[미디어펜=편집국]필리핀이 자국 땅에서 처음 발사할 액체연료 로켓을 한국에서 만들고 있다. 완성된 한국산 로켓을 돈을 주고 사가는 것은 아니다.
필리핀 우주청(PhilSA) 소속 엔지니어 10명이 한국으로 건너와 국내 우주 스타트업 페리지에어로스페이스(Perigee Aerospace)와 함께 직접 로켓을 조립하고 시스템을 통합하고 시험하고 있다.
이들이 만드는 것은 페리지가 개발한 액체추진 사운딩로켓 ‘블루웨일 0.1(Blue Whale 0.1·BW0.1)’이다.

한국에서 제작한 로켓은 필리핀으로 옮겨져 추가 시험을 거친 뒤 2027년 카가얀주 랄로(Lal-lo)의 카가얀 노스 국제공항에서 발사될 예정이다. 필리핀에서 개발한 약 2kg의 탑재체를 싣고 최소 5km 고도까지 올라가는 것이 목표다.
5km라면 여객기의 일반적인 순항고도에도 못 미친다.
그렇다면 필리핀은 왜 엔지니어들을 한국까지 보내 고작 5km를 올라가는 작은 로켓을 만들고 있을까.
답은 ‘로켓 한 발’이 아니라 그 뒤에 있다.
필리핀은 이번 사업을 통해 로켓 제작부터 시험, 발사장 운영, 안전통제, 규제까지 우주발사에 필요한 전체 과정을 직접 경험하려 한다.
그리고 최종 목적지 가운데 하나가 ‘필리핀 우주항(spaceport)’이다.

Ten engineers from the Philippine Space Agency have traveled to South Korea to gain hands-on experience in assembling, integrating and testing a liquid-fueled rocket with Korean space startup Perigee Aerospace.
The rocket is based on Perigee's Blue Whale 0.1 sounding rocket platform.
After being assembled and tested in Korea, it will be transported to the Philippines for further testing before a planned launch from Cagayan in 2027.
The rocket will carry a Philippine-developed payload weighing about two kilograms to an altitude of at least five kilometers.
The modest altitude, however, is not the main point.
The Philippines is using the project to acquire practical experience across the entire launch process—from rocket engineering and testing to launch operations, safety procedures and regulation.
Behind the small rocket lies a much larger ambition: developing the country's own launch capability and eventually establishing a Philippine spaceport.

이번 사업에서 가장 흥미로운 것은 기술이전 방식이다. 필리핀은 페리지에 “로켓 한 대 만들어 달라”고 주문하고 끝내지 않았다.
필리핀 엔지니어들이 직접 한국에 들어왔다. 필리핀 우주청이 지난 26일 공개한 자료에 따르면 10명의 엔지니어가 올해 8월부터 10월까지 한국에서 액체연료 로켓의 개발·조립·시험 교육을 받고 있다.
교육 범위도 단순 견학 수준이 아니다. 전체 시스템 조립, 시스템 통합, 시험, 운용 절차뿐 아니라 향후 필리핀에서 실시할 시험발사 준비와 실제 운용까지 포함한다.
두 나라의 협력은 갑자기 시작된 것도 아니다. 필리핀 우주청과 페리지는 2022년부터 협력을 시작했고, 2025년에는 첫 단계 교육을 진행했다. 당시 필리핀 엔지니어들은 한국에서 로켓 기본 이론과 하위 시스템 조립·시험 등을 배웠다. 올해는 이를 전체 로켓의 조립·통합·시험과 실제 발사운용 단계로 확대한 것이다.
자동차로 비유하면 이해하기 쉽다. 완성차 한 대를 수입하는 것이 아니라 엔지니어를 자동차 회사 공장에 보내 엔진과 차체를 조립하고 시험차를 굴리고 실제 주행시험을 하는 방법까지 배우는 것과 비슷하다.
필리핀이 원하는 것은 BW0.1 한 발이 아니라 ‘다음 로켓을 스스로 다룰 수 있는 사람과 경험’인 셈이다.
Learning How to Build a Rocket, Not Simply Buying One
The most interesting aspect of the project is the way knowledge is being transferred.
Rather than simply purchasing a finished rocket from South Korea, the Philippines has sent its own engineers to participate directly in the process.
Ten PhilSA engineers are undergoing training from August through October 2026.
Their work covers full-system assembly, systems integration, testing, operational procedures and preparations for the launch in the Philippines.
The cooperation did not begin this year.
PhilSA and Perigee have worked together since 2022, while an earlier training phase in 2025 introduced Filipino engineers to rocket theory, subsystem assembly and testing.
The latest phase moves from basic training toward hands-on experience across the full operational cycle.
It is similar to sending automotive engineers to a manufacturer not merely to buy a car, but to learn how it is assembled, tested and operated.
▲고작 5km?…작은 로켓부터 시작하는 이유
숫자만 보면 의문이 생긴다. 이번 로켓이 싣는 탑재체는 약 2kg, 목표 고도는 최소 5km다.
인공위성을 우주 궤도에 올리는 로켓과 비교하면 매우 작은 규모다. 하지만 이번 프로젝트의 목적은 인공위성을 궤도에 투입하는 데 있지 않다.
BW0.1은 ‘사운딩로켓(sounding rocket)’이다. 위성을 궤도에 올리는 대형 우주발사체와 달리 비교적 짧은 시간 동안 특정 고도까지 올라가 과학실험이나 기술검증을 수행하는 로켓이다.
이번에 싣는 2kg가량의 탑재체도 필리핀이 직접 개발했다. 필리핀 우주청에 따르면 지상에서 발생하는 무선신호를 탐지·관측하기 위한 기술실증 장비다.
쉽게 말해 4G LTE 기지국 같은 곳에서 나오는 신호의 세기를 측정·기록하는 장치다. 향후 통신신호가 약한 지역을 찾는 기술로 발전시킬 가능성을 시험한다.
하지만 더 중요한 시험 대상은 로켓 자체보다 ‘필리핀의 발사 능력’이다. 로켓을 쏘려면 발사체만 있어서는 안 된다.
발사장을 준비하고, 주변 주민과 협의하고, 로켓이 비행하는 동안 사람이 들어갈 수 없는 안전통제구역을 설정해야 한다. 통신·추적·물류체계와 각종 허가 절차도 필요하다.
현재 필리핀 우주청과 카가얀 경제특구청(CEZA)은 현지 준비 작업과 함께 안전통제구역 계획도 만들고 있다.
작은 로켓 한 발을 통해 로켓 제작부터 실제 발사까지 필요한 ‘전체 시스템’을 시험하는 것이다.
Only Five Kilometers? Why Start With Such a Small Rocket?
At first glance, the numbers may appear modest.
The rocket will carry a payload of about two kilograms to an altitude of at least five kilometers.
That is very different from an orbital launch vehicle designed to place satellites into space.
But BW0.1 is a sounding rocket.
Its purpose is to provide a relatively accessible platform for scientific experiments, technology demonstrations and launch training.
The Philippine-developed payload will test technology for detecting and monitoring ground-based radio signals, including signals from 4G LTE towers.
More importantly, the mission allows the Philippines to practice the broader launch process.
Launching even a small rocket requires site preparation, safety zones, logistics, communications, operating procedures and regulatory coordination.
The rocket is small, but the system being tested around it is much larger.

