[미디어펜=편집국]한국 중견 엔지니어링 기업이 3억달러 규모의 우즈베키스탄 농촌도로 개선사업에 잇달아 참여하고 있는 것으로 확인됐다.
삼안과 경동엔지니어링은 컨소시엄을 구성해 전체 프로젝트를 관리하는 국제 프로젝트관리컨설턴트(PMC)를 맡았고, 동성엔지니어링은 실제 도로사업 후보지를 조사하고 사업성을 검토하는 하위사업 준비 컨설턴트(SPC)로 참여하고 있다.

2일 아시아개발은행(ADB)과 우즈베키스탄 도로위원회 등에 따르면 우즈베키스탄은 ADB 금융지원을 받아 ‘농촌도로 회복력 사업(Rural Roads Resilience Sector Project)’을 추진하고 있다.
전체 사업비는 약 2억9875만달러다. ADB가 이 가운데 2억4000만달러를 대출 방식으로 지원한다. ADB가 2023년 승인한 원 사업계획은 우즈베키스탄 12개 지역과 카라칼파크스탄공화국의 농촌도로 약 700km를 개선하는 것이 핵심이다.
삼안과 경동엔지니어링은 이 사업의 국제 PMC 계약을 따냈다.
우즈베키스탄 도로위원회 산하 아브토율인베스트(Avtoyulinvest)는 지난해 4월14일 삼안·경동 컨소시엄과 241만9979달러 규모의 PMC 계약을 체결했다. 같은 달 21일 업무 개시 통보가 이뤄졌으며 5월부터 본격적인 동원 작업에 들어갔다.
동성엔지니어링은 이보다 앞선 지난해 3월18일 231만5380달러 규모의 국제 하위사업 준비 컨설턴트 계약을 체결했다.
한국 엔지니어링 3개사가 같은 우즈베키스탄 국가 도로사업에서 각각 프로젝트 관리와 후속 도로사업 준비를 맡은 셈이다.

Three South Korean engineering firms are participating in Uzbekistan's rural road improvement program worth nearly $300 million.
Saman Corporation and Kyong Dong Engineering have formed a consortium to serve as the international Project Management Consultant, while Dongsung Engineering is working as the Subproject Preparation Consultant responsible for assessing potential road projects.
According to the Asian Development Bank and Uzbekistan's Committee for Roads, the country is implementing the Rural Roads Resilience Sector Project with ADB financing.
The project is valued at approximately $298.75 million, including a $240 million ADB loan. The original ADB program aims to improve about 700 kilometers of rural roads across 12 regions and the Republic of Karakalpakstan.
Avtoyulinvest, under Uzbekistan's road authorities, signed a $2,419,979 PMC contract with the Saman–Kyong Dong consortium on April 14, 2025.
Dongsung Engineering signed a separate $2,315,380 contract on March 18, 2025 to serve as the international Subproject Preparation Consultant.
The three Korean engineering firms are therefore participating in different stages of the same nationwide road development program.

세 회사가 맡은 역할은 도로를 직접 건설하는 시공과는 다르다.
삼안·경동 컨소시엄이 맡은 PMC는 대규모 프로젝트가 계획대로 진행되도록 사업 전반을 관리하는 역할이다.
우즈베키스탄 정부 자료에 따르면 컨소시엄은 계약 체결 이후 초기 보고서를 ADB에 제출했고, 현재 ADB 기준과 계약조건에 따라 사회·환경 모니터링 업무도 수행하고 있다. 2025년 하반기까지의 사회 모니터링 보고서는 ADB 승인을 받은 것으로 나타났다.
동성엔지니어링의 역할은 또 다르다.
하위사업 준비 컨설턴트는 앞으로 실제 공사를 추진할 도로 후보지를 검토하고 사업 추진에 필요한 사전 작업을 수행한다.
우즈베키스탄 도로위원회에 따르면 동성엔지니어링은 지난해 3월25일부터 3단계 도로 후보지에 대한 실사보고서 작성에 착수했다.
후보 도로가 ADB의 요건을 충족하는지 확인하고 경제성뿐 아니라 환경·사회적 영향까지 조사한다. 현재 사마르칸트와 카라칼파크스탄 등에서 후보 도로에 대한 검토가 진행되고 있다.
쉽게 말하면 삼안·경동이 전체 사업의 ‘관리자’라면 동성은 다음 단계에서 어떤 도로를 실제 사업으로 추진할 수 있는지 미리 살펴보는 ‘사업 설계자’에 가깝다.
한국 기업들이 도로가 만들어진 뒤가 아니라 공사를 발주하기 전 단계부터 사업에 들어가 있는 것이다.
Saman and Kyong Dong Manage the Program, While Dongsung Prepares the Next Roads
The three companies are not directly constructing the roads.
The Saman–Kyong Dong consortium's PMC role involves helping manage the overall implementation of the large-scale project.
According to Uzbekistan government documents, the consortium has submitted initial reports to the ADB and is carrying out social and environmental monitoring in accordance with ADB requirements and contract conditions.
Dongsung Engineering has a different role.
As the Subproject Preparation Consultant, it examines candidate roads for future construction and conducts the preparatory work needed before those projects move forward.
Its work includes checking whether proposed roads comply with ADB requirements and assessing their economic, environmental and social impacts.
In simple terms, Saman and Kyong Dong help manage the overall program, while Dongsung helps determine which roads can proceed as future subprojects.
Korean engineering companies are therefore involved before physical construction contracts are awarded.

