[미디어펜=편집국]베트남의 대형 가스복합발전 프로젝트인 오몬Ⅳ 발전사업​이 프로젝트 금융을 확보하며 본격적인 사업추진 단계에 들어섰다. 앞서 설계·조달·시공(EPC)을 맡은 두산에너빌리티 컨소시엄에 이어 베트남 국영은행들이 금융 지원에 나서면서, 한국의 발전 플랜트 기술과 베트남 금융이 결합한 한·베 에너지 협력 모델이 한층 구체화되고 있다는 평가가 나온다.

Vietnam's O Mon IV combined-cycle gas power project has secured project financing, marking its transition into full-scale development. Following the EPC contract awarded to a consortium led by Doosan Enerbility, Vietnam's state-owned banks have now stepped in with financial backing, strengthening a Korea–Vietnam energy cooperation model that combines Korean engineering expertise with Vietnamese project financing.

27일 베트남 투자전문매체 입베스트먼트리뷰R​에 따르면, 베트남 국영 투자개발은행(BIDV)와 비에틴뱅크는 오몬Ⅳ 가스복합화력발전소 건설을 위해 총 2억8100만 달러 규모의 신용공여 계약을 체결했다. 이번 금융은 발전소 건설에 필요한 프로젝트 자금으로 활용되며, 사업 추진의 핵심 재원 역할을 하게 된다.

According to Vietnam Investment Review (VIR), state-owned commercial banks BIDV and VietinBank have signed a US$281 million credit agreement to finance construction of the O Mon IV combined-cycle gas-fired power plant. The funding will provide key project financing needed to move construction forward.

오몬Ⅳ 발전소는 베트남 남부 껀터에 건설되는 1155MW 규모의 가스복합화력발전소​로, 베트남 정부가 추진하는 블록B-오몬 가스·전력 개발 프로젝트의 핵심 시설이다. 해상 가스전에서 생산된 천연가스를 육상으로 공급해 발전에 활용하는 국가 전략사업으로, 메콩델타 지역의 전력 안정성 확보를 위한 핵심 인프라로 꼽힌다.

The 1,155MW O Mon IV plant, located in Can Tho in southern Vietnam, is a key component of the government's Block B–O Mon gas-to-power development program. Natural gas from offshore fields will be transported onshore and used to generate electricity, making the project a strategic pillar for improving power security across the Mekong Delta.

이번 금융약정을 단순한 대출 계약이 아니라 블록B-오몬 프로젝트의 핵심 퍼즐을 완성한 이정표로 평가된다. 페트로베트남은 지난 6월 두산에너빌리티와 PECC2 컨소시엄을 EPC 사업자로 선정하고 본계약을 체결했다. 두산에너빌리티는 발전소의 핵심 설비 공급과 설계, 조달, 시공, 시운전 등을 담당하는 기술 백본역할을 수행하게 된다.

여기에 국영은행들의 프로젝트 금융이 더해지면서 기술과 자금이 모두 확보돼 사업 추진의 불확실성이 크게 낮아졌다는 분석이다.

Industry observers view the latest financing agreement as far more than a simple loan. It completes one of the final pieces needed to move the Block B–O Mon project into full-scale execution.

Earlier this year, Petrovietnam signed a full EPC contract with a consortium led by Doosan Enerbility and PECC2. Under the agreement, Doosan Enerbility will serve as the project's engineering backbone, providing key equipment, engineering, procurement, construction, and commissioning services.

With financing now secured through Vietnam's state-owned banks, both the engineering and financial foundations of the project are in place, significantly reducing execution risks.

이번 사업은 단순한 발전소 건설을 넘어 가스 생산-운송-발전으로 이어지는 국가 에너지 가치사슬 구축이라는 점에서 의미가 크다.

블록B 해상가스전에서 생산된 천연가스가 파이프라인을 통해 발전소로 공급되고, 이를 기반으로 안정적인 전력을 생산하는 구조가 완성되면 베트남의 에너지 안보 강화에도 기여할 것으로 기대된다.

한국의 발전 플랜트 기술과 베트남 금융기관의 자금 조달 역량이 결합한 대표적인 협력 사례로 평가되며, 향후 운영·유지보수(MRO), 기자재 공급 등 후속 사업 확대 가능성도 주목된다.

The significance of the project extends beyond construction. It represents the creation of an integrated energy value chain that links offshore gas production, pipeline transportation, and electricity generation.

Once completed, natural gas from the Block B offshore field will flow through dedicated pipelines to O Mon IV, helping strengthen Vietnam's long-term energy security.

The project is widely viewed as a model of Korea–Vietnam industrial cooperation, combining Korean power-generation technology with Vietnamese financial support. It could also open opportunities in plant operation, maintenance (MRO), equipment supply, and future infrastructure projects.

베트남은 급증하는 전력 수요에 대응하기 위해 LNG와 가스복합발전 비중을 확대하고 있다. 이에 따라 발전 기자재, 송배전 설비, 전력기기 등 연관 산업에서도 국내 기업들의 참여 기회가 확대될 것으로 전망된다.

특히 대형 발전 프로젝트는 EPC 이후에도 유지보수와 성능 개선, 부품 공급 등 장기적인 후속 사업이 이어지는 만큼 국내 발전 산업에도 새로운 성장동력이 될 수 있다는 분석이 나온다.

Vietnam is rapidly expanding LNG and gas-fired power generation to meet rising electricity demand. This trend is expected to generate new business opportunities for Korean suppliers of power equipment, transmission systems, and industrial infrastructure.

Large-scale power projects typically create long-term business opportunities beyond construction, including maintenance, upgrades, spare parts, and engineering services. As a result, industry analysts believe the O Mon IV project could become another important growth driver for Korea's energy sector.