그렇다면 왜 한국일까. 현재 공개된 필리핀 정부 자료에는 “한국을 선택한 이유는 이것”이라고 단일 요인을 제시한 설명은 없다.
따라서 한국의 기술력이 더 뛰어나서라거나 가격이 싸서라는 식으로 단정해서는 안 된다.
다만 협력의 축은 분명하다. 페리지는 액체추진 로켓 기술을 보유하고 있고, BW0.1은 2021년 제주에서 시험비행을 수행한 경험이 있다. 필리핀은 이 플랫폼을 활용해 자국 엔지니어에게 실제 로켓 제작과 시험 경험을 축적시키고 있다. 양측의 협력도 2022년부터 이어져 왔다.
페리지는 이제 마닐라 대표사무소도 두고 필리핀 사업과 현지 우주·발사 생태계 구축에 장기적으로 참여하고 있다.
특히 필리핀의 시선은 이미 BW0.1 너머를 향하고 있다. 페르디난드 마르코스 주니어 필리핀 대통령은 지난 7월 국정연설에서 카가얀을 자국의 ‘우주로 향하는 관문’으로 지목하고 첫 우주항 후보지로 제시했다.
필리핀이 카가얀을 주목하는 데는 지리적인 이유도 있다.
필리핀 동쪽으로 넓은 태평양이 펼쳐져 있고 적도와 비교적 가깝다. 필리핀 우주청은 이런 조건이 안전한 로켓 발사·회수와 발사 효율 측면에서 경쟁력이 있다고 설명한다.
필리핀 정부는 장기적으로 민관협력(PPP)을 통한 상업 우주항 개발까지 추진하고 있다. 목표는 자국 로켓만 쏘는 시설이 아니다. 해외 민간 우주기업을 끌어들여 아시아 지역의 상업 발사 거점 가운데 하나가 되겠다는 구상이다.
필리핀 우주청은 2027년 액체연료 사운딩로켓 시험발사에 성공하면 필리핀이 향후 로켓 발사를 수행하는 데 필요한 기술·운영·안전·규제 기반을 갖추고 있다는 것을 입증하고 해외 민간 우주기업의 투자도 유치할 수 있을 것으로 기대하고 있다.
그래서 2027년 카가얀에서 날아오를 작은 로켓의 의미는 목표고도 5km만으로 평가하기 어렵다.
한국에서 필리핀 엔지니어들이 직접 만든 BW0.1 한 발은 ‘필리핀이 로켓을 쏠 수 있는 나라가 될 수 있는가’를 시험하는 첫 단계다. 실험의 한복판에 한국의 우주 스타트업이 들어가 있다.
Why South Korea? The Bigger Goal Is a Spaceport
Philippine authorities have not publicly identified a single reason for choosing a Korean partner, so the decision should not be attributed solely to technology, price or any other factor.
What is clear is the nature of the partnership.
Perigee possesses liquid-propulsion expertise, and its BW0.1 platform has previous test-flight experience in South Korea.
The Philippines is using that platform to give its engineers practical experience in rocket assembly, testing and launch operations.
The relationship dates back to 2022, and Perigee now maintains a Manila representative office to support its Philippine operations and long-term engagement with the country's emerging launch ecosystem.
The Philippines, however, is already looking beyond a single sounding rocket.
President Ferdinand Marcos Jr. has identified Cagayan as a potential gateway to space and a location for the country's first spaceport.
The Philippines faces the Pacific Ocean to the east and is relatively close to the equator—geographic characteristics that PhilSA says could support safe launch and recovery operations while improving launch efficiency.
The government is also pursuing a public-private partnership model for a future commercial spaceport.
A successful 2027 test launch would therefore demonstrate more than the performance of one small rocket.
It would test whether the Philippines has the technical, operational, safety and regulatory foundations needed to host future launches and potentially attract private aerospace investment.
The rocket may fly only a few kilometers in its first demonstration.
The ambition behind it reaches considerably farther.
