[미디어펜=편집국]국내 중견 건설엔지니어링 기업 홍익기술단이 아프리카 소말릴란드에서 추진되는 국제도로 건설사업의 감리용역을 수주한 것으로 확인됐다.
대형 건설사가 직접 도로를 시공하는 사업이 아니라 한국 엔지니어링 기업이 설계 검토와 품질·공정·비용 등을 관리하며 도로가 제대로 건설되는지를 감독하는 사업이다.

2일 아프리카개발은행(AfDB)과 관련 자료에 따르면 홍익기술단은 소말릴란드 도로개발청이 발주한 로와야도–제일라(Lowyaddo-Zeila) 도로 30km 구간 건설감리 용역의 최종 계약자로 선정됐다.
계약금액은 112만9426달러다.
계약기간은 총 27개월로 15개월의 건설기간과 12개월의 하자통지기간 을 포함한다.
AfDB는 지난 4월29일 공식 홈페이지에 해당 감리용역의 계약 낙찰 결과를 공개했다.
이번 사업은 소말릴란드와 지부티를 연결하는 나가드–로야다-로와야도–보라마(Nagad-Loyada-Lowyaddo-Borama) 도로 1단계 개선사업의 일부다.

South Korean engineering company Hong-Ik Engineering Consultant has secured a construction supervision contract for an international road project in Somaliland, Africa.
The contract does not involve directly constructing the road. Instead, the Korean engineering company will supervise the project, reviewing designs and overseeing construction quality, progress, costs and compliance.
According to the African Development Bank and related project documents, Hong-Ik Engineering Consultant Co., Ltd. was selected for the construction supervision of the 30km Lowyaddo–Zeila road section commissioned by the Somaliland Roads Development Agency.
The contract is valued at $1.129 million.
The assignment will run for 27 months, comprising a 15-month construction period followed by a 12-month Defects Notification Period.
The AfDB published the contract award on its official website on April 29.
The road forms part of the first phase of the multinational Nagad–Loyada/Lowyaddo–Borama Road Upgrading Project connecting Somaliland and Djibouti.

이번 계약에서 눈에 띄는 것은 단순히 한국 기업이 아프리카에서 감리용역을 수주했다는 사실만이 아니다.
AfDB가 공개한 계약평가 자료에는 국제 경쟁입찰 과정과 참가 업체들의 평가 결과가 담겨 있다.
홍익기술단은 기술과 가격을 합산한 종합평가에서 가장 높은 점수를 받아 최종 계약자로 선정됐다.
특히 홍익기술단보다 낮은 가격을 제시한 경쟁사가 있었지만 최종 평가에서는 홍익기술단이 앞섰다.
이는 국제개발은행이 자금을 지원하는 인프라 사업이 단순한 최저가 입찰만으로 결정되지 않는다는 점을 보여준다.
건설감리는 도로를 직접 포장하는 업무가 아니다.
설계대로 공사가 이뤄지는지 확인하고 사용되는 자재와 시공 품질을 검사하며 공사비와 일정이 계약 조건을 벗어나지 않도록 관리하는 역할이다.
AfDB가 공개한 과업 내용에도 설계 검토, 기술시방서와 도면에 따른 시공 확인, 가용 자원의 효율적인 활용, 계약금액과 공사기간 내 사업 완료 여부 관리 등이 포함됐다.
쉽게 말해 시공사가 도로를 만든다면 감리회사는 발주처를 대신해 “이 도로가 설계대로 제대로 만들어지고 있는가”를 현장에서 확인하는 역할을 한다.
홍익기술단은 1990년 설립된 국내 종합 건설엔지니어링 기업으로 도로·교량·상하수도 등 사회기반시설의 설계와 건설사업관리·감리 등을 수행해왔다.
해외 도로사업 경험도 있다.
2018년에는 에티오피아 도로청이 발주한 아르시 로베–아가르파–알리–발레 로베(Arsi Robe–Agarfa–Ali–Bale Robe) 62.75km 도로 건설사업에서 약 200만달러 규모의 감리용역을 수주한 바 있다.
Hong-Ik Wins Despite a Lower-Priced Rival
What stands out in the latest contract is not simply that a Korean engineering company won a road supervision assignment in Africa.
AfDB procurement documents provide details of the international competitive evaluation process.
Hong-Ik Engineering ranked first in the combined technical and financial evaluation and was selected as the winning consultant.
Notably, another bidder submitted a lower evaluated price, but Hong-Ik finished ahead in the overall assessment.
The result illustrates how infrastructure consulting contracts financed by international development institutions are not necessarily awarded to the lowest-priced bidder.
Construction supervision does not mean physically paving the road.
The consultant checks whether construction follows approved designs, monitors materials and workmanship, and helps ensure that the project remains within the agreed budget and schedule.
The AfDB's scope of services includes reviewing designs, ensuring compliance with technical specifications and engineering drawings, optimizing the use of resources and monitoring completion within the contract price and schedule.
Put simply, while the contractor builds the road, the supervision consultant acts on behalf of the client to make sure the road is being built properly.
Founded in 1990, Hong-Ik Engineering is a Korean engineering company involved in the design and supervision of infrastructure including roads, bridges and water systems.
It also has previous experience in African road projects.
In 2018, the company secured an approximately $2 million construction supervision contract for the 62.75km Arsi Robe–Agarfa–Ali–Bale Robe road project commissioned by the Ethiopian Roads Authority.

