8일 카자흐스탄 에너지부와 현지 언론 등에 따르면 예를란 아켄제노프 카자흐스탄 에너지장관은 최근 남궁홍 삼성E&A 대표이사 사장과 만나 신규 정유·석유화학 복합단지 건설 프로젝트를 논의했다.

양측은 프로젝트의 현재 진행 상황과 향후 추진 단계 등을 놓고 의견을 교환했다. 삼성E&A는 프로젝트를 추가로 검토하고 향후 사업 단계에 참여할 가능성에 관심을 나타낸 것으로 전해졌다.

현재 사업은 예비타당성조사(pre-FS) 단계다. 정유공장의 기술적 구성과 석유화학 제품 생산 가능성, 사업 입지, 민간 투자자 참여방식 등이 검토되고 있다.

삼성E&A가 실제 사업에 참여할 경우 초기 설계·엔지니어링부터 향후 설계·조달·시공(EPC)으로 이어지는 대형 프로젝트 수주 기회를 확보할 가능성이 있다는 점에서 향후 진행 상황이 주목된다.

According to Kazakhstan's Ministry of Energy and local media, Energy Minister Yerlan Akkenzhenov recently met Samsung E&A President and CEO Hong Namkoong to discuss the proposed refinery and petrochemical complex.

The two sides exchanged views on the project's current status and future development, while Samsung E&A expressed interest in further reviewing the project and potentially participating in subsequent stages.

The project is currently at the pre-feasibility study stage, with its technological configuration, potential petrochemical output, location and private investment structure under consideration.

카자흐스탄이 신규 정유시설을 추진하는 배경에는 경제성장에 따른 석유제품 수요 증가와 자국 에너지산업의 고부가가치화 전략이 자리 잡고 있다.

세계적인 산유국인 카자흐스탄은 원유 생산에 비해 정제와 석유화학 등 다운스트림 산업 경쟁력을 강화할 필요성이 꾸준히 제기돼 왔다.

프로젝트가 구체화될수록 정유·석유화학 통합 설계와 대형 플랜트 건설 경험을 보유한 글로벌 엔지니어링 업체들의 수주 경쟁도 본격화할 가능성이 있다.

삼성E&A가 프로젝트 초기 단계부터 카자흐스탄 정부와 접촉하고 있다는 점이 주목되는 이유다.

Despite being one of the world's major oil-producing countries, Kazakhstan has been seeking to strengthen its downstream refining and petrochemical industries.

구체적인 계약금액이나 삼성E&A의 업무 범위, EPC 발주 일정 등은 아직 확정되지 않았다.

대형 플랜트 프로젝트는 예비타당성조사와 사업구조 확정, 기본설계, 자금조달, EPC 사업자 선정 등의 단계를 거치는 경우가 많다. 초기 엔지니어링 단계에서 발주처와 관계를 구축한 업체가 후속 EPC 경쟁에서 유리한 위치를 확보할 가능성도 있다.

삼성E&A는 최근 단순 EPC 수주 경쟁에서 벗어나 기본설계(FEED) 등 프로젝트 초기 단계부터 참여한 뒤 EPC로 연결하는 전략을 강화하고 있다.

따라서 앞으로 확인해야 할 핵심은 삼성E&A가 신규 정유·석유화학 프로젝트의 FEED 등 초기 엔지니어링 단계에 실제 참여하는지, 그리고 이를 대형 EPC 계약으로 연결할 수 있는지다.

아직 수주전의 출발선이다. 하지만 카자흐스탄이 새로운 다운스트림 산업 지도를 그리고 있는 시점에 삼성E&A가 초기 협의 테이블에 들어갔다는 점에서 향후 행보를 주목할 필요가 있다.
