21일 필리핀 해군체계사령부(Sea Systems Command) 공개 내용을 인용한 현지 군사 커뮤니티 등에 따르면 후아리오 C. 마라야그 소장이 이끄는 필리핀 해군 대표단은 지난 15일 서울에서 열린 국제해군함정기술콘퍼런스(ISTC)에 참석한 데 이어 한국의 잠수함사령부와 주요 조선소를 방문했다.
대표단에는 전투체계센터 지휘관과 해군 시스템 엔지니어링 담당자, 현대화사업 프로그램 관리 책임자 등이 포함됐다.
대표단은 한화오션 거제사업장과 HJ중공업 부산 조선소, HD현대중공업 울산 조선소를 찾아 잠수함 운용체계와 함정 건조 공정, 수상·수중함 기술 등을 살펴본 것으로 전해졌다.
방위사업청 관계자들과도 별도 양자협의를 진행했다.
이번 방문만으로 필리핀 해군의 특정 함정 사업 발주나 사업자 선정이 임박했다고 단정할 수는 없다.
다만 필리핀 국방장관과 HD현대 경영진이 이달 초 해군 현대화와 조선·방산 협력 확대를 논의한 데 이어 실제 해군 기술·사업 담당자들이 한국 조선소를 직접 둘러봤다는 점에서, 양국 간 협력이 최고위급 논의에서 실무·기술 검증 단계까지 이어지고 있다는 점은 주목할 만하다.

The Philippine Navy has visited major South Korean naval shipyards operated by Hanwha Ocean, HJ Shipbuilding & Construction and HD Hyundai Heavy Industries, drawing renewed attention to competition among Korean shipbuilders for the Philippines' continuing naval modernization program.
According to information released by the Philippine Navy's Sea Systems Command and subsequently shared by local defense communities, a Philippine naval delegation led by Rear Admiral Juario C. Marayag attended the International Naval Ship Technology Conference in Seoul on Sept. 15 before visiting South Korea's Submarine Force Command and major shipyards.
The delegation included senior officials responsible for combat systems, naval systems engineering and modernization program management.
The Philippine delegation visited Hanwha Ocean's Geoje shipyard, HJ Shipbuilding & Construction's facilities in Busan and HD Hyundai Heavy Industries' Ulsan shipyard, where it reviewed submarine operations, shipbuilding processes and technologies related to surface and subsurface vessels.
The delegation also held a separate bilateral meeting with officials from South Korea's Defense Acquisition Program Administration.
The visits do not by themselves indicate that a specific Philippine naval procurement or contractor selection is imminent.
However, coming shortly after discussions between the Philippine defense secretary and HD Hyundai executives on naval modernization and shipbuilding cooperation, the visits indicate that bilateral engagement is extending from high-level discussions into technical and operational-level reviews.

이번 방문에서 눈에 띄는 부분은 필리핀 대표단이 특정 조선사 한 곳만 찾은 것이 아니라 한국의 주요 특수선 조선사를 잇달아 살펴봤다는 점이다.
대표단은 한화오션이 위치한 거제에서 잠수함 관련 기술과 건조 역량을 확인하고, 부산에서는 HJ중공업의 함정 건조시설을 둘러봤다.
이어 울산의 HD현대중공업 조선소도 방문했다.
HD현대중공업에서는 현재 현장에 파견돼 있는 필리핀 해군 선주감독관들과도 만난 것으로 전해졌다.
HD현대중공업은 필리핀 해군과 이미 장기간 협력해온 조선사다.
HD현대는 2016년 필리핀 해군의 첫 호위함 사업을 시작으로 현재까지 총 12척의 필리핀 함정을 수주했고 이 가운데 6척을 인도했다.
필리핀 정부와는 후속 호위함과 현지 조선산업 확대 등 추가 협력도 논의하고 있다.
한화오션 역시 필리핀의 잠수함 전력 확보 계획에 관심을 보여왔다.
따라서 이번 연쇄 방문은 한 기업의 특정 제품을 평가하기보다 필리핀 해군이 향후 현대화 사업을 염두에 두고 한국의 다양한 함정 설계·건조 역량을 직접 비교하고 확인하는 성격으로 보는 것이 정확하다.

One notable aspect of the visit is that the Philippine delegation did not focus on a single Korean shipbuilder.
The delegation reviewed submarine-related technologies and shipbuilding capabilities in Geoje, where Hanwha Ocean operates its major shipyard, before visiting HJ Shipbuilding & Construction's naval shipbuilding facilities in Busan.
It then traveled to HD Hyundai Heavy Industries' Ulsan shipyard.
At HD Hyundai Heavy Industries, the delegation reportedly also met Philippine Navy owner's representatives currently stationed at the yard.
HD Hyundai Heavy Industries already has a long-established relationship with the Philippine Navy.
Beginning with the Philippines' first frigate project in 2016, HD Hyundai has secured orders for a total of 12 naval vessels, six of which have already been delivered.
The company and the Philippine government have also discussed further cooperation involving follow-on frigates and the development of the Philippines' domestic shipbuilding industry.
Hanwha Ocean, meanwhile, has shown interest in the Philippines' planned submarine acquisition program.
The series of visits therefore appears to be better understood as a broad review of South Korea's naval shipbuilding capabilities rather than an evaluation of a single company's specific product.

