[미디어펜=편집국]한화에어로스페이스의 다연장로켓 ‘천무’가 폴란드에서 단순한 무기 수입을 넘어 현지 생산·정비 생태계 구축 단계로 한발 더 들어갔다.
10일 폴란드 방산전문매체와 유럽 방산매체 등에 따르면 한화에어로스페이스와 폴란드 무장청은 최근 키엘체에서 열린 국제방위산업전시회(MSPO)를 계기로 ‘호마르-K’ 발사대 모듈의 현지 생산과 조립을 위한 서브라이선스 계약을 체결했다.
이번 계약에 따라 폴란드 측은 발사대 모듈과 관련한 기술문서와 권리를 바탕으로 선정된 예비부품을 자국에서 생산하고, 발사대 모듈의 최종 조립까지 수행할 수 있게 된다.
현지 전문매체들은 향후 폴란드에서 생산 가능한 부품이 600종 이상으로 확대될 수 있다고 전했다. 일부 부품은 폴란드군뿐 아니라 다른 K239 천무 운용국 지원에도 활용될 가능성이 거론된다.
다만 이번 계약을 폴란드가 천무 발사대 290대 전체를 직접 생산하거나 완성 발사대를 제3국에 자유롭게 수출할 수 있게 됐다는 의미로 해석하는 것은 과도하다. 현재 확인되는 범위는 2024년 체결된 2차 실행계약의 72개 발사대 모듈과 연계한 부품 생산·조립 현지화가 핵심이다.

Hanwha Aerospace's K239 Chunmoo multiple launch rocket system is moving beyond simple exports in Poland and entering a new phase of localized production, assembly and sustainment.
According to Polish and European defense media, Hanwha Aerospace and Poland's Armament Agency signed a sublicense agreement during the MSPO defense exhibition in Kielce covering local production and assembly of Homar-K launcher modules.
Under the agreement, Polish entities will be able to use transferred technical documentation and rights to manufacture selected spare parts locally and conduct final assembly of launcher modules.
Local defense media reported that the number of components potentially produced in Poland could eventually exceed 600. Some of those components may also be used to support other operators of the K239 Chunmoo system.
However, the agreement should not be interpreted as granting Poland the right to manufacture all 290 Homar-K launchers domestically or freely export complete launchers to third countries. The currently confirmed scope is primarily linked to localization of parts production and assembly for 72 launcher modules under the second executive contract signed in 2024.
▲미사일 이어 발사대까지…천무 현지화 범위 확대
폴란드의 천무 현지화는 이미 유도탄 분야에서 진행 중이다. 한화에어로스페이스와 폴란드 WB그룹은 천무용 유도탄 CGR-080을 현지에서 생산하기 위한 합작체계를 구축하고 있다.
이번 계약은 다음 단계다. 기존에는 유도탄 현지생산이 중심이었다면 이번에는 발사대 모듈의 부품 생산과 최종 조립까지 현지화 범위가 확대됐다.
현지 전문매체에 따르면 폴란드측은 기술문서와 생산권을 활용해 선정된 발사대용 예비부품을 현지 생산할 수 있고, 관련 권리를 폴란드 방산기업에 다시 부여하는 방식의 서브라이선스 구조도 활용할 수 있다.
이는 폴란드가 단순히 천무를 운용하는 국가를 넘어 천무 체계의 생산·유지·정비 역량을 갖춘 국가로 이동하고 있다는 의미다.
특히 현지 생산 가능 부품이 600종 이상으로 확대될 경우 폴란드 방산업체의 역할도 커질 가능성이 있다.
From missiles to launchers…Chunmoo localization expands
Poland's localization of the Chunmoo system is already underway in the missile sector.
Hanwha Aerospace and Poland's WB Group have been developing a local production framework for the CGR-080 guided rocket used by the Chunmoo system.
The latest agreement represents the next stage.
While previous localization efforts focused primarily on guided missiles, the scope is now expanding to include production of launcher-module components and final assembly.
According to local defense media, Polish entities will be able to manufacture selected launcher spare parts using transferred technical documentation and production rights. The structure also allows sublicensing to Polish defense companies.
This marks Poland's gradual transition from being simply an operator of the Chunmoo system to becoming a country capable of supporting production, maintenance and sustainment.
If local production expands to more than 600 components, the role of Polish defense companies in the Chunmoo supply chain could grow significantly.
▲290대 전체 현지생산은 아냐…72대 2차 계약과 직접 연계
폴란드는 현재 호마르-K 체계 290문을 확보하는 사업을 추진하고 있다. 2022년 1차 계약에서 218문을 도입하기로 했고, 2024년 2차 실행계약을 통해 72문을 추가했다.
하지만 이번 서브라이선스 계약이 290문 전체의 현지생산을 의미하는 것은 아니다.
폴란드 방산전문매체 디엔니크 즈브로이니에 따르면 이번 계약은 2024년 체결된 72개 발사대 모듈 공급계약과 직접 연계돼 있다.
