[Mir’s Business Made Easy] Former Hungarian Minister Faces Conflict-of-Interest Controversy After Joining BYD
$63.7 Million in Government Support and Parliamentary Scrutiny Raise Questions Over BYD's Expansion
Controversy Highlights Subsidy and Local Manufacturing Competition Facing Hyundai and Kia in Europe
A former Hungarian foreign minister who played a central role in attracting Chinese electric vehicle maker BYD to Hungary has become embroiled in a conflict-of-interest controversy after joining the company as a senior executive.
The move has prompted scrutiny in Hungary's parliament because the former minister had helped secure BYD's manufacturing investment and European headquarters during his time in office.
The controversy extends beyond domestic politics. It illustrates how competition in Europe's automotive industry is increasingly shaped not only by technology and vehicle prices, but also by government subsidies, industrial policies and political relationships.
For South Korean automakers Hyundai Motor and Kia, both of which operate manufacturing facilities in Europe, the case offers a revealing look at the competitive environment surrounding China's expansion into the European market.
The Minister Who Attracted BYD Later Joined the Company
At the center of the controversy is Péter Szijjártó, Hungary's former minister of foreign affairs and trade.
During roughly 12 years in office under Viktor Orbán, Szijjártó played a prominent role in attracting foreign investment, including BYD's first European passenger-car manufacturing plant near Szeged.
In 2025, he also announced plans for BYD to establish its European headquarters and a research and development center in Budapest, supported by 20 billion Hungarian forints, equivalent to approximately $63.7 million in government assistance.
Following Orbán's electoral defeat in April 2026, Szijjártó resigned his parliamentary seat in July and joined BYD as an executive responsible for external relations and new business development.
The move raised questions about potential conflicts of interest involving decisions he had made while serving in government.
On October 5, he appeared before Hungary's parliamentary National Security Committee for a closed-door hearing.
Szijjártó has defended the investment incentives as consistent with standard government practices.
Local Production, Subsidies and Tariffs Reshape Competition
Hungary's aggressive pursuit of BYD reflects its ambition to establish itself as a major European automotive and battery manufacturing hub.
Through its Szeged plant, BYD is building a local manufacturing base to serve European customers. Its planned regional headquarters and research operations in Budapest could further strengthen its position in the market.
This strategy is particularly important because the European Union imposes additional countervailing duties on battery electric vehicles imported from China.
Vehicles manufactured within the EU are not subject to those same China-origin import duties, making local production a potentially significant competitive advantage.
However, the 20 billion forint assistance package associated with BYD's Budapest headquarters and research center is separate from incentives for its Szeged factory.
The controversy illustrates the growing importance of public funding and government-business relationships in attracting foreign automotive investment.
What the BYD Case Means for Hyundai and Kia
The controversy also carries implications for Hyundai Motor and Kia.
Hyundai operates a manufacturing plant in Nošovice, the Czech Republic, while Kia produces vehicles in Žilina, Slovakia. Both companies have long relied on European manufacturing to serve regional demand and strengthen their competitive positions.
The more significant development is that Chinese automakers are increasingly competing with Korean manufacturers from within Europe itself.
Instead of relying primarily on exports from Asia, companies are building regional production networks shaped by labor costs, government incentives, battery supply chains, energy prices and environmental regulations.
For Hyundai and Kia, this means that product quality, technology and pricing will remain essential, but industrial policy and manufacturing strategy will also play a growing role.
As Europe's electric vehicle market evolves, South Korean automakers will face not only Chinese competitors, but also an increasingly complex industrial and regulatory environment.
