[Mir’s Global Radar] Korea–Colombia ICT Education Partnership Enters Its 19th Year, Expanding into Generative AI

South Korea and Colombia are expanding their 19-year partnership in educational digitalization into generative artificial intelligence. What began in 2007 as ICT training for Colombian teachers has evolved into the establishment of digital classrooms, student exchanges and efforts to integrate AI into teaching practices.

According to information released by Colombia's Ministry of National Education, the bilateral program has trained 300 Colombian teachers across 25 departments, benefiting more than 12,000 students. During a recent meeting with a Korean delegation, the Colombian government reviewed the partnership's achievements and proposed expanding student mobility, establishing more ICT classrooms and exchanging educational resources adapted to local needs.

The nature of the cooperation is also changing. While earlier efforts focused on digital infrastructure and teachers' ICT capabilities, recent activities have increasingly emphasized generative AI, computational thinking, classroom innovation and the ethical use of emerging technologies.

Korea–Colombia cooperation began with teacher training in 2007

Educational ICT cooperation between South Korea and Colombia began in 2007 through a partnership involving the two countries' education ministries and the Incheon Metropolitan Office of Education.

A central initiative has been the ICT Training for Colombian Teachers program. Public-school teachers are selected based on digital education projects implemented in their classrooms and invited to Incheon for specialized training.

The partnership has involved organizations such as the Korea Education and Research Information Service (KERIS) and institutions associated with APEC educational cooperation. Colombia's education ministry also identifies Korean edtech company Classting among the program's partners. However, that participation should not be interpreted as a newly awarded AI education contract in 2026.

In November 2020, the two countries signed a memorandum of understanding extending educational ICT cooperation for another three years. During the COVID-19 pandemic, teachers maintained the partnership through online collaborative projects.

The cooperation subsequently expanded into educational infrastructure. ICT classrooms supported by the Korean government were established in locations including Guasca in Cundinamarca and Pitalito in Huila, becoming regional centers for digital learning.

According to information published by Colombia's education ministry in 2025, the two classroom initiatives benefited more than 4,700 students and 220 teachers.

A distinctive feature of the program is its emphasis on knowledge transfer. Teachers trained in Korea are expected to share what they have learned with colleagues and local educational communities.

By October 2026, the program had trained 300 teachers, including 102 from rural areas and 198 from urban areas, according to the Colombian government.

The figures illustrate how the partnership has developed beyond one-time equipment support into a long-term effort to strengthen teaching capabilities and educational practices.

Teacher training expands into AI and student exchanges

The bilateral partnership is entering a new phase centered on AI education and student exchanges.

On May 22, Colombia's education ministry announced that 19 teachers and 10 students would participate in the 2026 training program in South Korea. It was the first time students had joined the teacher-training delegation.

The 10 students were selected from outstanding participants in Colombia's 2025 STEM+ Olympiad, and nine were girls.

The delegation was scheduled to spend 12 days in Incheon participating in science, technology and digital education activities. The program covered AI applications for educational and community challenges, computational thinking and science communication.

The ministry identified seven AI-related educational projects, six projects involving computational thinking and programming, and four projects focused on science and technology communication.

AI-related cooperation did not begin in 2026. AI training had already been included in the 2023 program, while the 2025 edition covered AI-assisted educational content creation and digital ethics.

In late September and early October this year, Korean education officials also visited Colombia to review activities at local schools.

According to the Colombian ministry's October 3 announcement, the delegation visited Bogotá, Medellín, Envigado and Ubaté. Participants reviewed the use of Korean-supported ICT classrooms and attended workshops on the pedagogical and ethical applications of generative AI and vibe coding.

Vibe coding refers to creating software by describing desired functions in natural language and using AI tools to assist with programming. Its potential educational value lies partly in enabling students with limited coding experience to participate in digital creation.

However, the visit does not mean that these AI education methods have been formally adopted across Colombia's national curriculum. The confirmed activities remain training and educational cooperation.

Colombia proposes expanding ICT classrooms and student exchanges

Building on nearly two decades of cooperation, Colombia is seeking to broaden its educational partnership with South Korea.

Following meetings with the Korean delegation, Colombia's education ministry identified three priority areas for future cooperation on October 3.

The first is expanded student mobility. While the partnership historically focused on teacher training, Colombia hopes to build on the first student visit to Korea in 2026 and create more opportunities for direct student participation.

The second is the expansion of ICT classrooms. The proposal would draw on experience from existing Korean-supported facilities to improve access to digital education in strategically selected areas.

The third priority is the exchange of educational resources adapted to Colombian conditions. Rather than simply transferring Korean educational practices, the goal is to develop materials and teaching approaches that can be used effectively by local teachers and students.

The ministry said Son Sung-ho, a senior education supervisor from the Incheon Metropolitan Office of Education, responded positively to the proposed areas of cooperation.

However, the three priorities remain proposals for future collaboration. The locations, scale and budgets of additional ICT classrooms, as well as any new binding agreements, have not been disclosed.

The initiative may also have broader implications for the education technology sector. While earlier cooperation focused on digital classrooms and teacher training, future activities could extend into AI learning content, educational software and locally adapted digital tools.

Such possibilities should not be confused with confirmed export contracts for Korean edtech companies. Any commercial opportunities would depend on subsequent project plans, budgets and procurement decisions.

What began 19 years ago as ICT training for Colombian teachers is now developing into cooperation on AI-enabled teaching and student exchanges. The next question is whether this long-standing partnership will translate into additional educational facilities and concrete AI education programs.