현지화 방식도 처음부터 모든 부품을 폴란드에서 생산하는 구조가 아니라 단계적으로 한국산 비중을 줄이고 폴란드산 부품과 조립 비중을 높이는 방향으로 진행되는 것으로 알려졌다.
따라서 이번 계약의 의미는 ‘290대 현지생산’보다 ‘발사대 핵심 부품과 모듈 조립 기술을 폴란드에 이전하는 단계에 들어갔다’는 데 있다.
또 폴란드산 122㎜ 로켓을 호마르-K에서 운용할 수 있도록 수송·발사 컨테이너를 현지에서 개발·생산하는 계획도 추진되고 있다.
이는 한국산 천무 플랫폼에 폴란드산 탄약 체계를 연결하는 작업으로, 향후 양국 방산 공급망의 결합도를 더 높일 수 있는 요소다.
Not all 290 launchers will be locally produced…deal tied directly to 72-unit second contract
Poland is in the process of acquiring a total of 290 Homar-K launcher systems.
The first agreement in 2022 covered 218 launchers, followed by a second executive contract in 2024 for an additional 72.
However, the latest sublicense agreement does not mean that all 290 launchers will be manufactured in Poland.
According to Polish defense outlet Dziennik Zbrojny, the agreement is directly linked to the 72 launcher modules covered by the second executive contract signed in 2024.
Localization is also expected to proceed gradually rather than through immediate full-scale domestic production. The proportion of Korean-made components is expected to decline over time as Polish-made parts and local assembly increase.
The significance of the agreement therefore lies not in full localization of all 290 launchers, but in Poland entering a phase where it can manufacture selected launcher components and assemble modules domestically.
Poland is also working to develop and produce transport-and-launch containers that would allow locally made 122 mm rockets to be used with the Homar-K system.
That effort could deepen integration between the Korean launcher platform and Poland's domestic ammunition industry.

이번 계약에서 가장 주목할 부분은 폴란드의 역할 변화다. 천무 도입 초기 폴란드는 한국에서 완성된 무기체계를 공급받는 고객이었다.
하지만 시간이 지나면서 구조가 바뀌고 있다. 발사대 도입→유도탄 현지생산→발사대 부품 생산→모듈 최종 조립→유지·정비 역량 확대로 현지화 단계가 확장되고 있다.
유럽 방산전문매체 디펜스 인더스트리 유럽은 폴란드에서 생산되는 일부 천무 부품이 향후 다른 K239 운용국 지원에도 사용될 수 있다고 전했다.
이 부분은 의미가 크다. 다만 이를 폴란드가 천무 완성 발사대를 제3국에 수출할 권리를 확보했다는 의미로 확대 해석해서는 안 된다.
현재 확인되는 것은 폴란드산 부품이 다른 천무 운용국의 유지보수와 공급망 지원에 활용될 가능성이다.
그럼에도 폴란드가 천무 부품과 탄약을 생산하고 발사대 모듈을 조립하며 유지·정비까지 담당하게 된다면 장기적으로 유럽 내 천무 공급망의 핵심 거점으로 발전할 가능성은 커진다.
한화에어로스페이스 입장에서도 의미가 있다. 단순히 한국에서 만든 무기를 수출하는 방식에서 벗어나 현지 산업과 생산·정비 생태계를 함께 구축하면 폴란드와의 장기적인 방산 협력 관계를 강화할 수 있기 때문이다.
유럽 각국이 방위비를 확대하면서 자국 생산과 기술 이전을 중요한 조건으로 요구하는 상황에서, 폴란드식 천무 현지화 모델이 향후 한화의 다른 유럽 시장 공략에도 참고 사례가 될 수 있다.
Could Poland become Chunmoo's European production and sustainment hub?
The most significant aspect of the agreement is the changing role of Poland.
When the Chunmoo program began, Poland was primarily a customer receiving weapon systems manufactured in South Korea.
That structure is gradually evolving.
Launcher acquisition→local guided-rocket production→launcher-component manufacturing→final module assembly→expanded maintenance and sustainment capabilities The localization process is becoming progressively deeper.
Defence Industry Europe reported that some Chunmoo components produced in Poland could eventually be used to support other K239 operators.
That is potentially important. However, it should not be interpreted as confirmation that Poland has received the right to export complete Chunmoo launchers to third countries.
What is currently supported by public information is the possibility that Polish-made components could be used for maintenance and supply-chain support for other Chunmoo operators.
Even so, if Poland develops the ability to manufacture Chunmoo components and ammunition, assemble launcher modules and provide long-term sustainment, it could gradually emerge as a key European hub in the Chunmoo supply chain.
The development also carries strategic significance for Hanwha Aerospace.
Moving beyond simple exports and building a local production and maintenance ecosystem can deepen long-term defense cooperation with Poland.
As European countries increase defense spending while placing greater emphasis on local production and technology transfer, Poland's Chunmoo localization model could become an important reference point for Hanwha's broader expansion across the European defense market.
