[미디어펜=편집국]한국의 중소 화장품 기업들이 올해 상반기에만 해외에서 50억달러가 넘는 화장품을 팔았다.
중소벤처기업부에 따르면 2026년 상반기 중소기업 화장품 수출액은 50억7000만달러로 지난해 같은 기간보다 30.7% 증가했다. 역대 상반기 최대 기록이다. 중소기업 전체 수출에서 화장품이 차지하는 비중도 7.9%로 품목 가운데 1위다. 유럽 수출은 62.4%, 북미는 36.8%, 중남미는 무려 131.9% 증가했다.
더 눈에 띄는 것은 온라인이다.
상반기 온라인 화장품 수출은 5억2000만달러로 1년 전보다 85.3% 급증했다. 미국 57.4%, 영국 230.4%, 네덜란드 416.1% 증가했다.
그런데 여기서 질문 하나가 생긴다.
한국에는 어떻게 이렇게 많은 중소 화장품 브랜드가 생겨나고, 이들이 짧은 시간 안에 미국과 유럽 시장까지 제품을 내놓을 수 있었을까.
배경에는 소비자에게 이름조차 잘 알려지지 않은 ‘공장’들이 있다.
제품을 기획하고 처방을 개발해 실제 화장품까지 만들어주는 제조자개발생산(ODM) 기업들이다.

Korean small and medium-sized cosmetics companies exported more than $5 billion worth of products in the first half of this year alone.
According to Korea's Ministry of SMEs and Startups, cosmetics exports by SMEs reached a record $5.07 billion in the first half of 2026, up 30.7% from a year earlier. Cosmetics were also the largest SME export category, accounting for 7.9% of total SME exports.
Exports to Europe increased 62.4%, while shipments to North America rose 36.8%. Exports to Latin America surged 131.9%.
Online cosmetics exports were even more striking, jumping 85.3% to $520 million.
That raises a simple question.
How have so many relatively small Korean beauty brands been able to launch products and reach consumers in the United States, Europe and other markets so quickly?
Part of the answer lies with companies whose names rarely appear on cosmetic packaging.
They are Korea's original development manufacturers, or ODMs — companies that can develop formulations, design products and manufacture them on behalf of beauty brands.

화장품 ODM을 가장 쉽게 설명하면 ‘브랜드 대신 제품을 만들어주는 회사’다.
과거 제조업에서는 새로운 브랜드를 만들려면 공장을 짓고 연구원을 고용하고 생산라인을 확보해야 했다.
화장품은 다르다.
아이디어와 브랜드가 있다면 ODM 업체에 “이런 소비자를 겨냥한 이런 기능의 화장품을 만들고 싶다”고 요청할 수 있다.
ODM 회사가 원료와 제형을 연구하고 시제품을 만든다. 대량생산까지 맡을 수 있다.
브랜드 회사는 마케팅과 유통, 소비자 확보에 집중한다.
이 구조는 자본력이 부족한 중소기업이나 스타트업이 화장품 시장에 들어가는 문턱을 크게 낮춘다.
특히 최근 글로벌 화장품 시장에서 제품 유행 주기가 짧아지면서 이 구조의 장점이 커졌다.
국내 ODM 기업들은 3~6개월로 짧아진 신제품 개발주기와 다품종 소량생산 수요에 대응하면서 쿠션·선케어·세럼 등 K뷰티가 강한 제품군에서 경쟁력을 키우고 있다.
쉽게 말하면 K뷰티 브랜드가 세계시장에 빠르게 신제품을 던질 수 있도록 뒤에서 움직이는 ‘공동 연구소+공장’이 있는 셈이다.
You Can Build a Cosmetics Brand Without Owning a Factory
The easiest way to understand a cosmetics ODM is as a company that develops and manufactures products for a brand.
In traditional manufacturing, launching a new company often requires building factories, hiring researchers and installing production lines.
Beauty works differently.
A company with a brand concept can approach an ODM with an idea for a product aimed at a particular consumer or function.
The ODM can research ingredients, develop formulations, produce prototypes and eventually manufacture the product at scale.
The brand can focus its resources on marketing, distribution and customer acquisition.
That structure significantly lowers the barrier to entry for smaller companies and startups.
Its advantages have become even more important as beauty trends move faster.
Korean ODM companies have adapted to product development cycles that can be as short as three to six months while handling demand for smaller production runs across a wide variety of products.
They have also built capabilities in categories where K-beauty is particularly competitive, including cushions, sunscreens and serums.

n effect, Korea has built a shared network of laboratories and factories that allows individual beauty brands to bring new products to global consumers rapidly.

