.

Iran has not fully reopened the door to Korean appliances. But after five years of restrictions, a limited opening has now appeared.
