[미디어펜=편집국]HD현대중공업이 크로아티아 해군의 다목적 코르벳 사업을 겨냥해 현지 조선소와 공식 협력체제를 구축했다.

크로아티아 이스크라 조선소와 HD현대중공업은 크로아티아 시베니크에서 방산·민간 조선 분야의 장기 전략적 협력을 위한 팀잉 협약을 체결했다. 양사는 향후 크로아티아 해군 프로그램 가운데 다목적 코르벳 사업을 공동 협력 대상으로 명시했다.

이번 협약은 HD현대중공업의 크로아티아 코르벳 수주전 참여 자체보다 현지 건조와 기술이전을 함께 수행할 수 있는 산업 협력망이 구체화됐다는 점에서 주목된다.

HD Hyundai Heavy Industries has established a formal cooperation framework with a Croatian shipyard as it pursues the Croatian Navy’s planned multi-purpose corvette program.

Croatia’s Iskra Shipyard and HD Hyundai Heavy Industries signed a Teaming Agreement in Šibenik to establish a framework for long-term strategic cooperation in defense and civilian shipbuilding. 

The companies specifically identified future Croatian Navy programs, including the planned multi-purpose corvette project, as areas for joint activity.

The significance of the agreement lies not simply in HD Hyundai Heavy Industries’ participation in the corvette competition, but in the development of a more concrete local industrial network capable of supporting construction and technology transfer in Croatia.

이번 협력의 핵심 축 가운데 하나는 이스크라의 생산 기반 확대다.

이스크라는 최근 크로아티아 리예카에 위치한 3 MAJ 조선소를 인수했다. 이에 따라 시베니크의 이스크라 조선소와 리예카 3 MAJ의 생산시설을 함께 활용할 수 있는 기반을 확보했다. 해외 전문매체 네이벌투데이는 이번 협력을 통해 이스크라·3 MAJ의 생산·엔지니어링 능력과 HD현대중공업의 군함·상선·해양플랜트 건조 경험을 결합할 계획이라고 전했다.

양사는 단순 선박 건조뿐 아니라 지식·기술 이전, 크로아티아 현지 공급업체 육성, 유럽 조선산업 경쟁력 강화도 협력 목표로 제시했다.

이스크라 측은 조선소와 현지 기자재 업체, 기술기업, 연구기관, 교육기관까지 연결하는 산업 생태계 구축도 추진한다는 방침이다. 이는 함정을 한국에서 완성해 수출하는 방식보다 현지 산업 참여 비중을 높이는 방향이다.

A key element of the partnership is Iskra Shipyard’s expanded production base.

Iskra recently acquired the 3 MAJ shipyard in Rijeka, giving the group access to production facilities in both Šibenik and Rijeka. 

Naval Today reported that the partnership is intended to combine the production and engineering capabilities of Iskra Shipyard and 3 MAJ with HD Hyundai Heavy Industries’ experience in naval vessels, commercial ships and offshore structures.

The companies also identified knowledge and technology transfer, local supplier development and stronger Croatian and European shipbuilding competitiveness as key objectives.

Their plans extend beyond ship construction to the development of a broader industrial ecosystem linking shipyards, domestic equipment manufacturers, technology companies, research institutions and educational organizations.

다만 이번 협약을 HD현대중공업의 코르벳 수주 가능성이 높아졌다는 신호로 단정하기는 이르다.

스페인 국영 조선사 나반티아도 1일 시베니크에서 열린 국제 공공안전·방위산업 전시회인 ‘데프크로스 3(DEFCROS 3)’ 행사에서 이스크라 및 크로아티아 엔지니어링업체 AITAC과 다목적 코르벳 사업 협력을 위한 양해각서를 체결했다고 2일 공식 발표했다.

네이벌투에이에 따르면 이스크라는 앞서 이탈리아 핀칸티에리와도 크로아티아의 다목적 코르벳 도입 프로그램과 관련해 협력 양해각서를 체결했다. 따라서 이스크라와 HD현대중공업의 이번 팀잉 협약을 독점적 현지 파트너 계약으로 볼 근거는 현재 없다.

다만 HD현대중공업 입장에서는 크로아티아 현지 건조·기술이전 제안을 실제 현지 생산 기반을 보유한 조선소와의 공식 협약 단계로 진전시켰다는 의미가 있다.

크로아티아는 자국 해군의 작전·전투능력 강화를 위해 다목적 코르벳 도입을 추진하고 있다. 향후 경쟁의 핵심은 함정 자체의 성능과 가격뿐 아니라 현지 건조 비중과 기술이전, 자국 조선·방산산업 참여 규모가 될 가능성이 있다.

The Teaming Agreement does not mean that HD Hyundai Heavy Industries has secured the Croatian corvette contract or an exclusive local partnership.

Spanish state-owned shipbuilder Navantia announced on October 2 that it had signed Memoranda of Understanding with Iskra Shipyard and Croatian engineering company AITAC during the DEFCROS 3 exhibition in Šibenik, setting out potential cooperation related to the Multi-Role Corvette program.

Naval Today also reported that Iskra had previously signed cooperation agreements with Italy’s Fincantieri in connection with Croatia’s corvette acquisition program. There is therefore no current basis for describing the HD Hyundai Heavy Industries-Iskra agreement as an exclusive partnership.

For HD Hyundai Heavy Industries, however, the agreement represents a concrete step in turning its local construction and technology-transfer proposal into an industrial partnership with a Croatian shipbuilder that has actual production capacity.

As Croatia moves forward with plans to strengthen its navy through new multi-purpose corvettes, the competition is likely to involve not only vessel performance and price but also local construction, technology transfer and participation by Croatia’s domestic shipbuilding and defense industries.
