[미디어펜=편집국]대우건설이 6년 전 아프리카 잠비아와 보츠와나 국경에 건설한 카중굴라 대교의 '철길'이 총연장 약 430㎞에 달하는 남부 아프리카 국제철도의 핵심 연결고리로 다시 떠오르고 있다.

보츠와나와 잠비아가 모세체(Mosetse)–카중굴라(Kazungula)–리빙스턴(Livingstone)을 연결하는 이른바 'MKL 철도 프로젝트'를 본격적으로 구체화하는 가운데 잠비아가 한국 철도건설 기업들에 사업 참여를 공개적으로 요청한 것으로 확인됐다.
특히 양국 철도 당국이 지난 9월22일 MKL 프로젝트의 진행 상황과 향후 절차를 논의한 지 불과 닷새 만에 주한 잠비아 대사가 한국 기업의 참여를 요청했다는 점에서 향후 한국 건설·철도 기업의 사업 참여 여부가 주목된다.
다만 현재 대우건설을 비롯한 특정 한국 기업이 MKL 철도사업에 참여하거나 수주 협상을 진행하고 있다는 사실은 확인되지 않았다.
보츠와나 철도공사(Botswana Railways)에 따르면 보츠와나와 잠비아는 지난 22일 MKL 철도 프로젝트를 위한 공동기술위원회(JTC)와 공동운영위원회(JSC)를 열었다.
양국은 이날 약 430㎞에 달하는 국제철도 프로젝트의 진행 상황을 점검하고 향후 사업 추진을 위한 주요 현안을 논의했다.
MKL 철도는 보츠와나 모세체에서 카중굴라까지 약 365㎞, 카중굴라에서 잠비아 리빙스턴까지 약 65㎞를 연결하는 대형 국경 철도 프로젝트다.
사업이 완성되면 보츠와나와 잠비아를 직접 연결하는 새로운 철도 물류축이 형성된다.

A railway track incorporated into the Kazungula Bridge, built by South Korea's Daewoo Engineering & Construction six years ago on the Zambia-Botswana border, is emerging as a key link in a planned international railway stretching approximately 430 kilometers across southern Africa.
Botswana and Zambia are advancing plans for the Mosetse-Kazungula-Livingstone, or MKL, Railway Project, while Zambia has publicly invited South Korean railway construction companies to explore participation in the project.
The timing is notable. Zambia's appeal to Korean companies came just five days after railway authorities from Botswana and Zambia met on Sept. 22 to review progress on the MKL project and discuss its next steps.
However, there is currently no confirmed evidence that Daewoo E&C or any other specific South Korean company is participating in the MKL railway project or negotiating a contract.
According to Botswana Railways, the two countries convened meetings of the Joint Technical Committee and Joint Steering Committee on Sept. 22 to review progress and discuss key issues required to advance the project.
The proposed railway would run approximately 365 kilometers from Mosetse in Botswana to Kazungula and another 65 kilometers from Kazungula to Livingstone in Zambia.
Once completed, it would create a new cross-border railway corridor directly linking Botswana and Zambia.

이번 프로젝트에서 눈길을 끄는 곳이 카중굴라 대교다.
카중굴라 대교는 잠비아와 보츠와나 국경을 흐르는 잠베지강을 가로지르는 길이 923m의 교량으로 대우건설이 시공했다.
대우건설은 2014년 공사를 시작해 2020년 준공했다.
중요한 점은 카중굴라 대교가 처음부터 자동차만 다니도록 만들어진 교량이 아니라는 것이다.
대우건설의 사업자료에 따르면 카중굴라 대교는 왕복 2차로 도로와 단선 철도를 함께 갖춘 도로·철도 복합교량으로 건설됐다.
국내 준공 당시 공개된 사업 내용에도 923m 본교와 접속도로뿐 아니라 약 2.17㎞의 단선철도 건설이 포함돼 있다.
이 철도 시설이 이제 MKL 철도의 핵심 연결고리로 활용되는 것이다.
MKL 프로젝트가 추진되면 보츠와나 모세체에서 북쪽으로 올라온 철도가 카중굴라 대교를 건너 잠비아로 들어간 뒤 리빙스턴까지 이어지는 구조가 된다.
카중굴라 대교 자체가 애초부터 장기적인 남부 아프리카 철도 연결을 염두에 두고 설계됐다는 의미다.
아프리카개발은행(AfDB)의 기존 카중굴라 대교 사업자료에서도 철도 연결 구상은 확인된다.
AfDB는 광업과 제조업 관련 중량화물 운송 수요 등을 고려해 카중굴라 대교를 도로·철도 복합교량으로 추진했으며, 장기적으로 보츠와나 모세체와 잠비아 리빙스턴을 카중굴라를 통해 철도로 연결하는 방안을 제시했다.
6년 전 대우건설이 건설한 교량의 철도 인프라가 이제 430㎞ 국제철도 프로젝트의 일부로 다시 주목받는 셈이다.
Daewoo E&C Built the Bridge Six Years Ago — With a Railway Already Included
At the heart of the project is the Kazungula Bridge.
The 923-meter bridge crosses the Zambezi River along the border between Zambia and Botswana and was constructed by Daewoo Engineering & Construction.
Construction began in 2014 and was completed in 2020.
Crucially, the Kazungula Bridge was not designed solely for road traffic.
According to Daewoo E&C's project information, the bridge was constructed as a combined road-and-rail structure incorporating a two-lane roadway and a single railway track.
Information released around the project's completion also shows that the works included approximately 2.17 kilometers of single-track railway infrastructure in addition to the main bridge and connecting roads.
That railway infrastructure is now expected to form a key connection in the proposed MKL railway.
Under the project, trains traveling north from Mosetse would reach Kazungula, cross the Zambezi River into Zambia via the Kazungula Bridge and continue toward Livingstone.
Documents from the African Development Bank relating to the original Kazungula Bridge project also show that regional railway connectivity was contemplated from the outset.
The bridge was developed as a combined road-and-rail structure partly to accommodate heavy freight associated with mining and manufacturing, with longer-term plans envisaging a railway connection between Mosetse and Livingstone via Kazungula.
Rail infrastructure built by a South Korean contractor six years ago is therefore emerging as a potential centerpiece of a much larger cross-border railway corridor.