대표단 구성도 이번 방문의 성격을 보여준다.
필리핀 해군 대표단에는 전투체계센터 지휘관, 해군 시스템 엔지니어링 담당자, 현대화 프로그램 관리 책임자 등이 포함됐다.
단순 친선방문 인력보다 실제 함정 획득과 기술·전투체계 운용을 담당하는 실무진 성격이 강하다.
대표단은 한국 잠수함사령부도 방문해 잠수함 운용과 관련한 내용을 살펴본 것으로 전해졌다.
또 방위사업청과 별도 양자협의를 진행했다.
방사청 측에서는 현재전력사업 관련 책임자와 함정사업 관계자가 참석한 것으로 알려졌다.
필리핀은 현재 해군 현대화를 지속적으로 추진하면서 기존 수상함 전력을 보강하고 잠수함 전력 확보도 검토해왔다.
한국 업체들도 이 시장을 중요한 해외 특수선 사업지역으로 보고 있다.
다만 이번 방한에서 필리핀 측이 특정 조선사나 함정 모델을 우선협상 대상으로 선정했다는 사실은 공개되지 않았다.
따라서 이번 방문의 의미는 '수주 확정'보다, 필리핀 해군이 실제 운용·획득 담당자를 중심으로 한국 해군과 정부, 조선업체의 능력을 동시에 점검했다는 데 있다.

The composition of the delegation also provides clues to the nature of the visit.
Participants included officials responsible for combat systems, naval systems engineering and modernization program management.
The delegation therefore consisted largely of personnel directly involved in ship acquisition, technology assessment and operational requirements rather than simply ceremonial representatives.
The group also visited South Korea's Submarine Force Command to gain insight into submarine operations.
Separately, it held bilateral discussions with South Korea's Defense Acquisition Program Administration, including officials involved in current capability programs and naval ship development.
The Philippines has been pursuing a long-term naval modernization program involving both surface combatants and potential submarine capabilities.
South Korean shipbuilders view the country as an important overseas naval market.
No public information from the visit, however, indicates that the Philippine Navy selected a preferred bidder or a specific vessel design.
The significance of the visit therefore lies not in an imminent contract award but in the fact that Philippine acquisition and technical officials directly reviewed South Korean naval operations, government procurement structures and shipbuilding capabilities during a single visit.

이번 필리핀 해군 대표단의 방한은 시점도 주목된다.
정기선 HD현대 회장은 지난 7일 서울에서 길베르토 테오도로 주니어 필리핀 국방장관과 만나 조선·방산 협력 확대 방안을 논의했다.
당시 양측은 지난 10년간의 방산 협력 성과를 평가하고 필리핀 해군 현대화와 현지 조선산업 경쟁력 강화까지 협력을 확대할 필요가 있다는 데 공감했다.
필리핀측은 HD현대와의 협력이 자국의 해군 현대화와 조선산업 활성화에 전략적으로 중요하다는 입장도 밝혔다.
이후 불과 열흘 안팎 만에 필리핀 해군의 함정·전투체계·현대화 담당 실무진이 한국 조선업계 현장을 잇달아 확인한 셈이다.
한국 조선사의 필리핀 사업도 서로 다른 강점을 갖고 있다.
HD현대중공업은 이미 필리핀 해군 함정을 연속 수주하며 구축한 실적과 수빅 조선거점을 갖고 있다.
한화오션은 잠수함 설계·건조 경험을 앞세워 필리핀의 잠수함 전력 확보 가능성을 겨냥하고 있다.
HJ중공업은 고속정과 중소형 함정 건조 경험을 기반으로 필리핀 시장을 주시하고 있다.
필리핀 해군의 이번 방한이 당장 신규 계약으로 연결될지는 아직 알 수 없다.
하지만 필리핀의 해군력 증강 과정에서 한국 조선업체들의 경쟁이 단순 제안서 단계에서 실제 함정 기술·생산 현장을 확인하는 단계로 이어지고 있다는 점은 분명해지고 있다.

The timing of the Philippine Navy delegation's visit is also noteworthy.
On Sept. 7, HD Hyundai Chairman Chung Ki-sun met Philippine Defense Secretary Gilberto Teodoro Jr. in Seoul to discuss expanded cooperation in shipbuilding and defense.
The two sides reviewed a decade of defense cooperation and agreed on the need to broaden their partnership to include further Philippine naval modernization and the strengthening of the country's domestic shipbuilding industry.
The Philippine side also described cooperation with HD Hyundai as strategically important to both naval modernization and the development of its local shipbuilding sector.
Roughly ten days later, Philippine officials responsible for naval systems, combat systems and modernization programs were inspecting major Korean shipyards.
South Korean shipbuilders bring different strengths to the Philippine market.
HD Hyundai Heavy Industries has an established delivery record with the Philippine Navy and a growing shipbuilding presence in Subic.
Hanwha Ocean brings extensive submarine design and construction experience as it seeks opportunities related to the Philippines' potential submarine program.
HJ Shipbuilding & Construction has experience in fast patrol craft and smaller naval combatants.
Whether the latest visit will translate directly into new orders remains uncertain.
What is becoming clearer is that competition among Korean shipbuilders for future Philippine naval programs is moving beyond broad proposals toward direct technical and industrial evaluation.