사업의 출발점은 약 700km였다.
ADB는 2023년 12월 사업을 승인하면서 우즈베키스탄 12개 지역과 카라칼파크스탄공화국의 노후 농촌도로 약 700km를 개선한다고 발표했다.
우즈베키스탄의 지방도로는 2만4000km 이상이지만 30% 이상이 대규모 보수를 필요로 하고, 농촌 지역을 연결하는 도로 약 14만km 가운데 65% 이상은 비포장 상태인 것으로 조사됐다.
최근 우즈베키스탄 정부가 제시하는 사업 규모는 더 커졌다.
도로위원회는 사업기간을 2024~2032년으로 제시하면서 시멘트 콘크리트 방식의 지방·내부도로 총 841km를 구축하는 계획을 공개하고 있다.
이 가운데 후속 3단계에는 카라칼파크스탄을 비롯해 호레즘·부하라·나보이·사마르칸트·카슈카다리야·수르한다리야·타슈켄트·페르가나·나망간·안디잔 등이 포함된다.
ADB 원안의 약 700km와 우즈베키스탄 정부가 현재 제시하는 841km는 기준과 사업계획 업데이트에 따른 차이가 있어 구분해서 볼 필요가 있다.
공사도 이미 여러 지역에서 진행되고 있다.
2026년 들어 부하라와 호레즘 등에서 후속 도로공사 입찰이 진행됐으며 수르한다리야에서도 농촌도로 재건·유지관리 사업의 재입찰이 실시됐다.
From 700km to 841km as Uzbekistan Expands Rural Road Development
The project originally targeted approximately 700 kilometers of roads.
When the ADB approved the program in December 2023, it said the project would improve about 700km of deteriorated rural roads across 12 regions and the Republic of Karakalpakstan.
More than 30% of Uzbekistan's local roads require major repairs, while more than 65% of its roughly 140,000km of inter-farm rural roads remain unpaved.
Uzbekistan's government now presents a larger implementation target.
The Committee for Roads says the 2024–2032 program will construct or improve a total of 841km of local and internal roads using cement-concrete pavement.
Later phases cover regions including Karakalpakstan, Khorezm, Bukhara, Navoi, Samarkand, Kashkadarya, Surkhandarya, Tashkent, Fergana, Namangan and Andijan.
The original ADB figure of about 700km and the Uzbek government's current 841km figure should be distinguished because they reflect different stages and definitions of the evolving program.
Road procurement is already progressing across several regions.

이번 사업에서 눈여겨볼 대목은 계약금액 자체보다 한국 엔지니어링 기업들이 들어간 위치다.
해외 인프라 사업은 건설사가 도로를 시공하는 순간부터 시작되는 것이 아니다.
어떤 도로를 먼저 건설할지 결정하고 사업성을 분석한 뒤 환경·사회적 영향을 평가해야 한다. 설계와 입찰을 거쳐 공사가 시작되면 전체 사업을 관리하고 시공을 감독하는 엔지니어링 업무가 뒤따른다.
ADB와 세계은행 등 국제금융기구가 지원하는 대규모 사업에서는 이 과정이 각각 별도의 국제 컨설팅 시장을 형성한다.
삼안·경동·동성이 들어간 지점이 바로 이 부분이다.
특히 우즈베키스탄 농촌도로 사업은 단순히 오래된 도로를 다시 포장하는 데 그치지 않는다.
ADB는 기후변화에 견딜 수 있는 도로 설계와 안전성 강화, 장기적인 유지관리 역량 개선까지 사업 목표에 포함하고 있다.
우즈베키스탄의 농촌도로 위에서 한국 기업들이 직접 아스팔트나 콘크리트를 까는 것은 아니다.
대신 어느 도로를 어떻게 개발할 것인지 검토하고, 약 3억달러짜리 국가 인프라 사업이 제대로 진행되는지를 관리하는 ‘엔지니어링 기술’을 수출하고 있다.
Korean Engineering Enters Before Construction Begins
The significance of the contracts lies less in their individual values than in where the Korean engineering companies are positioned within the infrastructure development process.
Infrastructure projects do not begin when construction companies start paving roads.
Candidate roads must first be identified, economic feasibility assessed, and environmental and social impacts reviewed. Once projects move toward construction, engineering firms are required for project management and supervision.
Projects financed by international institutions such as the ADB and World Bank create separate international consulting markets around each of these stages.
That is where Saman, Kyong Dong and Dongsung are participating.
The Uzbekistan project also goes beyond simply repaving deteriorated roads.
The ADB has emphasized climate resilience, road safety and improved long-term maintenance capacity as key objectives.
The Korean companies are not laying asphalt or concrete themselves.
Instead, they are exporting the engineering expertise used to decide how roads should be developed and to manage a nationwide infrastructure program worth nearly $300 million.