홍익기술단이 감리를 맡는 구간은 로와야도에서 제일라까지 30km다.
기존 도로를 아스팔트 포장도로로 개선한다.
AfDB 입찰자료에 따르면 도로 본선 폭은 7m이며 양쪽에 각각 1.5m의 갓길을 설치한다. 배수시설 등 부대공사도 포함된다.
30km만 놓고 보면 길지 않은 도로처럼 보인다.
하지만 전체 지도를 펼쳐보면 의미가 달라진다.
로와야도–제일라 구간은 지부티의 나가드에서 국경지역인 로야다 로와야드를 지나 소말릴란드 보라마로 연결되는 국제도로 개선사업의 일부다.
AfDB는 이 사업을 소말리아·지부티 다국적 프로젝트로 분류하고 있다.
AfDB의 소말리아 인프라기금 연차보고서에 따르면 1단계 사업에는 아프리카개발기금(ADF) 자금 4175만달러가 투입된다.
AfDB는 이 도로가 지부티와 소말리아를 연결하고, 더 넓게는 에티오피아와의 연결성을 높이는 전략적 교통축이라고 설명한다.
기존 로와야도–보라마 도로는 약 280km에 달하며 도로 상태가 좋지 않아 지역간 물류와 이동에 제약이 있었다.
도로가 개선되면 지부티·소말리아·에티오피아 사이의 지역 교역과 물류 이동을 촉진하는 효과가 기대된다.
홍익기술단이 맡은 것은 전체 사업 가운데 30km 구간의 감리지만, 국경을 잇는 교통망의 첫 단계인 셈이다.
A 30km Road With a Cross-Border Purpose
The section supervised by Hong-Ik Engineering runs 30km from Lowyaddo to Zeila.
The existing road will be upgraded to bituminous standard.
According to AfDB procurement documents, the project includes a seven-meter-wide carriageway, 1.5-meter shoulders on both sides, drainage facilities and other associated works.
Thirty kilometers may not sound particularly long.
Its significance becomes clearer when viewed as part of the wider regional network.
The Lowyaddo–Zeila section forms part of the multinational road corridor running from Nagad in Djibouti through the Loyada/Lowyaddo border area toward Borama in Somaliland.
The AfDB classifies it as a multinational Somalia-Djibouti infrastructure project.
According to the Somalia Infrastructure Fund annual report, the first phase is backed by $41.75 million in African Development Fund financing.
The AfDB describes the road as an important connection between Djibouti and Somalia and, more broadly, as infrastructure capable of improving links with Ethiopia.
The existing Lowyaddo–Borama road stretches roughly 280km and has suffered from poor conditions that constrain regional transport and trade.
Improving the corridor is expected to facilitate movement and commerce among Djibouti, Somalia and Ethiopia.
Hong-Ik Engineering is supervising only a 30km section, but that section represents the first stage of a much larger cross-border transport corridor.
▲대형 건설사만 해외 인프라 수출하는 시대 아니다
이번 수주는 금액만 놓고 보면 국내 대형 건설사의 해외 수주와 비교하기 어렵다.
112만9426달러 규모의 엔지니어링 용역이기 때문이다.
하지만 다른 의미가 있다. 해외 인프라 시장에서 한국 기업이 수출할 수 있는 것은 건설공사만이 아니다.
도로 하나가 만들어지기 전에는 타당성조사와 기본·실시설계가 필요하고, 공사가 시작되면 건설사업관리와 감리가 필요하다. 완공 이후에는 유지관리와 안전진단 시장도 생긴다.
즉 도로를 직접 짓는 시공사뿐 아니라, 앞뒤에 수많은 엔지니어링 사업이 존재한다.
특히 AfDB와 세계은행 등 국제금융기구가 지원하는 사업은 개별 국가의 재정만으로 추진되는 프로젝트와 달리 국제입찰을 통해 여러 국가의 엔지니어링 회사가 경쟁한다.
여기서 한번 실적을 확보하면 이후 다른 국제개발 프로젝트에 참여할 때 레퍼런스로 활용할 수 있다.
홍익기술단은 이미 에티오피아에서 도로 설계와 감리 경험을 쌓았다.
이번에는 소말릴란드와 지부티를 잇는 국제도로 사업으로 무대를 넓혔다.
한국의 해외 인프라 수출을 대기업의 수조원짜리 건설공사만으로 봐서는 놓치는 시장이 있다는 의미다.
아프리카의 30km 도로에서 한국의 중견 엔지니어링 회사가 맡은 것은 도로를 까는 일이 아니다.
도로가 제대로 만들어지도록 관리하는 ‘기술’을 수출하는 일이다.
Overseas Infrastructure Exports Are No Longer Just About Major Contractors
The latest contract is small compared with the multibillion-dollar overseas projects typically associated with Korea's largest construction companies.
It is an engineering services contract worth $1.129 million.
But it represents a different type of export opportunity.
Construction itself is only one part of the infrastructure business.
Before a road is built, feasibility studies and engineering designs are required. Once construction begins, project management and supervision are needed. After completion, maintenance and safety inspection services follow.
In other words, an infrastructure project creates an engineering market both before and after physical construction.
Projects financed by institutions such as the AfDB and World Bank are particularly important because engineering companies from multiple countries compete through international procurement procedures.
Successfully completing one such project can provide a track record for bidding on future development projects.
Hong-Ik Engineering has already accumulated road design and supervision experience in Ethiopia.
Its latest assignment expands that experience to an international road corridor connecting Somaliland and Djibouti.
It is a reminder that Korea's infrastructure exports should not be measured solely by multibillion-dollar construction contracts won by major conglomerates.
On a 30km road in Africa, a Korean engineering company is not exporting concrete or asphalt.
It is exporting the expertise required to make sure the road is built properly.