MKL 철도사업은 단순한 장기 구상에 머물러 있지 않다.
잠비아 철도공사(Zambia Railways)에 따르면 양국 정부는 현재 실제 금융조달과 사업 추진의 기초가 되는 '금융조달 가능 타당성조사(Bankable Feasibility Study)'를 진행하고 있다.
양국은 올해 열린 공동회의에서도 컨설턴트의 미완료 작업을 신속히 마무리하고 프로젝트의 주요 마일스톤을 승인해 다음 단계로 넘어가기로 했다.
현재 목표는 남아 있는 연구·조사 작업을 2026년 말까지 마무리하는 것이다.
사업의 타당성조사와 기본설계에는 그리스 NAMA 컨설팅 엔지니어스(NAMA Consulting Engineers) 등이 참여하고 있다.
NAMA가 공개한 사업 범위에는 약 445㎞ 규모의 단선철도와 철도교량 3개, 도로 입체교차시설 12개, 신호·통신 시스템, 철도차량 및 운영시설, 환경·사회영향평가 등이 포함됐다.
철도 당국 자료의 약 430㎞와 컨설턴트 자료의 약 445㎞ 사이에는 설계 범위 등에 따른 차이가 있는 것으로 보인다.
사업이 최근 다시 주목받는 이유는 한국 기업을 향한 잠비아의 메시지다.
잠비아 국영방송 ZNBC에 따르면 앤드루 반다(Andrew Banda) 주한 잠비아 대사는 27일 한국 기업에 잠비아의 인프라 PPP와 합작투자 기회를 적극적으로 검토해 달라고 요청했다.
특히 반다 대사는 카중굴라 대교 건설에 참여한 한국 기업의 성과를 거론하면서 한국 철도건설 기업들이 카중굴라 국경의 철도 연결 사업 기회를 살펴볼 것을 요청했다.
양국 철도 당국이 22일 MKL 프로젝트의 진행 상황을 논의한 지 닷새 만이다.
현재 공개된 자료만으로 22일 양국 회의와 27일 반다 대사의 발언이 공식적으로 연계된 것인지는 확인되지 않는다.
그러나 잠비아가 한국 기업의 기존 카중굴라 대교 시공 실적을 직접 거론하며 철도 분야의 추가 참여를 요청했다는 점은 향후 사업 발주 과정에서 주목할 대목이다.
Project Advances Sept. 22, Zambia Courts Korea Sept. 27
The MKL railway is no longer merely a distant concept.
According to Zambia Railways, the two governments are undertaking a bankable feasibility study intended to provide the technical and financial foundation for implementation of the project.
At joint meetings held this year, the two countries agreed to accelerate unfinished consultancy work and approve key project milestones needed to move the railway toward its next stage.
The current objective is to complete the remaining studies by the end of 2026.
NAMA Consulting Engineers of Greece is among the firms involved in feasibility and design work.
Information published by NAMA describes a project scope involving approximately 445 kilometers of single-track railway, three railway bridges, 12 grade-separated road crossings, signaling and telecommunications systems, rolling stock and operational facilities, as well as environmental and social impact assessments.
The difference between the approximately 430 kilometers cited by railway authorities and the roughly 445 kilometers described by the consultant appears to reflect differences in project or design scope.
What makes the project particularly relevant to South Korea is Zambia's latest outreach.
According to Zambia's state broadcaster ZNBC, Zambia's ambassador to South Korea, Andrew Banda, on Sept. 27 encouraged Korean companies to explore infrastructure public-private partnerships and joint-venture opportunities in Zambia.
Banda specifically highlighted the achievements of Korean companies involved in the Kazungula Bridge and invited Korean railway construction companies to examine opportunities involving rail connectivity at the Kazungula border.
His remarks came five days after Botswana and Zambia reviewed progress on the MKL railway project.
Publicly available information does not establish that the Sept. 22 railway meetings and Banda's Sept. 27 remarks were formally coordinated.
Nevertheless, Zambia's decision to cite South Korea's previous Kazungula Bridge construction record while seeking further Korean participation in railway infrastructure could become significant as the project moves toward financing and procurement.

