[미르의 글로벌 레이더]사우디, 3GW 초대형 ESS 프로젝트 입찰 본격화…K배터리·전력 인프라 수주 기대감

[미디어펜=편집국]사우디아라비아가 총 3GW 규모의 초대형 배터리 에너지저장장치(BESS) 프로젝트 입찰을 본격화하면서 글로벌 에너지저장시장 선점경쟁이 치열해질 전망이다. 한국전력을 비롯한 글로벌 에너지 기업이 입찰경쟁에 참여할 것으로 예상되면서 국내 배터리 및 전력 인프라 업계에도 새로운 수주 기회가 열릴 것이라는 기대감이 커지고 있다.

27일 중동 전문매체 미드에 따르면 사우디아라비아 전력 조달기관인 사우디 전력조달회사(SPPC)​는 국가 재생에너지 프로그램(NREP)의 일환으로 추진되는 그룹2 독립형 배터리 에너지저장장치(BESS) 사업​에 대한 제안요청서를 발행했다.

이번 사업은 총 6개 프로젝트, 3GW(3000MW) 규모로 추진된다. 각 사업은 500MW급 독립형 에너지저장시설​로 건설되며, 4시간 저장 기준 총 저장용량은 12GWh(1만2000MWh)​에 달한다. 이는 중동 지역은 물론 글로벌시장에서도 손꼽히는 대규모 ESS 프로젝트다.

SPPC는 지난 7월 초 RFP를 배포했으며, 사업자들은 현재 기술 질의응답을 진행 중이다. 최종 제안서는 오는 10월 제출될 예정이며 이후 평가를 거쳐 우선협상대상자가 선정된다.

Saudi Arabia has officially launched the tender process for a 3GW battery energy storage system (BESS) program, setting the stage for intensified competition in the global energy storage market. 

The project is expected to create new business opportunities for Korean battery manufacturers and power infrastructure companies, as global energy firms—including Korea Electric Power Corporation (KEPCO)—prepare to compete for the contracts.

According to Middle East business intelligence platform MEED on July 27, the Saudi Power Procurement Company (SPPC) has issued a Request for Proposals (RFP) for the Group 2 Independent Battery Energy Storage System (BESS) Program, which forms part of the Kingdom's National Renewable Energy Program (NREP).

The program comprises six independent BESS projects with a combined capacity of 3GW (3,000MW). Each project will have a capacity of 500MW, providing four hours of energy storage, equivalent to a total storage capacity of 12GWh (12,000MWh). 

The development is regarded as one of the largest standalone battery storage initiatives not only in the Middle East but also globally.

SPPC distributed the RFP in early July, and developers are currently engaged in the clarification process. Final proposals are scheduled to be submitted by October, after which the utility will evaluate the bids and select preferred developers.

이번 프로젝트는 메카, 메디나, 카심, 동부주 등 사우디 주요 지역에 분산 구축된다.

사업 대상은 ▲삼하 ▲알 리트 ▲알 헤나키야 ▲쿨리스 ▲사다위 ▲아시라 등 6개 프로젝트로, 모두 500MW 규모다.

낙찰 기업은 특수목적법인(SPV)을 설립해 사업 지분 100%를 보유하며, SPPC와 장기 저장서비스 계약을 체결하는 방식으로 사업을 운영하게 된다. 프로젝트는 건설·소유·운영(BOO) 방식으로 추진된다.

이번 사업에는 세계 주요 에너지 기업들이 대거 참여할 전망이다. 앞서 SPPC는 자격심사를 통해 27개 기업을 입찰 후보로 선정했으며, 업계에서는 한국전력공사(KEPCO)​를 비롯해 ACWA Power(사우디아라비아), ​마스다르(UAE), ​엔지(프랑스), EDF(프랑스), ​마루베니(일본) 등이 유력한 경쟁자로 거론되고 있다.

미국·인도계 에너지 컨설팅사 시너지 컨설팅​은 그룹1과 그룹2 ESS 사업의 자문을 맡고 있다.

The six projects will be developed across strategic regions including Makkah, Madinah, Qassim, and the Eastern Province.

The projects include Samha, Al Lith, Al Henakiyah, Khulais, Sadawi, and Ashyrah, each with a capacity of 500MW.

Winning bidders will establish special purpose vehicles (SPVs), holding 100% equity ownership, and will sign long-term Storage Services Agreements (SSAs) with SPPC. All projects will be delivered under the Build-Own-Operate (BOO) model.

The tender is expected to attract many of the world's leading energy companies. SPPC has already prequalified 27 companies, with industry observers identifying KEPCO, ACWA Power (Saudi Arabia), Masdar (UAE), Engie (France), EDF (France), and Marubeni (Japan) among the strongest contenders.

Synergy Consulting, a U.S.- and India-based energy advisory firm, is serving as the transaction advisor for both the Group 1 and Group 2 BESS programs.

이번 사업은 사우디가 추진 중인 '비전 2030' 에너지 전환 정책의 핵심 사업으로 평가된다. 사우디 정부는 오는 2030년까지 전체 발전량의 약 50%를 재생에너지로 공급한다는 목표를 세우고 태양광·풍력 발전 확대에 속도를 내고 있다.

다만 재생에너지는 발전량이 날씨와 시간대에 따라 크게 변동하는 만큼, 남는 전력을 저장했다가 필요할 때 공급하는 ESS 구축이 필수적이다. 이에 따라 BESS는 재생에너지 확대를 뒷받침하는 핵심 인프라로 부상하고 있다.

SPPC는 현재 그룹 2 ESS 사업과 별도로 총 3100MW 규모의 태양광 발전사업과 2200MW 규모의 풍력발전사업 입찰도 함께 추진하며 재생에너지 투자 확대에 속도를 내고 있다.

The BESS initiative is regarded as a key pillar of Saudi Arabia's Vision 2030 energy transition strategy.

The Kingdom aims to generate approximately 50% of its electricity from renewable energy by 2030, accelerating investments in solar and wind power generation.

Because renewable energy production fluctuates depending on weather conditions and time of day, large-scale battery storage has become essential for balancing the power grid by storing surplus electricity and supplying it during periods of peak demand.

In parallel with the Group 2 BESS program, SPPC is also advancing tenders for 3,100MW of solar independent power producer (IPP) projects and 2,200MW of wind IPP projects, underscoring Saudi Arabia's commitment to expanding renewable energy infrastructure.

시장에서는 이번 프로젝트가 국내 전력·배터리 산업에도 새로운 성장 기회가 될 것으로 기대하고 있다.

한전이 사업자로 참여할 경우 EPC(설계·조달·시공)와 운영 분야에서 경쟁력을 확보할 수 있을 것으로 예상된다. 

또 대규모 ESS 구축에는 배터리 셀뿐 아니라 전력변환장치(PCS), 에너지관리시스템(EMS), 변압기, 송배전 설비 등이 함께 투입되는 만큼 국내 전력기기 및 배터리 공급망 전반에도 수혜가 확산될 가능성이 제기된다.

Market participants believe the project could provide significant growth opportunities for South Korea's battery and power equipment industries. Should KEPCO secure a contract, it is expected to leverage its expertise in engineering, procurement and construction (EPC) as well as long-term project operations. 

In addition to battery cells, large-scale BESS facilities require a wide range of supporting technologies—including power conversion systems (PCS), energy management systems (EMS), transformers, and transmission and distribution equipment—creating potential opportunities across Korea's broader power infrastructure supply chain.