K뷰티의 또 다른 재미있는 점은 소비자가 좋아하는 브랜드는 빠르게 바뀌지만 뒤에서 제품을 만드는 회사는 상대적으로 안정적이라는 것이다.
대표적인 기업이 코스맥스와 한국콜마다.
올해 2분기 각사 실적을 비교하면 코스맥스 매출은 7949억원, 한국콜마 화장품 부문은 6064억원이었다. 이탈리아 인터코스는 4658억원이었다.
이를 기준으로 코스맥스와 한국콜마가 두 분기 연속 글로벌 화장품 ODM 업계 매출 1·2위를 기록한 것으로 집계됐다.
다만 이 순위는 국제기관이 동일한 기준으로 조사한 공식 세계시장 순위가 아니라 각 기업이 발표한 실적을 비교한 결과라는 점은 구분해야 한다.
중요한 것은 순위 그 자체보다 이들 기업의 고객이 누구냐는 것이다.
코스맥스와 한국콜마의 고객사 가운데 연 매출 1000억원을 넘긴 업체가 70곳에 달한다는 분석도 나왔다.
코스맥스 고객사 중 매출 상위 20개사의 인디 브랜드 비중은 2021년 40%에서 지난해 65%로 높아졌다.
과거에는 글로벌 화장품 시장을 대형 브랜드가 주도했다면 지금은 소셜미디어와 온라인 유통을 타고 작은 브랜드가 빠르게 성장할 수 있다.
이때 필요한 것이 빠른 제품 개발과 생산이다.
한국 ODM 업체가 세계 화장품 시장의 ‘뒤편’에서 중요한 역할을 하게 된 이유다.
Brands Change Quickly — Their Manufacturers Often Don't
Another interesting feature of K-beauty is that popular consumer brands can change rapidly, while the companies developing and manufacturing their products are relatively stable.
Two prominent examples are Cosmax and Kolmar Korea.
Based on company-reported results, Cosmax generated 794.9 billion won in second-quarter revenue, while Kolmar Korea's cosmetics businesses recorded 606.4 billion won. Italy's Intercos reported the equivalent of 465.8 billion won.
Comparing those figures puts Cosmax and Kolmar Korea first and second among major global cosmetics ODM companies by quarterly revenue for two consecutive quarters.
However, this should not be treated as an official global market ranking compiled by an independent international institution. It is a comparison based on financial results reported by the companies themselves.
The more important point is the changing composition of their customers.
More than 70 clients of Korea's two leading ODM companies have grown into businesses with annual revenue exceeding 100 billion won.
Among Cosmax's 20 largest customers, the share represented by indie brands increased from 40% in 2021 to 65% last year.
Large multinational brands once dominated global beauty.
Today, social media and online distribution allow relatively small brands to scale far more rapidly.
That makes fast product development and flexible manufacturing increasingly valuable — and helps explain why Korean ODM companies have become such an important part of the global beauty industry's manufacturing infrastructure.
▲50억달러 다음은 어디로…K뷰티의 진짜 경쟁력
K뷰티 수출 50억7000만달러라는 숫자는 단순히 한국 화장품 브랜드가 인기를 끌고 있다는 것만 보여주는 숫자가 아니다.
중소기업 화장품 수출은 2024년 상반기 32억9000만달러에서 지난해 38억8000만달러, 올해 50억7000만달러로 늘었다.
시장도 넓어지고 있다.
올해 상반기 미국으로 향한 중소기업 화장품 수출은 9억6000만달러로 전년보다 34.5% 증가했다. 유럽 전체는 12억6000만달러로 62.4%, 중남미는 1억2000만달러로 131.9% 증가했다.
특정 국가에서 1∼2개 브랜드가 히트한 현상만으로 보기 어려워지고 있다는 의미다.
K뷰티의 경쟁력도 브랜드 하나에서 생태계 전체로 옮겨가고 있다.
브랜드가 아이디어를 낸다.
ODM 회사가 제품을 개발하고 생산한다.
온라인 플랫폼과 현지 유통망이 세계 소비자에게 판매한다.
반응이 좋으면 다시 빠르게 새로운 제품을 내놓는다.
이 구조에서는 실패한 브랜드가 사라져도 제조·연구 인프라와 노하우는 국내 ODM 생태계에 남는다. 또 다른 브랜드가 이를 활용해 세계시장에 도전할 수 있다.
결국 K뷰티가 가진 경쟁력은 ‘어떤 브랜드가 다음에 뜰 것인가’에만 있지 않다.
새로운 브랜드를 계속 만들어 세계시장에 내보낼 수 있는 산업 생태계 자체가 경쟁력이 되고 있다.
50억7000만달러라는 숫자 뒤에서 돌아가는 ‘이름 없는 공장’들을 봐야 하는 이유다.
What Comes After $5 Billion? K-Beauty's Deeper Competitive Advantage
The $5.07 billion export figure represents more than the global popularity of Korean cosmetics brands.
SME cosmetics exports increased from $3.29 billion in the first half of 2024 to $3.88 billion a year later and then to $5.07 billion in the first half of 2026.
The geographic footprint is also expanding.
Korean SME cosmetics exports to the United States reached $960 million in the first half, up 34.5% from a year earlier.
Exports to Europe climbed 62.4% to $1.26 billion, while shipments to Latin America more than doubled to $120 million.
That makes K-beauty's growth increasingly difficult to explain as the success of one or two brands in a single market.
Its competitive advantage is shifting from individual brands toward an entire industrial ecosystem.
A brand develops an idea.
An ODM company turns it into a product and manufactures it.
Online platforms and local distributors take it to consumers around the world.
If consumers respond, the process starts again with another product.
In such a system, even when individual brands disappear, manufacturing infrastructure, formulation expertise and development know-how remain within Korea's ODM ecosystem — ready to support the next generation of brands.
K-beauty's strength therefore may not depend solely on predicting which Korean brand becomes the next global hit.
Its deeper advantage may lie in an industrial system capable of repeatedly creating, manufacturing and exporting new brands.
That is why the largely invisible factories behind the $5.07 billion export figure matter.
