30일 한국수출입은행 대외경제협력기금(EDCF) 공식 입찰결과에 따르면 명두종합건설·스마트코리아·에이투엠으로 구성된 공동수급체(JV)는 몽골 국립과학수사연구원 현대화사업 본구매 계약을 체결했다. 계약금액은 178억6064만6240원이며, 계약체결일은 지난 9월 14일이다.

이 계약은 한국의 개발협력 금융을 기반으로 국내 기업들이 해외 공공 인프라 사업에 공동 참여한 사례다. 과학수사 역량을 강화하기 위한 몽골의 공공부문 현대화사업에 국내 기업이 공급자로 선정됐다는 점에서 주목된다.

A consortium of three South Korean companies—Myeongdu General Construction, Smart Korea and A2M—has secured a contract worth approximately KRW 17.86 billion for the modernization of Mongolia's National Forensic Science Institute.

According to the Economic Development Cooperation Fund (EDCF) procurement results published by the Export-Import Bank of Korea, the joint venture signed the contract on September 14, 2026. The award highlights the participation of Korean companies in overseas public-sector modernization projects supported by development cooperation financing.

한국수출입은행이 공개한 EDCF 입찰결과에는 '몽골 국립과학수사연구원 현대화사업 본구매 재입찰'의 수주기업으로 명두종합건설JV가 명시됐다.

공동수급체에는 명두종합건설과 스마트코리아, 에이투엠이 참여했다. 계약금액은 178억6064만6240원이다.

사업은 올해 1월6일 본구매 입찰이 공고된 뒤 4월24일 재입찰 공고를 거쳤다. 이후 9월14일 최종 계약이 체결됐다.

이번 수주는 국내 기업이 공동수급체를 구성해 몽골의 공공기관 현대화사업에 참여한 성과라는 점에서 의미가 있다.

Three Korean Companies Secure the Procurement Contract

The EDCF's official procurement results identify the winning bidder as a joint venture comprising Myeongdu General Construction, Smart Korea and A2M.

The contract is valued at KRW 17,860,646,240. The initial procurement notice was issued on January 6, 2026, followed by a rebidding notice on April 24. The contract was subsequently signed on September 14.

The award represents a joint overseas project undertaken by three Korean companies in Mongolia's public sector.

▲과학수사기관 현대화…공공 인프라 협력 확대

사업대상은 몽골 국립과학수사연구원이다. 과학수사기관의 현대화는 범죄 관련 증거의 과학적 분석과 감정 역량을 뒷받침하는 공공서비스 기반을 강화한다는 의미를 갖는다.

몽골 정부의 공공기관 현대화 수요와 한국 기업의 해외사업 참여가 연결된 사업으로 볼 수 있다.

한국수출입은행의 EDCF는 개발도상국의 경제·사회 인프라 구축을 지원하는 정책기금이다. 사업별 조달은 수원국 정부 또는 사업실시기관이 담당하며, 한국 기업들은 해당 입찰에 참여해 계약을 확보하는 구조다.

이번 계약 역시 개발협력 금융과 해외 공공조달의 연결을 보여주는 사례다.

Modernizing Mongolia's Forensic Science Infrastructure

The project concerns the modernization of Mongolia's National Forensic Science Institute, a public institution involved in forensic examination and scientific evidence analysis.

The EDCF provides development cooperation financing to support economic and social infrastructure in partner countries. Procurement and supplier selection are carried out by the borrowing country's government or implementing agency.

The Mongolian project illustrates how Korean companies can participate in overseas public-sector procurement through development finance-backed projects.

▲2023년 컨설팅 계약 이어 본구매 단계 진전

이 사업은 앞서 컨설팅 계약이 체결된 바 있다. 

EDCF 입찰결과에 따르면 2023년 6월 26일 엄앤드이건축은 몽골 국립과학수사연구원 현대화사업의 컨설턴트 계약을 체결했다. 계약금액은 약 43억522만원이다.

이후 2026년 본구매 입찰이 진행됐고, 명두종합건설·스마트코리아·에이투엠 컨소시엄이 공급 계약을 확보했다.

하나의 공공기관 현대화사업에서 사전 컨설팅에 이어 본구매 계약까지 이어진 셈이다.

국내 기업의 해외 진출이 대형 건설·플랜트 사업뿐 아니라 공공기관 현대화와 전문 인프라 구축 분야에서도 이뤄지고 있다는 점에서 계약의 의미를 찾을 수 있다.

Procurement Follows an Earlier Consulting Contract

The modernization project previously moved through a consulting procurement stage.

According to EDCF records, Eom & Lee Architects secured a consulting contract for the same project on June 26, 2023, worth approximately KRW 4.31 billion.

The subsequent main procurement process in 2026 resulted in the award to the consortium of Myeongdu General Construction, Smart Korea and A2M.

The sequence demonstrates the progression of the project from consulting services to its main procurement stage, providing another example of Korean companies' involvement in specialized public infrastructure projects overseas.