MKL 철도의 의미는 두 나라를 연결하는 데서 끝나지 않는다.
잠비아는 아프리카를 대표하는 구리 생산국 가운데 하나이며 보츠와나는 남부 아프리카의 주요 광물 생산국이다.
남부 아프리카 내륙에서 생산된 광물과 원자재를 항만으로 운송하려면 국경을 여러 차례 통과해야 하는 만큼 철도와 도로 물류망의 효율성이 산업 경쟁력에 직접적인 영향을 미친다.
현재 잠비아와 보츠와나 사이의 철도 물류에는 1906년 건설된 빅토리아폴스교의 수송능력 등 물리적 제약이 존재한다.
MKL 철도가 완공되면 카중굴라를 중심으로 새로운 남북 철도축을 구축해 잠비아와 보츠와나를 직접 연결하고 남부 아프리카의 기존 철도망과 연계할 수 있다.
특히 기존 카중굴라 대교를 활용할 수 있다는 점은 사업의 특징이다.
한국 기업 입장에서도 의미가 있다.
대우건설은 이미 카중굴라 대교를 성공적으로 완공하면서 잠비아·보츠와나 양국에서 대형 인프라 시공 실적을 확보했다.
여기에 잠비아가 한국 철도기업의 참여를 공개 요청하면서 향후 건설·철도시스템·철도차량 등으로 협력 범위가 확대될 가능성을 지켜볼 필요가 있다.
다만 아직 사업의 최신 총사업비와 금융조달 구조는 확정적으로 공개되지 않았고 한국 기업의 실제 입찰·수주 여부도 확인되지 않았다.
따라서 현재 단계에서 대우건설이나 현대로템, 코레일 등 특정 한국 기업의 참여를 전제로 사업을 해석하는 것은 이르다.
그럼에도 과거 한국 기업이 건설한 인프라가 새로운 국제철도 프로젝트의 기반이 되고, 발주국이 다시 한국 기업에 참여를 요청했다는 점은 눈여겨볼 대목이다.
대우건설이 6년 전 잠베지강 위에 놓은 923m의 다리와 철길이 이제 430㎞ 남부 아프리카 철도망으로 이어질 수 있을지 주목된다.
New Route for Southern Africa's Mineral Supply Chain — Attention Turns to Korean Companies
The significance of the MKL railway extends beyond simply connecting two neighboring countries.
Zambia is one of Africa's major copper producers, while Botswana is an important mineral-producing economy in southern Africa.
Transporting minerals and raw materials from landlocked southern African countries to ports requires efficient cross-border road and railway networks, making transport infrastructure an important factor in industrial competitiveness.
Existing rail transport between Zambia and Botswana faces physical constraints, including limitations associated with the century-old Victoria Falls Bridge.
The MKL railway could create a new north-south rail corridor centered on Kazungula, directly connecting Zambia and Botswana while integrating with broader southern African railway networks.
The ability to use the existing Kazungula Bridge is a notable feature of the project.
The development also has potential implications for South Korean companies.
Daewoo E&C has already established a major infrastructure track record in Zambia and Botswana through the successful completion of the Kazungula Bridge.
Zambia's latest invitation to Korean railway companies raises the possibility that future cooperation could expand into railway construction, rail systems and rolling stock.
However, the project's latest total cost and financing structure have not yet been definitively disclosed, and no participation or bidding by specific South Korean companies has been confirmed.
It would therefore be premature to assume involvement by Daewoo E&C, Hyundai Rotem, Korea Railroad Corporation or other Korean companies.
Even so, the combination is notable: infrastructure previously built by a Korean contractor is becoming part of a new international railway project, while the host country is once again seeking Korean participation.
Attention is now turning to whether the 923-meter bridge and railway infrastructure built across the Zambezi River six years ago could ultimately become part of a 430-kilometer southern African railway corridor.
